新加坡的小学英语科 新加坡实行双语教育 政策，即所有的学生，一方面要学习自己的母语哩另一方面又要学习英语。英语也是新加坡政府规定的四种官方语言之一，又是惟一法定的工作语言，虽然新加坡华人占绝大多数，但英语并非“外语” ，而是最重要的国语。由此有人指出，新加坡的“双语教育”政策的实质是“双语教育，英语为本”。 新加坡小学的教育目标是为以后的学习打下基础，因而主要课程是母语、英语和数学，其中母语和英语尤其重要。由于新加坡实行分流教育制度，导致不同阶段不同班级对英语的要求有所不同。小学一年级至四年级为基础阶段、所有的学生都必须学习英语，母语和英语都是学习的重点。各校根据教育部课程发展署的规定使用某种教材。1981年开始选用PER(Primary English Programe)和NESPE 两种英语教材，教材仍以结构法(structura1 approach) 为主。1991 年修订新大纲后，强调以交际为主，提倡发展儿童智力、启发逻辑思维穹培养能力。教材改用新编的PETS(Primary English Thematic Series) 。此教材通过教学实验后，师生反映内容较深，儿童难学。 新加坡小学开设的英语课，除正课外，教育部还规定每周有一节英语会话课。会话课由一位教师专门负责辅导，主要启发学生开口讲、参与活动，训练学会思考、分析问题和解决问题的能力，师生反映较好。新加坡小学四年级末通过考试进行分流，学生被分流到不同的班级，进入定向阶段。定向阶段分为正常双语班、延长双语班和单语班，前二者均修读英语和母语，后者只修读母语，虽然英语不是一门正式课程，但仍需学习英语口语。在整个小学阶段，平均而言，学生接触英语的总时间（包括英语科目和用英语教授其他科目占用的时间）比母语要多得多，英语为71%，母语为29%。由此可见，英语在新加坡小学学科课程中是王关重要的。 原文摘自： http://www.iedu.sg/show-19-8505-1.html

新加坡小学华文教材历时研究 从1979年至2012年的33年间,新加坡的华文课程历经数次重大改革。作为华文课程重要组成部分的小学华文教材,则根据不同时期的政策报告书而不断改变着,以适应不同阶段的需求。在这期间,由教育部主导编写了四套全国通用的小学华文教材,发行到全国一百八十所小学使用,数十万华族子弟从中受益。这四套教材分别为：1979年版；1994年版；2001年版和2007年版。三十多年间,四套教材的主题、编写与设计有哪些嬗变?教材的华语拼音、汉字、词汇、语法教导和呈现各有什么不同?课程考核评鉴都有哪些进步?教学手段又是怎样逐步提升的?教材编写过程中有哪些经验值得学习?又有哪些教训值得吸取?这理当引起华文教育工作者进行回顾、总结、归纳、分析。然而,至今没有人做过全面地、系统地探讨。如果有机会静心梳理、研究四套教材的演变,不仅可以回顾往昔走过的路,更重要的是可以为今后的教材编写提供借鉴!正是这种责任感使然,笔者斗胆冒昧地选择了这个课题做研究。本博士论文从新加坡小学华文四套教材的社会背景出发,探讨四套教材内容的变迁、文字应用的消长、词汇和语法的变化、彼此间的异同、各自的优缺点,最关键的是,通过新加坡小学教材的历时变化研究,可以更好地观察教材存在的问题与因由,找出解决之法,并积极地找寻编制有效教材的方法。全文共分七章：绪论部分介绍新加坡的社会结构与语言政策,简介教育改革与社会趋势,研究目标、研究方法和综述相关研究的文献,以确立研究的理论依据、重点和方法。第二章阐释了小学华文教材框架设计与体系的总特
征,说明课程标准对教材编制的影响。第三章是针对课文的用字变化 探讨汉字数量的嬗变,选字标准的差异和字的复现率；通过实际调查 的量化统计材料找出四套教材共有字和每一套教材独有字在课文中 的出现率和难易度,藉以帮助不同年级的学生有效识字。第四章探讨 词汇数量的嬗变,比较不重复的词,量化统计四套教材共有词与独有 词在3000常用词表中出现的比例,以及在各年级教材中的分析,从词 的复现率分析遗忘率高的词。第五章针对四套教材编写者背景和指导思想的差异,找出适合的篇章主题与解析,通过调查问卷与学生对理 解篇章的测试,藉以评估学生对不同教材的理解能力与喜好。第六章 从教材中汉语拼音的变化,口语互动教学的演变发现教材的特征越来 越明显。从教师对历来教材的综合评价可以看出教材编写的内容重点、字词的难易度与编写有效的教师用书是教师最关注的问题。教材编者应积极进行“创新教学模式”,提高学生自主学习的能力。第七章是 对四套教材综合分析的总结,笔者提出建议与期许,希望本论文能较 好地配合新加坡教育部在以后推行的教育改革,并希望论文中的各种 分析不仅对其他小学华文教材的研究者有时间层面的意义,同时对教 学工作者也有参考价值。本文的主要结论与创获如下：1.本文属首次全面地、综合地检讨33年来新加坡全国统编小学华文教材编写的方 方面面,不仅重视新加坡华文教学背景的分析,提出多元语言特殊背 景下如何提高小学华文教材水平,而且着重分析、反思了华文教材的 定位、编写原则、具体编写等事宜。2.新加坡小学普通华文教材,必 须定位在第二语言的教学,不能用第一语文的理念、原则与操作来教
