2016年CSC公派访问学者申请政策解析
2015年12月10日国家留学网公示了《2016年国家留学基金资助出国留学人员选派简章》，内容包括CSC各个公派申请项目包括访问学者、博士后、联合培养、国外学位等公派类型的申报、录取、派出时间，以及申请要求等重要信息。从数据上来看，公派名额依旧保持每年上升趋势：
一、重要时间节点
申报时间方面：
2015年青年骨干教师出国研究项目（后文简称青骨计划）的官网申报时间是一批4月6日-4月20日，二批9月20-30日，西部人才及地方合作项目的官网申报时间与青骨计划相同，今年申请时间有所提前。另一方面，很多院校、医院、研究机构公派需要提前内部预选，要求少则1-2周，多则几个月提前向学校或医院内部提交offer，院校择优选出申请公派的名额，故而建议有意向的申请者一定要提前获得外方的邀请函，并及时了解自身单位内部筛选的安排，避免准备过于仓促，错失良机。
派出截至日期：
正如公示所示，青骨计划第二批的成员也需要在2016年12月31日前派出，时间非常紧迫，请申请的老师们务必安排好出国的时间，特别是申请加拿大或澳大利亚的院校，由于签证流程耗时较长，一定要在办理阶段争分夺秒，抓紧时间。
另外，青骨计划中除了原有的申请渠道，国家留学基金委的出国研修班（150人）派出时间需另行通知；西部人才培养及地方合作项目中申请通过国家留学基金委与国外有关教育、科研机构合作协议派出者（国家留学基金委统一安排成班派出项目）留学资格有效期保留至2017年12月31日。
※《国家公派高级研究学者、访问学者、博士后项目计划》因为名称过长，这里简称“国家1月公派项目”。
另国家留学基金委于2016年3月11日通知，2016年西部地区人才培养特别项目、地方合
作项目中所在单位或个人合作渠道被录取人员的留学资格有效期将调整至2017年9月30日。
二、公派名额仍逐年增长
从数据上看，大多数的项目名额都以百分之十以上的比例增长，近三年公派的名额一直保持着这个扩增力度。
在人数方面，单个项目人数增长最多的是青骨计划的访问学者博士后项目，直接增加了800人。其次是国家公派研究生项目中的博士联合培养，名额增加了500人。由此不难看出国家对建设国际化大学的迫切需求，并以此提升优秀教师及后备科研人员的学术经历。
从比例上来看，国家公派硕士项目从原来的600人增长至800人，名额增长了1/3，为所有项目中新增比例最高，由此可看出国家对硕士研究生的公派也在加大重视。
三、留学时间及其他申请条件
去年留学基金委部分项目认同3-6个月的公派博士后，今年统一规定，博士后项目的时间是6-24个月，科研时间长也能更好地保证各位申请人的交流体验。
四、公派语言申请条件及部分项目变动
1、公派语言申请条件
公示出的信息显示，今年的英语申请条件和去年相同，CSC国家留学基金委认可以下证明：
（1）全国外语水平考试(WSK)英语考试（PETS5）成绩单
WSK（PETS5）：笔试总分55分（含）以上，其中听力部分18分（含）以上，口试总分3分（含）以上；
（2）从教育部指定出国留学人员培训部获得的《英语高级班结业证书》。
（3）外语专业毕业，需要提供毕业学历或学位证书。
（4）近十年内曾在同一语种国家或地区连续留学8个月（含）以上，或连续工作12个月（含）以上，或曾以国家公派高级研究学者身份留学3个月（含）以上。申请人需要提供我驻外使（领）馆出具的《留学回国人员证明》、或留学院校、工作单位人事部出具的学习或工作证明。
（5）雅思托福等外语水平考试成绩单
TOEFL IBT（托福网考）：95分（含）以上；
IELTS（雅思学术类）：6.5分（含）以上；
※建议申请者们提前半年咨询培训班开课时间，避免报名时班级已满员。培训时间根据申请者的英语水平决定，如程度较差，培训班可能建议申请者延长培训时间。
2、部分项目调整
（1）参加西部地区人才培养的省、自治区、直辖市包括：
新疆维吾尔自治区、西藏自治区、内蒙古自治区、甘肃省、青海省、四川省、宁夏回族自治区、陕西省、重庆市、贵州省、广西壮族自治区、云南省、新疆生产建设兵团
（2）参加地方合作项目的省、直辖市包括：
河北省、湖南省、河南省、海南省、辽宁省、吉林省、黑龙江省、浙江省、湖北省、江西省、广东省、山西省、上海市。
※山西省今年加入地方合作项目，单位在山西的申请者可以多加关注。
五、CSC国家留学基金委明确不受理申请者的范围
1、拥有国外永久居留权
2、已获得国外全额奖学金资助。
3、已获得国家公派留学资格且在有效期内。
4、已申报国家公派出国留学项目尚未公布录取结果。
5、曾获得国家公派留学资格，未经国家留学基金委批准擅自放弃且时间在5年以内，或经国家留学基金委批准放弃且时间在2年以内。
6、曾享受国家留学基金资助出国留学、回国后服务尚不满五年。项目有特殊规定的，按相关规定执行。
提醒各位申请者，一定要优先咨询所在院校或单位的公派申请具体安排，包括往年何时提交申请，每年有多少人获得公派名额，自己是否拥有申请资格等等，做到知己知彼百战不殆。
