作的规定，制订本方案。 一、指导思想与目标 （一）要充分体现科学发展观的要求，有利于全面贯彻党和国家的教育方针，全面实施素质教育和提高教育教学质量；有利于体现义务教育的性质，促进基础教育的均衡发展和基础教育课程改革的顺利实施；有利于促进全体学生生动、活泼、主动学习，培养学生的创新意识和实践能力，发展学生个性特长；有利于准确反映学生的学业成绩；有利于高中阶段各类学校选拔人才，促进我市高中阶段学校教育的发展。 （二）初中毕业成绩评价方式要体现多元化，采用学业考试成绩评价与毕业水平评价相结合的方式，即学业考试成绩评价以标准分呈现，学科毕业水平评价以等级的方式呈现。初中毕业生学业考试成绩和综合素质评价结果作为高中招生的主要依据。 （三）各级教育行政部门、招生办、中学要高度重视初中毕业生学业成绩评价和高中阶段学校招生考试工作，切实加强领导，坚持深化改革、科学管理，进一步提高管理水平。坚持依法、依规治考做到考风考纪好、试题安全保密、考务无差错，确保考试各项工作顺利进行。 （四）要积极发动初中毕业生报考（报读）各类高中阶段学校，确保普通高中扩招任务和中等职业技术学校招生任务顺利完成。 二、报考 （一）报考条件 1、符合下列条件的中国公民，能够报考（报读）各类高中阶段学校： （1）遵守宪法和法律； （2）初中毕业或结业，或具有初中毕业同等学力；
