尽管政府在再生能源领域投入了巨资,但温室气体的排放量近年来却大幅度攀升的一个原因是中国的能源结构中的大份额的煤炭能源。
斯蒂森讲:“与其他任何国家相比,中国去年增加了更多新的风力能源装置,并计划2010年将有近40万个家庭走上正轨来使用沼气能源。
”他指出,提高老电站的效率是目前为止解决问题的关键,因为提高老电站效率有机会改进天然气和升级输送电网,然而在未来的几十年可再生能源和核电的份额的迅速增加是必不可少的。
斯蒂森还补充
道,改变能源结构的另一个好处是,在不久的将来中国将很快成为新能源产品和服务的出口国。

交通部门在交通行业排放二氧化碳是最多的和增长最快的。
当前,中国能源有70%被工厂使用,只有10%的燃料是交通行业所需要的,然而在中国私家车每天都在增加,能源的消耗和排放在未来几年可能会显著增加。
“幸运的是,政府已经对汽车燃油利用率加以限制,这种限制很难在美国实现。
但我们更需要增加混合燃料汽车或者电车。
”斯蒂格森说道。
水也是至关重要的,尤其是在当前严重干旱的中国西南地区。
提高水资源的利用率是中国一个艰巨的任务。

另外,食品供应也是不能忽视的。
作为一项食品安全措施,第十一个五年计划规定到2020年中国的谷物生产土地面积不得少于1亿2200万公顷。
考虑到气候变化和中国的快速城镇化进程的影响,保持1亿2200万公顷的耕地面积是一个及其困难的挑战。
斯蒂格松说“进一步提高水资源和土地资源的利用率对于实现资源最优化和减少对环境的影响是很重要的,但这是一个巨大的挑战”。
