随着煤炭市场供求关系的剧烈波动，火电企业对燃料采购成本在其生产经营效益中重要性的认识日趋增强，传统的采购管理已难以适应现代企业提高竞争力甚至生存的需要。
With the volatility of supply and demand in coal market, thermal power enterprise is awareness of the importance of fuel procurement cost in the production and operation benefit. The traditional purchasing management has difficultly adapted to the need of modern enterprise to improve competitiveness and even survival.
基于供应链的采购管理理论突破了传统采购管理的局限性，通过加强供应商管理、与供应商建立战略合作伙伴关系、科学的采购订货等来达到降低成本的目的，通过供应链信息共享和协同合作来提高供应链整体效益，从而提高企业的采购管理水平和效率，实现供需双方的合作共赢、优势互补。
The theory of supply chain procurement management has broken through the limitations of traditional purchasing management. Through strengthening supplier management, establishing strategic cooperative partnership with supplier and scientific purchase orders, etc to achieve the purpose of cost reduction, and supply chain information sharing and collaborating to improve the whole benefit of supply chain and develop purchasing management level and efficiency of enterprises, both sides can realize the win-win cooperation and advantageous complementarities.
本文以供应链环境下的采购管理理论为指导，对云南华电昆明发电有限公司（简称昆明发电公司）采购管理优化进行了深入的研究。
