I 中文摘要 中文摘要 如今，我国的国有林场面临的管理和发展问题，不单单是林业发展本身的问题，同时也 是一个复杂的社会问题。

我国国有林场从发起的那天开始，它们就与国家的经济建设和环境 发展紧密地联系在一起。

上世界五十年代，国有林场担负着国家建设和绿化荒山的重任，曾 经大规模的采伐和木材供应，给国家经济建设作出了一定的贡献，在一定程度上弥补了当时 建国初期经济建设资金的匮乏。

但同时，这种原始的粗放的砍伐方式给林业的可持续发展造 成了一定的影响。

1980年，改革开放后，我国林业出现了资源危机和经济危机，这才让相关 研究人员开始对我国的林业发展模式和发展战略进行反思。

为此，80年代后期，政府也提出 了解决我国林业发展的问题的林业分工论。

通过科学的管理来解决国有林场面临的经济问题 。

辽宁省的xxxx林场的经营管理在我国一直走在前列，林场的管理从承包经营责任制到产 权制度管理，辽宁人运用其固有的市场开拓精神不断实践着自己的梦想，但在林场管理上， 其结果却显得有些低效，特别是xxxx林场的特殊性和国家的垄断，市场无为和政策不到位， 这些长期以来以林业为主的广大山区，在生态林业的大旗下，面临着前所未有的困境，其中 国有林场更是雪上加霜，远离城镇的自然条件和隶属管辖因素影响，农村建设的优惠政策望 尘莫及，处于社会的边缘化状态，国有林场的职工收入和生活条件远远落后当地农民。

当然 ，在国有林场的优化财务管理和发展中，辽宁省也有一部分国有林场经营状况良好，事业兴 旺发达，如宁波市林场、长乐林场和江山市林业总场等。

但总体上来说，国有林场发展过程 中面临着从发展战略、发展目标、发展途径和方向全方位的挑战。

我们课题组试图通过对xx xx林场的实地调査研究，分析总结出国有林场在财务管理过程中的问题，提出国有林场财务 优化管理的建议和思路，以供政府和管理部门决策参考。 但在研究过程中，我们倍感国有林 场问题的历史性、社会性和政策性，我们的学识和研究能力不足以破解其问题之所在，尽管 我们已经在调査报告中提出一些不尽完善的想法和思路。

作为研究工作，我们不希望因我们 的研究水平有限误导科学的结论。

因此，我们把调查过程中的第一手资料以案例和调查笔录

的形式见诸于本调查报告之后，以资同行进一步研究之用，以期为国有林场优化财务管理发 展一起出谋划策。
