完型填空题主要考查考生在理解文章主旨大意的基础上，对微观语境中词语、句子、篇章逻辑的正确使用能力，涵盖了词汇、语法规则、构词法、逻辑理解等层面。着重在语篇中考查考生的语法运用能力，强调语法知识在实际语言中的恰当正确运用。

近年来全国英语Ⅰ、Ⅱ卷完型填空题的语篇选材多是以说明文为主的短文，2019年试题继续保持了稳中发展的方向以及基础性、综合性、应用性和创新性的特点。题设分为有提示词和无提示词两类，且比例为7：3，主要考查学生以下四个方面的能力：即特殊语境的用词能力;语法结构的辨析能力;实词与虚词的应用能力;时态语态与非谓语动词的抉择能力。具体体现在以下几个方面：

第一，材料注重渗透核心价值观的培养，体现育人价值。全国I卷完型填空选自维基百科，为说明文，主要介绍了北极熊种群数量越来越少、亟需保护的现状，唤醒人们的生态保护意识，倡导构建人类命运共同体。全国II卷呈现一位年逾90的英国女士仍然每周坚持工作而获得“年度女性奖”的事迹，宣传劳动精神，引导考生培养劳动意识。全国III卷则描写了在The

Pearl City一段美好的经历，注重跨文化知识的了解。

从2019年高考题来看，考点分布均匀，动词依旧是考查重点。设空科学，考点明晰，重点突出，覆盖面广，难易适度，突出语法的交际功能和语用功能，综合考查了学生对语法项目的掌握和语言运用的能力。实词以动词、名词、形容词、副词为主，其中动词又是重中之重;虚词以介词、冠词为主。而句法方面主要考查复合句的引导词，如定语从句和同位语从句。从考题的语法考查内容及题目的设计可以看出，考查的都是最基本的语法知识，设计也比较直接，没有过多的陷阱。
