Over the past decades, obesity has become a global epidemic that affected the lives and health of millions of people. Barack Obama proposed on June 2 to cut CO2 emissions from power plants. Power stations are the single biggest source of greenhouse-gas emissions in America, accounting for a third of the total. The plan to cut them by 30% from their 2005 level by 2030 is the biggest step an American president has taken to curb climate change for several decades.

The plan has been greeted in America with wild partisanship(党派性意见). The left welcomes it as a decisive step away from fossil fuels. The right condemns it as a new tax on American companies and consumers, negating(否认) any benefit to the climate. Both views are exaggerated. The truth is that the proposal won't save the planet, but it will bring about small improvements that are worth having.

Assuming the plan is carried out, it would reduce total American carbon emissions by around 5%. That is a lot for one measure, though tiny compared with the overall cuts required to rein in climate change. American power plants have already reduced their emissions by 15% since 2005, so requiring them to cut the same amount over a longer period is not too arduous.

The plan will raise electricity prices and kill some jobs, but it will also save lives, most immediately by cutting particulate pollution.

It is far from the best policy. Ideally, Congress would have passed a carbon tax or created a carbon market, putting a price on emissions and letting buyers and sellers decide on the cheapest way to reduce them. Instead, the government is telling a particular sector how much to cut and when—and then adding layers of complexity by allowing different states different ceilings.

But it became inevitable once Congress rejected a better approach—cap-and-trade legislation—during Mr Obama's first term. The current approach is at least better than nothing, the most likely alternative. In climate policy, delay is rarely good. The more carbon is in the atmosphere, the more expensive it is to cut back and the more damage it does in the meantime. Anyway, Mr Obama's command-and-control approach does not forestall setting up a carbon market later.

The second-best approach is more expensive but not dramatically worse than the best would have been. Power plants and electricity consumers would bear the main burden either way. And the plan's benefits (over $50 billion according to the administration, mostly from improving people's health) still outweigh its costs. One problem is that the costs are all incurred in America whereas many of the benefits are spread round the world.

Imagine a scene that you wake up and find the value of your assets has been halved. No, you’re not an investor in on e of those hedge funds(对冲基金) that failed completely. With the dollar slumping to a 26-year low against the pound, already-expensive London has become quite unaffordable. A coffee at Starbucks, just as unavoidable in England as it is in the United States, runs about$8.

The once all-powerful dollar isn’t doing a Titanic against just the pound. It is sitting at a record low against the euro and at a 30-year low against the Canadian dollar. Even the Argentine peso and Brazilian real are thriving against the dollar.

The weak dollar is a source of humiliation(屈辱),for a nation’s self-esteem rests in part on the strength of its currency. It’s also a potential economic problem, since a declining dollar makes imported food more expensive and exerts upward pressure on interest rates. And yet there are substantial se ctors of the vast U.S. economy―from giant companies like Coca-Cola to mom-and-pop restaurant operators in Miami―for which the weak dollar is most excellent news.

Many Europeans may view the U.S. as an arrogant superpower that has become hostile to foreigners. But nothing makes people think more warmly of the U.S. than a weak dollar. Through April, the total number of visitors from abroad was up 6.8 percent from last year. Should the trend continue, the number of tourists this year will finally top the 2000 peak. Many Europeans now apparently view the U.S. the way many Americans view Mexico―as a cheap place to vacation, shop and party, all while ignoring the fact that the poorer locals can't afford to join the merrymaking.

The money tourists spend helps decrease our chronic trade deficit. So do exports, which, thanks in part to the weak dollar, soared 11 percent between May 2006 and May 2007. For first five months of 2007, the trade deficit actually fell 7 percent from 2006.

If you own shares in large American corporations, you’re a winner in the weak-dollar gamble. Last week Coca-Cola’s stock bubbled to a five-year high after it reported a fantastic quarter. Foreign sales accounted for 65 percent of Coke’s beverage business. Other American companies profiting from this trend include McDonald’s and IBM.

American tourists, however, shouldn’t expect any relief soon. The dollar lost strength the way many marriages break up―slowly, and then all at once. And currencies don’t turn on a dime. So if you want to avoid the pain inflicted by the increasingly pathetic dollar, cancel that summer

vacation to England and look to New England. There, the dollar is still treated with a little respect.

The Internet is one of humanity’s greatest technical advances. Yet compared to great technological inventions of the past, it is also a colossal economic disappointment.

The technologies of the past had massive new job creation effects that swamped displacement effects. Consider the story of the internal combustion engine. Not only did it create the automotive industry, but Henry Ford shocked the industrial world when he doubled the pay

of assembly line workers to $5 a day. Ford reasoned that a higher-paid workforce would be able to buy more cars and thus would grow his business. Others followed suit. Ford’s action helped to create the middle class. Automotive companies also created a large demand for other products and services that employed millions more — steel, auto dealers, gas stations, etc.

To date the Internet has been much more effective at eliminating jobs than creating new ones. Amazon’s extremely efficient distribution system replaces retail stores and their employees. Their warehouses use robots instead of workers. Those highly paid young coders are a select few. They are also a symptom of something more insidious: The Internet is so efficient that it can create large-income companies with few employees.

The prevailing economic wisdom is that new technologies will create new opportunities that will offset the effects of displacement. We continually use the experiences of the past to support our hopes about the future. But the experiences of the past took place in the physical world. Our future will be increasingly played out in a virtual one. Given that the Internet isn’t turning out to be the job creation engine of the future we all hoped for, we had better get to work on searching for and implementing policie s that will offset the Internet’s displacement effects.

To start with, those policies must be implemented with the Internet’s efficiency in mind. Raising the minimum wage, for instance, plays straight into the hands of the Internet efficiency engine. Raising the minimum wage will just drive employers to use machines to replace people. An earned income tax credit is a better approach. Low-paid workers get the benefit of transfer payments and employers who will not pay higher wages will feel less pressure to automate.

Investing in infrastructure is an excellent way to create jobs but such infrastructure should be compatible with an increasingly virtual world. Yes, we should fix the roads, but as more and more people work from home, as more and more of what we purchase gets delivered to our doorstep, as more and more of us go out to the movies in our living rooms, and as highway congestion grows, the chances are that more and more of us will use our cars less.

One of the most basic ideas in economics is that when you charge more for something, people generally use less of it. So when we find ourselves short of something essential----say, water----it makes sense to let prices rise enough to encourage conservation.

Many communities in dry parts of the country use a system called tiered pricing to encourage residents and businesses to save water. Under tiered pricing, the first few gallons of water are relatively cheap; the next few gallons cost more and so on. Tiered pricing systems save water while giving each user the freedom to use as much as he or she wants. Tiered pricing works: One study found that it led to a 15% reduction in average household water usage. Tiered pricing is popular; about two-thirds of California water systems use them.

The only problem is that tiered pricing now seems to be illegal, at least in California. An appeals court in Orange County ruled last week that tiered pricing violates the California Constitution. In 1996, California passed an amendment called Proposition 218, which says that municipalities(市政当局) can’t charge fees for services that exceed what it costs to deliver the service.

The court’s ruling implicitly reinforces an obsolete and misguided idea that there is a single, fixed cost to deliver water. Of course there is an average cost for water for any district; you

could figure that out simply by dividing the total amount of water delivered by the total cost to operate all the wells, dams, purification plants and so forth.

But that is pretty much irrelevant in the real world. What matters is the marginal cost of water: the price for the very last gallon of water that a community needs. In San Diego County, for example, a massive desalination plant is being built to deliver 7% of the county’s drinking water by taking the salt out of sea water. This plant will cost more than a billion dollars to build, and it needs 38 megawatts of electricity continuously to operate.

Although it is obvious that the marginal gallon of water is quite expensive, it is much less obvious which user should pay the higher marginal cost. Any attempt to nail down exactly who is using that expensive marginal gallon of water will inevitably be arbitrary. Tha t’s the problem with the court’s ruling. The court asks that water providers justify their rates in rigorous cost analysis on a parcel-by-parcel and gallon-by-gallon basis. This request is fundamentally infeasible. It will lead to endless litigation and acrimony as neighbor fights neighbor over who is using the scarce and expensive incremental gallons and who is using the cheap stuff. This ruling may make lawyers rich, but it won’t get Californians to save.

Fully 70 percent of Americans are concerned about not having enough money for a comfortable retirement, a recent Fidelity Investments study found. Here are strategies to boost your retirement savings in 2007.
