扩大社会主义民主

扩大社会主义民主，乃至实现共同富裕，是新中国建设的历史任务。近年来，我们党开展了一系列基于人民的民主试验，深入实施“三个代表”重要思想，不断扩大社会主义民主，取得巨大进步。

首先，促进形成大政治、大社会、大民生协同发展的新型民主政治体系。政治民主是国家政治生活和社会运行的基石和条件。在各级党委处理重大政策、政策程序问题时，应当充分听取来自广大群众和各方面意见并加以考虑，并坚持正确处理集体、个人、权威和程序之间的关系，建立大众参与社会治理的体制机制，充分释放社会的活力。

其次，形成多层次的民主实践社会。中国的社会主义民主不仅以国家法律制度形式凸现出来，在广大群众中也进行着积极的民主实践。推进自治和协商民主，支持人民自治组织、社团、村民委员会发挥作用，净化社会政治文化环境，提升人民、尤其是群众自身素质，形成社会政治参与主体越来越多、社会政治自主个性表现越来越有特色的局面。

第三，完善社会主义民主制度体系。宪法是政治经济社会发展的指南线和根本法，是行使民主权利的依据。我们要深化依法治国，依法实施民主，加强法律立法与执行监督，完善人民代表大会民主制度，加强审议监督，注重民众参政纳谏，形成社会主义民主制度体系。

推进社会主义民主是一项重大历史使命，是当前维护国家稳定发展、繁荣发展的重要优先任务，也是当前实现民族复兴的重大举措。我们要认真贯彻落实新时期党的重大理论和实践经验，积极创新推进社会主义民主，团结带领全体人民，共同实现中华民族伟大复兴的宏伟目标。
