/blog/ben-bernanke/2015/11/23/can-china-be-like-chattanooga-shifting-from—industry—to —services/Financial markets and media reports have been focused lately on the slowing of China’s growth rate。
That slowing has diverse causes and consequences, but —as I’ll discuss in this post—in at least one important respect it is both a healthy and a predictable development, resulting from a necessary change in China’s growth model.
Since the beginning of China's growth miracle, a large part of the country's development has been directed from the center. This “top-down”approach has focused on heavy industry, infrastructure (highways, bridges, airports),the movement of people from rural to urban areas, and the promotion of exports, particularly manufactures。

All Luciano Faggiano wanted when he purchased the seemingly unremarkable building at 56 Via Ascanio Grandi, was to open a restaurant. The only problem was the toilet. Sewage kept backing up. So Mr. Faggiano enlisted his two older sons to help him dig a trench and investigate. He predicted the job would take about a week. “We found underground corridors and other rooms, so we kept digging,” said Mr. Faggiano, 60. His search for a sewage pipe, which began in 2000, became one family’s tale of discovery.
第三句“Sewage kept backing up.”
Section 1: English-Chinese Translation (50 points)All Luciano Faggiano wanted when he purchased the seemingly unremarkable building at 56 Via Ascanio Grandi, was to open a restaurant. His search for a sewage pipe, which began in 2000, became one family’s tale of discovery.Lecce was once a critical crossroads in the Mediterranean. Severo Martini, a member of the City Council, said archaeological relics turn up on a regular basis — and can present a headache for urban planning. A project to build a shopping mall had to be redesigned after the discovery of an ancient Roman temple beneath the site of a planned parking lot.One week quickly passed, as father and sons discovered a tomb of the Messapians, who lived in the region centuries before the birth of Jesus. Soon, the family discovered a chamber used to store grain by the ancient Romans. If this history only later became clear, what was immediately obvious was that finding the pipe would be a much bigger project than Mr. Faggiano had anticipated. He did not initially tell his wife about the extent of the work. He tied a rope around the chest of his youngest son, Davide, then 12, and lowered him to dig in small, darkened openings. “I made sure to tell him not to tell his mama,” he said. His wife, , soon became suspicious. “We had all these dirty clothes, every day,” she said. “I didn’t understand what was going on.After watching the Faggiano men haul away debris in the back seat of the family car, neighbors also became suspicious and notified the authorities. Investigators arrived and shut down the excavations, warning Mr. Faggiano against operating an unapproved archaeological work site. Mr. Faggiano responded that he was just looking for a sewage pipe.A year passed. Finally, Mr. Faggiano was allowed to resume his pursuit of the sewage pipe on condition that heritage officials observed the work. An underground treasure house emerged, as the family uncovered ancient vases, Roman devotional bottles, an ancient ring with Christian symbols, medieval artifacts, hidden frescoes and more. Today, the building is Museum Faggiano, an independent archaeological museum authorized by the Lecce government.Mr. Faggiano is now satisfied with his museum, but he has not forgotten about therestaurant. A few years into his excavation, he finally found his sewage pipe. It was, indeed, broken. He has since bought another building and is again planning for a restaurant, assuming it does not need any renovations. “I still want it,” he said of the restaurant. “I’m very stubborn.”参考译文:卢西亚诺•法贾诺(Luciano Faggiano)当初买下位于阿斯卡尼奥格兰迪街56号(56 Via Ascanio Grandi)这栋似乎不起眼的房子只是为了开家餐馆。
2018年5月全国翻译专业资格(水平)考试英语二级《笔译实务》试卷Section 1: English-Chinese translation(英译汉)(50points) Passage 1Near Cambodia's Temple Ruins, a Devotion to LearningMillions of tourists come here every year to visit the ancient ruins of Angkor Wat, an influx that has helped transform what once resembled a small, laid-back village into a thriving and cosmopolitan town with thumping nightlife and more than 10,000 hotel rooms. But the explosion of the tourism industry here has also done something less predictable. Siem Rea p, which had no universities a decade ago, is now Cambodia’s second-largest hub for higher education, after the capital, Phnom Penh. The sons and daughters of impoverished rice farmers flock here to work as tour guides, receptionists, bartenders and waitresses. When their shifts are over, they study finance, English and accounting. The establishment of five private universities here is helping to transform the work force in this part of Cambodia. Employers say that English proficiency is rising and that workers who attend universities stand out for their ability to express themselves and make decisions. A generation of students who would otherwise have had little hope to study beyond high school are enduring grueling schedules to get a degree and pursue their dreams.Khim Borin, a 26-year-old tour guide by day and law student by night, says he wants to become a lawyer. But he sometimes has trouble staying awake in class during the high tourist season, when he spends hours scaling vertiginous temple steps and baking in the tropical sun.But the symbiosis of work and study here came together without any master plan.It was driven largely by supply and demand: universities opened to cater to the dreams of Cambodia’s youth — and offered flexible hours in sync with the rhythms of the tourist industry. After graduation, students who work and study at the same time often have an edge over fresh graduates who have never worked before, for whom starting a career can be difficult, Ms. Chan and others say. University stud ents are “more communicative,” she said. “If they don’t like something, they speak out.”Ms. Chan and others say they are lucky that Angkor’s temples have proved so popular with tourists. If it were not for the sandstone structures nestled in the jungles, Siem Reap would probably have remained a backwater. Last year, 3.3 million tourists visited Siem Reap, half of them foreigners, according to the Cambodian Ministry of Tourism.Passage 2India's Education Dream Risks Remaining Just ThatAt one of the bett er colleges in India’s capital, there is just one large room for 140 faculty members to sit and have a cup of tea or grade papers. “If even half show up, there aren’t enough chairs,” said Ghazala Amin, a history professor there. “There is no other place to work. In this situation, how do you expect teachers to work?”The lack of amenities for faculty members is not the only issue. After 30 years at Jesus and Mary College, which is one of dozens administered by the University of Delhi, Ms. Amin makes the equivalent of $22,000 a year —less than half of what some of her better students will make in their first jobs. New opportunities offer not just more money for graduates but also mobility and flexibility, which are virtually unheard of for faculty at most of India’s colleges and universities. All this means that India is facing a severe shortage of faculty members. But it is not just low pay and lack of facilities that are being blamed. According to a government report published last year, a massive expansion in higher education combined with a poor supply of Ph.D.’s, delays in recruitment and the lack of incentives to attract and nurture talent has led to a situation in which 40 percent of existing faculty positions remain vacant. The report’s authors, mostly academics, found that if the shortfall is calculated using the class size recommended by the government, this figure jumps to 54 percent.Experts say this is the clearest sign that India will fail to meet the goal set by the education minister, who has pl edged to more than double the size of the country’s higher education system by 2020. They say that while the ambition is laudable, the absence of a long-term strategy to develop faculty will ensure that India’s education dream remains just that.Mr. Balakrishnan of India Institute of Technology in Delhi, meanwhile, was more optimistic. He felt India could enroll as much as 25 percent of eligible students in colleges and universities —about twice the current figure —by 2020.“Tangible changes are happening,” he said. “The debate that has happened in the last few years has taken people out of their comfort zones. There is more consensus across the board that we need to scale quality education.”。
2024年英语二级笔译(CATTI 2)实务真题及参考译文Section 1: English-Chinese Translation【原文】①Mortgage rates dropped again this week, after plunging nearly half a percentage point last week. The 30-year fixed-rate mortgage averaged 6. 58 percent in the week ending November 23, down from 6. 61 percent the week before. A year ago, the 30-year fixed rate was 3. 10 percent. Mortgage rates rose throughout most of 2022, spurred by the Federal Reserve's unprecedented campaign of hiking interest rates in order to tame soaring inflation. But last week, rates tumbled aimed reports that indicated ion may have finally reached its peak. This volatility is making it difficult for potential home buyers to know, when to get into the market, and that is reflected in the latest data which shows existing home sales slowing across all price points. Mortgage rates tend to track the yield on 10-year US Treasury bonds. As investors see or anticipate rate hikes, they make moves which send yields higher and mortgage rates rise. The 10-year Treasury has been hovering in a lower range of 3. 7 percent to 3. 85 percent. That has led to a big reset in investors expectations about future interest rate hikes. Prior to that, the 10-year Treasury had risen above 4. 2 percent. However, the market maybe be a bit too quick to celebrate the improvement in inflation. At the Fed's November meeting, chairman Jerome Powell to the need for ongoing rate hikes to tame inflation. This could mean that mortgage rates may climb again, and that risk goes up if next month's inflation reading comes in on the higher side while it's difficult to time the market in order to get a low mortgage rate, plenty of would be home buyers are seeing a window of opportunity. Following generally higher mortgage rates throughout the course of 2022, the recent swing in buyers favor is welcome and could save the buyer of a median-priced home more than Us s100 per month relative to what they would have paid when rates were above 7 percent justtwo weeks ago.As a result of the drop in mortgage rates, both purchase and refinance applications picked up slightly last week. But refinance activity is still more than 80 percent below last years pace when rates were around 3. However, with week-to-week swings in mortgage rates averaging nearly three times those seen in a typical year and home prices still historically high, many potential shoppers have pulled back. A long-term housing shortage is keeping home prices high, even as the number of homes on the market for sales has increased, and buyers and sellers may find it more challenging align expectations on price.【参考译文】①继上周大幅下降近半个百分点之后,本周抵押贷款利率再度走低。
CATTI 二级笔译实务全真模拟题(二)(附参考译文)Section 1: English-Chinese Translation (50 points) Translate the following two passages into Chinese.Passage 1Successful Olympic Games start with a vision focused on how the Games could advance local and regional development goals. Developing the right vision requires creative thinking consensus building and big ideas. Reliable information can help transform those ideas into action that delivers desired outcomes. This document is intended to contribute to that process. The information presented here has been compiled from previous Olympic Winter Games to help cities make informed decisions about the costs and benefits of hosting future Games. It offers data on key cost and revenue drivers at the two most recent Olympic Games (Vancouver2010, Sochi 2014) and the forthcoming Games in PyeongChang 2018, as well as information on the number of venues and other factors that offer insights on Games requirements. The data can be used to complement feasibility studies and to support the development of realistic Games operations budgets. However, it is important to bear in mind the local context in considering past experiences in other cities. There is no one-size-fits-all template for the Olympic Games. Cities should view the Games through their own unique context and develop plans that address local and regional needs. The international Olympic Committee (IOC) offers assistance at every stage to assist the organization of Games that benefit local communities. This document provides a snapshot of three very different cities that delivered Games that reflected their starting points and their goals.Vancouver started its Olympic Games planning with several existing venues and a well-established ski resort in nearby Whistler. Sochi pursued a vision to transform a summer resort city into a year-round tourist destination with new world-class winter sports facilities. PyeongChang, now in the final stages of preparation, is also creatinga new winter sport destination in its own unique context.Other important factors that all cities should consider in the local context include labour and construction costs; the availability of winter sports expertise; and the vibrancy of the domestic commercial sports market.Changes in society and within the Olympic Movement will also have an impact on cost and revenue for future Games.By most any measure, the Olympic Winter Games are more popular than ever, reaching record global audiences via traditional television, digital platforms and social media. Exciting new events are helping to attract new audiences and new commercial partners. The expansion of the sports programme-from 86 events in Vancouver, to 96 events in Sochi and the possibility of more events in the future-not only increases the appeal of the Games, it also increases the number of competition venues. At the same time, sports organizations, including Organizing Committees for the Olympic Games (OCOG), have responded to societal expectation for more accountability, more transparency, more social responsibility and more sustainability.【参考译文】英译汉:第一篇奥运会的成功,始于通过奥运会推进地方和区域发展目标的愿景。
summary writing挺简单的,讲的是对于那些成年的年轻孩子,家长how to teach them to use money more wisely的5点建议,条理很清楚,给写综述降低了很多难度,而且也不长,估计不到5分钟吧。
English-Chinese Translation 2. Chinese-English TranslationPART 1 English-Chinese Translation (50 points, 30 minutes)Interpret the following passages from English into Chinese. Start interpreting at the signal and stop it at the signal. You may take notes while you are listening. You will hear the passages only ONCE. Now let’s begin. Seventeen years into the new century, we all eagerly look forward to a world with no war. Yet when we look back, we see a spreading global violence that has come to threaten the very foundation of our international system. More people fled their home countries last year than at any other time in our historical records. Around the world, almost 60 million have been displaced by conflicts and wars. Nearly 20 million of them are refugees, and more than half are children. Their numbers are growing and accelerating, every single day, on every continent. As I speak to you, more refugees from Syria are fleeing to Europe, and this has triggered a humanitarian crisis not seen since the end of World War II. These refugees rely on us, members of the international community, for their survival and hope. They will not forget what we do. Yet, even as this tragedy unfolds, some of the countries most able to help are shutting their gates to people seeking asylum. Borders are closing, refugees are being pushed back, and hostility is rising. Many humanitarian organizations run on tight budgets, unable to meet the spiraling needs of such a huge number of victims. We have reached a moment of truth. This unprecedented humanitarian crisis could cause world stability to fall apart. Yet many countries have become either passive observers or distant players in the conflicts driving so many innocent civilians from their homes. As this humanitarian disaster unfolds, it is urgent for all the countries with leverage over the parties to these conflicts to put aside their differences and come together to create the conditions for ending the crisis. But in the meantime, the international community must collectively shoulder the burden of helping the victims of war. It is simply not acceptable for the international community to stand by as less wealthy countries like Turkey, Lebanon and Jordan which host a great part of refugees in the Middle East become overwhelmed and unstable. Since the beginning of civilizations, we have considered refugees as deserving our protection. Whatever our differences, we have a fundamental obligation to shelter those fleeing from wars and conflicts. Yet today, some of the wealthiest countries are challenging this ancient principle, casting refugees as just job seekers or terrorists. This is a dangerous course of action, short-sighted, morally wrong, and, in some cases, in breach of international law and obligations. It is time for these countries to stop hiding behind closed doors. Rich nations must recognize refugees for what they are, namely, victims fleeing from wars they are unable to prevent or stop. The wealthy countries must decide on whether to shoulder their fair share of responsibility, at home and abroad, or to hide behind walls as a growing anarchy spreads across theworld. For us all, the choice is clear: either allow the cancer of forced displacement to spread untreated, or manage the crisis together. We have the solutions and the expertise. It won’t be easy, but it will be worth it. History has shown that reaching our hands to victims of wars and conflicts will create goodwill and prosperity for generations. The international community needs to renew its commitment to the 1951 Refugee Convention and its principles that require us to help refugees. We are duty-bound. We should offer safe harbor, both in our own countries and in the epicenters of the crises and help refugees restore their lives. We must not fail in this common endeavor.1.Interpret the following passages from English into Chinese. Start interpreting at the signal and stop at the signal.
