摘要：产学研深度融合是实现科技同产业无缝对接、加速高校科技成果转化的有效途
径。高校科技成果转化率是国家生产力发展程度的标志，也关系到国家和社会的进步。本文首先深入剖析了高校科研成果转化面临的现实问题，分析了导致高校科研成果转化率低的因素，然后提出加快产学研相结合、促进高校科研成果转化的建议。
Abstract： University-Industry-Research cooperation in depth is the effective way to realize that science and technology research is closely integrated in industry，and speed up the transformation of science and technology research achievement. The rate of scientific and technological research achievement s transformation not only illustrates the level of development of national productivity but also relates to the progress of the state and society. In this paper， we firstly analyze the realities of the university scientific research achievements transformation in depth， analyzes the factors causing low conversion rate of scientific research achievements of universities， then puts forward suggestions to accelerate the University-Industry-Research cooperation and promote the transformation of scientific research achievements.

0 引言
产学研合作是企业、高校、科研机构以市场为依托，遵循取长补短的原则，通过整合优势资源，促进共同发展，最终实现共赢为目的的科技创新机制。产学研合作对实现创新性国家的宏伟目标，加强企业自主创新的能力，实现高校服务社会的职能，促进高校科研成果转化具有重大意义。习近平总书记在中国科学院第十七次院士大会、中国工程院第十二次院士大会上指出：“要着力从科技体制改革和经济社会领域改革两个方面同步发力，改革国家科技创新战略规划和资源配置体制机制，完善政绩考核体系和激励政策，深化产学研合作，加快解决制约科技成果转移转化的关键问题。”[1]
高校是智力资源的富聚区，是科技创新的主力军，每年都产生大量具有前瞻性、创新性的科研成果。统计显示，我国高校每年通过鉴定的科技成果约万余项，其中30%的科研成果达到或被鉴定为国内外领先水平，但实现成果，产生现实生产力的只有10%左右，而美国、日本等发达国家高校科技成果转化率超过50%。[2]“学得再多，束之高阁，只能是一种猎奇，只是一
