其计算方法有俩种：(1)车辆相关法①货车周转时间=运用车车辆日÷工作量②货车周转时间=运用车车数÷工作量(2)时间相关法货车周转时间包括旅行时间、货物作业停留时间、中转停留时间等三部分。

国际集装箱班轮运价备案操作指南一、通则（一）为了规范国际集装箱班轮运输市场价格行为，促进公平竞争，保护当事人的合法权益，根据《中华人民共和国国际海运条例》(以下简称《国际海运条例》)和交通运输部《国际集装箱班轮运价备案实施办法》，制定本操作指南。

（二）国际集装箱班轮经营者可以自行或委托其船舶代理向上海航运交易所(以下简称航交所)备案运价。

（三）备案的运价包括公布运价和协议运价。

公布运价是指国际集装箱班轮经营者运价本上载明的运价。

备案的运价幅度，即对外报价的下限和上限，以公布运价的格式备案。

协议运价是指国际集装箱班轮经营者与货主、无船承运业务经营者书面约定的运价。

实际执行的运价超出备案运价幅度的，必须按照协议运价的方式备案。

备案的协议运价应列明协议号、货主、航线、起始港、目的港、期间、箱量、运价等内容。

（四）备案运价应使用统一的运价备案表（电子版）(在航交所网站（）下载)。

（五）运价应按CY/CY条款备案，因特殊原因不能按CY/CY条款备案的，应加以说明。

（六）备案协议运价应提供运价协议（副本），或将运价协议（副本）留存本公司备查。

备案协议运价和运价协议副本对运价的描述应该一致。

备查的运价协议（副本）至少保存三年。

（七）调整运价幅度应重新备案。

备案的运价受理后，在生效之前，国际集装箱班轮经营者不得提出新的运价调整要求。

（八）国际集装箱班轮经营者撤销航线，应提前10天通知航交所。

航交所在撤销航线的当天注销该备案运价。

（九）被接受的备案运价于航交所受理备案之时起下列时间生效：1、公布运价（幅度）满三十天；2、协议运价满二十四小时；3、首次备案自受理之日起。

（十）国际集装箱班轮经营者或其委托的船舶代理应在运费舱单上列明运费及各项附加费。

使用协议运价应在运费舱单上注明运价协议号。

（十一）国际集装箱班轮经营者应当执行其生效的备案运价。

（十二）备案的公布运价生效时在航交所网站 予以公开。

协议运价货方名称和运价作为国际集装箱班轮经营者的商业机密严格予以保密，不予公开。

铁路货物运价规则［失效］发文单位：铁道部文号：铁运字[1990]33号发布日期：1990-2-28执行日期：1990-2-28生效日期：2003-6-17第一章总则第1条铁路货物运价是国家计划价格的组成部分，由中央定价，集中管理。

《铁路货物运价规则》是计算铁路货物运输费用的依据，铁路和托运人、收货人必须遵守本规则的规定。

第2条全国营业铁路的货物运输，除军运、水陆联运、国际铁路联运过境运输及未与铁路网办理直通的临时营业铁路运输另有规定者外，都按本规则计算货物运输费用。

未与铁路网接通的营业铁路货物运价，由铁道部另行规定。

第二章货物运输费用第一节计算货物运输费用的基本条件第3条计算整车和零担货物运费的重量，整车货物以吨为单位，吨以下四舍五入；零担货物以10公斤为单位，不足10公斤进为10公斤。

集装箱货物，以箱为单位，按箱计费。

第4条运价里程根据《货物运价里程表》按照发站至到站间最短径路计算，但《货物运价里程表》内规定有计费经路的，按规定的计费经路计算运价里程。

运价里程不包括专用线、货物支线的里程。

通过轮渡时，应将规定的轮渡里程加入运价里程内计算。

水陆联运的货物，应将换装站至码头线的里程，加入运价里程内计算。

下列情况发站在货物运单内注明，运价里程按绕路经由计算：1.因货物性质（如鲜活货物、超限货物等）必须绕路运输时；2.因自然灾害经政府指示或其他不是由于铁路责任，托运人要求绕路运输时；3.因最短径路运输能力不足，经政府指示或铁路和托运人共同商定的整车货物绕路运输时。

承运后的货物发生绕路运输时，仍按货物运单内记载的经路计算运费。

正式营业铁路与临时营业铁路直通运输，运价率不同时，运价里程应分别计算，但如运价里程合计不超过起码里程，应按发站的运价率适用一个起码里程计费。

计算货物运费的起码里程为100公里。

第5条货物运费按照承运货物当日实行的运价率计算。

杂费按照发生当日实行的费率核收。

一批或一项货物，运价率适用两种以上减成率计算运费时，只适用其中较大的一种减成率；适用两种以上加成率时，应将不同的加成率相加之和做为适用的加成率；同时适用加成率和减成率时，应以加成率和减成率相抵后的差额做为适用的加（减）成率。

铁路货物运价规则是指中国铁道部有关铁路货物运价的各项规定。

这些规定是铁路货物运价制度及有关政策的具体体现，也是核算铁路货物运费的依据。

主要包括：货物运杂费的计算、铁路货物运输品名分类与代码表、铁路货物运价率表、铁路货物运输品名检査表、货物运价里程表以及有关的说明。

铁路货物运价规则主要根据货物的重量和运输距离来计算运费。

货物的重量通常以吨为单位，如果货物的重量小于2.5吨/公里，则基本运费为0.5元/吨/公里；如果货物的重量在2.5吨/公里至5吨/公里之间，则基本运费为1.0元/吨/公里；如果货物的重量大于5吨/公里，则基本运费为2.0元/吨/公里。

此外，还有一些附加费用，如超限附加费、超长附加费以及其他一些附加费用，这些费用根据实际情况而定，一般按照实际支出计算。

铁路货物运价规则还规定了不同的运价类型，如普通运价、特定运价、优待运价、国际联运运价及地方运价等。

普通运价是货物运价的基本形式，适用于全路办理正式营业的铁路运输线上都适用的统一运价。

特定运价是指在一定条件下，运送一定种类货物时规定的运价。

总的来说，铁路货物运价规则是为了规范铁路货物运输市场，保障货物运输的公平、公正和合理，促进铁路货物运
输的发展而制定的。

同时，也为货主提供了更加明确、透明的运费计算方式，有利于货主更好地掌握运输成本，提高经济效益。

铁路货运运费（即铁路货物运输费用）是对铁路运输企业所提供的各项生产服务消耗的补偿, 包括车站费用、运行费用、服务费用和额外占用铁路设备的费用等等。

· 铁路运费如何计算？在铁路货运运费核收工作中, 铁路工作人员按以下步骤操作得到最终运费：1．按《货物运价里程表》计算出发站至到站的运价里程。

2．根据货物运单上填写的货物名称查找《铁路货物运输品名分类与代码表》、《铁路货物运输品名检查表》，确定适用的运价号。

3．整车、零担货物按货物适用的运价号，集装箱货物根据箱型、冷藏车货物根据车种分别在“铁路货物运价率表”中查出适用的运价率（即基价1和基价2，以下同）。

4．货物适用的基价1加上基价2与货物的运价里程相乘之积后，再与按本规则确定的计费重量（集装箱为箱数）相乘，计算出运费。

综上得出铁路货物运费计算公式为：(基价1+基价2×运价里程) ×(1+加减成率) ×计费重量。

· 铁路货物运价率表？运费计算办法：整车货物每吨运价=基价1+基价2×运价公里零担货物每10千克运价=基价1+基价2×运价公里集装箱货物每箱运价=基价1+基价2×运价公里*整车农用化肥基价1为元／吨、基价2为元／吨公里。

· 货车容许载重的规定？货车的容许载重量包括：1、货车的标记载重量；2、货物包装、防护物的重量或机械装载不易计算件数的货物减吨困难时允许多装的重量，但不得超过货车标记载重量的2%，即不论所使用的货车能否增载，也不论货物品名，只要符合《货规》第26条规定条件的都可以多装2%的重量；3、货车的增载量：标记载重60吨的C62A、C62B敞车允许增载2吨；在本系统中，如果选中某一车型后，此车型的标记载重量将作为默认的计费重量。

当用户输入重量小于标记载重量时，仍按标记载重量计算；当用户输入重量大于等于标记载重量，小于容许载重量时按用户输入重量计算；当计费重量超过容许载重量时不进行计算，弹出提示信息，直到计费重量小于等于容许载重量。
