试析“脱欧”进程对英国经济的影响中国现代国际关系研究院 刘明礼 刘兰芬摘 要:2016年英国“脱欧”公投后,这一事件对英国经济的影响逐步显现。
“脱欧”公投的结果并未给英国离开欧盟提供清晰的路径,而是给英国国内政治和英国与欧盟关系带来巨大的不确定性,这一进程对英国经济产生越来越显著的影响。
总体来看,英国经济在发达国家中“一枝独秀”的局面将被逆转,经济下行压力越来越大,虽然“脱欧”进程中也出现了阶段性的反弹,但总体下行趋势已经较为明显,2020年在新冠疫情冲击下更是陷入严重衰退。
根据形势变化,英国的财政政策和货币政策都进行了调整,同时加紧对外贸易谈判,但未来经济增长前景仍然受困于国际金融中心地位受到冲击、劳动生产率下滑、英国与欧盟谈判不确定性等多重因素的影响。

本文观察总结了公投以来英国的经济表现以及政策取向,分析脱欧与经济走势之间的逻辑关系,进而展望未来的发展前景。
一、经济表现“脱欧”对英国经济的影响并不仅是“脱欧”公投结果这一单一事件的影响,而是“脱欧”公投后的数年内,围绕“脱欧”问题,给英国的国内政治、英国与欧盟关系等都带来巨大的变化和不确定性,例如执政的保守党党内以及不同党派之间斗争激烈、政府换届、“脱欧”谈判进展艰难、“脱欧”前景不定等,这些因素都持续地影响着英国经济。
因而,本文用“脱欧进程”一词能更准确地描述“脱欧”问题对经济影响的持续性。
(一)“脱欧”对经济的拖累逐步显现英国于1973年加入欧洲共同体(以下简称“欧共体”),随后逐步融入拥有商品、劳务、资金、人员“四大自由流动”的欧洲单一大市场,与欧盟其他成员国的经济联系十分紧密,已经产生了严重的相互依赖,而且英国在这一过程中也实现了经济的快速增长。
