国家公派出国访问学者待遇
厚谱教育：访问学者申请领跑者
高等学校接受国内访问学者是为一般高等学校培养学术带头人和学术骨干的重要形式，也是进行校际学术交流的一种途径。在国外，访问学者有公派和自费之分。前者是由国家、地方、行业或者单位资助;后者多为邀请单位资助。本文为大家解读公派出国访问学者待遇如何。
在国内，公派访问学者绝大多数是经过层层选拔的，基本是为人正派、业务拔尖的学者才能入选。所以，我国政府和有关机构给予公派访问学者很高的荣誉、待遇和地位，有些甚至用政府条例规定下来。
国家公派出国留学主要选派哪些人员?提供哪些资助?
国家公派出国留学面向国内高等学校、企业事业单位、行政机关、科研机构的工作人员和在校学生进行选拔，选派类别主要包括访问学者、博士后、博士研究生、硕士研究生、本科交流生等。此外，国家建设高水平大学公派研究生项目、艺术类人才培养特别项目等亦面向正在国外学习的留学人员选拔。
国家留学基金提供往返国际旅费和奖学金生活费资助。对部分攻读博士学位、攻读硕士学位人员，还提供学费资助。
公派出国访问学者待遇
可以说，大多数国外接收单位对待公派访问学者象对待客人一样。由于公派访问学者不拿接收单位的钱，所以，基本上处于参观、访问这个层次，与接收单位的关系是松散型的。接收单位对访问学者没有项目研究等硬性要求，也不必像自费访问学者或博士后那样，在一定时间内拿出几篇论文。绝大多数接收单位对待访问学者是友善和客气的，但也有少数单位对待个别访问学者很不友好，甚至视为间谍。
有人把海外华人分为若干等人，依次是：华裔、华侨、绿卡持有者、留学生、访问学者和偷渡仔。很显然，经济基础是划分的重要参考指数之一。在美国拿TA或RA的留学生，平均每年奖学金在1.2万至1.5万美元之间。访问学者项目是国家在经济不宽裕的情况下实施的公派短期留学，因此工资并不高。我国公派访问学者改善前的年生活包干费却只有6000至8600美元，改善后的在8600至1.08万美元之间。暂且不去评论这个划分正确与否，只是由此分析公派访问学者在华人社会中的地位。2010年，国家留学基金委公派访问学者待
遇大大改善，以美国部分地区为例达到每月1300-1700美元。可以说，公派访问学者们的生活上了一个档次，可以大大方方地参加一些学术活动了。
少部分留学生存在着看不起访问学者的思想。他们认为，访问学者拿国家的钱出国实在不光彩，不像他们靠自己奋斗，挣钱、求学，有所求，有目标。对于那些到了国外就钻到餐馆里打工的访问学者，少数留学生们直言不讳道：“这些人简直是在糟踏人民的血汗钱!”
当前公派访问学者项目要解决好 "质"与"量"的协调问题。
2014年四川省对公派出国访问学者做出了管理办法
随着国家公派出国留学项目规模日益扩大，国家公派出国访问学者人数日益增加，部分推选单位出现了“重选派，轻管理”的现象，导致个别访问学者在外“游学”、“只访不学”、“携配偶和子女一同游学”等现象发生。尤其是近日部分参加西部项目高校专业课教师出国研修项目的老师出现无故缺课、上课迟到、不服从校方安排等行为，严重影响留学质量和损害我公派出国留学人员整体形象。
选拔、派出、管理、回国”各环节，做到派出前有要求，派出后有跟踪和检查，回国后有考核，避免“重选派，轻管理”，坚决杜绝“游学”、“只访不学”、“携配偶和子女一同游学”、无故缺课、迟到早退或其它违纪行为。
留学人员须每3个月向推选单位提交研修报告及国外合作者鉴定。各单位要按规定要求派出人员每3个月提交一次报告并认真加以审核。

2015年国家公派高级研究学者及访问学者（含博士后）项目选派办法 第一章总则 第一条为做好国家公派高级研究学者及访问学者（含博士后）项目选派工作，制定本办法。 第二条国家留学基金管理委员会（以下简称国家留学基金委）负责本项目的组织实施工作。 第二章选派计划 第三条2015年计划选派高级研究学者200人；访问学者（含博士后）3000人。 第四条高级研究学者的留学期限为3-6个月。访问学者的留学期限为3-12个月。博士后的留学期限为3-24个月。 第五条选派专业领域主要为《国家中长期人才发展规划纲要（2010-2020年）》确定的经济和社会发展重点领域，《国家中长期科学和技术发展规划纲要（2006-2020年）》确定的重点领域、重大专项、前沿技术、基础研究，人文与社会科学领域。 重点支持国家重大工程、重点学科和研究基地、重大科研项目以及国际学术交流合作对人才培养的需求。 第六条留学人员主要派往教育、科技发达国家的知名院校、科研院所、实验室等机构。 第七条留学人员主要通过国内推选单位或个人渠道联系国外留学单位派出，也可利用国家留学基金委与国外教育、科研机构合作协议派出。 第八条国家留学基金提供一次往返国际旅费及规定留学期间的奖学金生活费。奖学金资助标准及方式按照国家现行有关规定执行。赴英国留学的访问学者可申请1000英镑以内的Bench Fee。 第三章申请条件 第九条符合《2015年国家留学基金资助出国留学人员选拔简章》规定的申请人基本条件。 第十条须为国内高等学校、企业事业单位、行政机关、科研机构的正式工作人员。申请人原则上应主持或参与研究项目、课题，出国研修计划应紧密结合在研项目、课题及所在单位重点工作。 第十一条高级研究学者申请人应符合以下条件：申请时年龄不超过55岁（以申请截止时间为准）。教学科研人员应为教授或博士生导师。此外，申请人还至少具备以下条件之一：
青年骨干教师CSC公派访问学者博士后申请材料 “青年骨干教师出国研修项目”（简称青骨项目）是国家留学基金委（CSC）面向高校重点培养的优秀青年教师、实验室骨干或中层及以上管理人员开展的国家公派资助项目。每年两次，派出时间截至至当年年底。分别于4月初和9月初登录国家公派留学信息管理系统（https://www.doczj.com/doc/4d12757129.html,）进行正式网上报名。 今年政策明确提出：两批公派人员留学资格有效期均保留至2016年12月31日。凡未按期派出者，留学资格自动取消。这意味着，即使9月申请，10月获得公派资格，也需要在2个月内完成签证申请，公证《留学基金委资助协议》、交纳担保金，按时出境。据以往申请经验分析，因第二批派出的时间安排过于紧张，更多的老师们会优先申请4月的选拔。 2016年的青骨项目将于4月1日-15日及9月1日-10日正式开始申报，提醒各位老师抓紧时间联系导师，准备申请材料。 公派申请材料明细： 一、个人准备材料： 1.《国家留学基金管理委员会出国留学申请表》 通过国家公派留学信息管理系统填报，包括个人基本信息、外语水平、国内外教育经历、国内外工作经历、学术成果（论文、专利、项目、奖励）。 2.有效身份证复印件 3.职称证书、最高学历、学位证书复印件 4.国外单位正式邀请信 国外大学或科研机构的邀请函（复印/传真件即可）。要求由外方教授/邀请单位签发，并使用邀请单位专用信纸打印。邀请信/函应明确如下内容： 1）基本信息：姓名、国内单位等； 2）留学身份：访问学者/博士后 3）留学期限：明确到留学起止年月； 4）留学专业、课题或研究方向；
5）资金资助情况； 6）外方负责人签字（含电子签名）与联系方式。 5.获奖证书复印件 应与申请国家留学基金资助相关的、获奖级别最高、日期最新的奖励（原则上应是五年内获得的）。 6.外语水平证明复印件 申请人应按所申报项目有关外语水平要求提交相应的有效外语水平证明复印件，包括： 1）全国外语水平考试(WSK)成绩通知单（有效期2年）； - 英语（PETS5）：笔试总分55分（含）以上，其中听力部分18分（含）以上，口试总分3分（含）以上； - 德语(NTD)：笔试总分65分（含）以上； - 法语(TNF)：笔试总分60分（含）以上； - 日语（NNS）/俄语（ТЛРЯ）：笔试总分60分（含）以上，其中口试总分3分（含）以上。 2）外语专业本科（含）以上毕业的证明材料为学历或学位证书。 3）我驻外使（领）馆出具的《留学回国人员证明》或曾留学单位及工作单位人事部门分别出具的在外学习或工作的证明。要求申请者近十年内曾在同一语种国家或地区连续留学8个月（含）以上，或连续工作12个月（含）以上，或曾以国家公派高级研究学者身份留学3个月（含）以上。 4）教育部指定出国留学人员培训部结业证书： 英语为高级班结业证书； 德语、法语、日语、俄语、西班牙语、意大利语为中级班结业证书。 5）雅思、托福考试达标成绩单（雅思（学术类）6.5分、托福网考95分）。 6）对赴非英语国家留学的人员，如外方邀请信中明确表述可使用英语作为工作语言，英语达到国家公派合格标准也可以申请并派出。
