设计以某公司年产15万吨芳烃项目为例,明确项目建设施工过程和生产过程中产生的主要污染环节,利用背景资料分析项目所在地的大气、水环境现状,重点对该建设项目在芳烃精制过程中产生的苯、甲苯和二甲苯等特征污染物对大气环境的影响和生产过程中产生的废水对地表水环境产生的影响进行分析、预测和评价,根据所得结果给出可行的预防治理方案,以保证该项目在运营生产过程中最大程度的减少对环境的污染,满足国家相关环保要求。

设计结果表明,项目在建设期产生的主要环境污染是水污染和噪声污染,其中废水中悬浮物的浓度为600mg/L,COD浓度250mg/L,石油类12mg/L;噪声污染峰值为90dB。生产运营期产生的主要环境污染是生产废水、生活污水和苯系有机废气的排放,其中大气污染物苯的排放量为4.075kg/h,甲苯的排放量为0.494kg/h,二甲苯0.122kg/h,非甲烷烃0.119kg/h。对于建设施工期和生产运营过程中产生的环境影响按照文中提出的相关环境保护措施、清洁生产要求和污染处理措施执行,就会得以很好的控制和改善并满足国家和地方相关的环保要求。

ABSTRACT

Taken an annual output of 150000 tons aromatics project as an example, the main

pollutants produced from construction process and production process were determined,

the present situation of air and water environment were analyzed by means of background

data. Meantime, the effects of benzene, toluene and xylene on air environment were

analyzed, predicted and evaluated during aromatic hydrocarbon refining process, and the

effects of wastewater generated on the surface water environment were also analyzed,

predicted and evaluated during producing process and life. According to the results, the

feasible scheme of prevention were presented to ensure the project to minimize

environmental pollution,during construction and production process and to meet the

national environmental protection requirements.

The results showed the environmental pollutants produced in the construction period

were water pollution and noise, while the environmental pollutants produced in production

operation period were mainly sewage and benzene organic exhaust gas emission. Among

of them, TSP was 600mg/L, COD was 250mg/L and oil was 12mg/L, the maximum noise

was 90dB,,benzene was 4.075kg/h, toluene was 0.494kg/h, xylene was 0.122kg/h and

non-methane hydrocarbon was 0.119kg/h. If clean production process and pollution

treatment measures were strictly, controlled, the discharge pollutants produced from

producing process would meet the emission standards and the relevant national and local

environmental requirements.
