露天矿山安全规程

金属非金属露天矿山安全规程

本标准规定了金属非金属露天矿山的安全要求，包括露天开采、水力与挖掘船开采中的采掘、运输、排土、防排水与防火、电气等方面，以及工业卫生要求。该标准适用于中华人民共和国境内的金属非金属露天矿山的设计、建设和生产，但不适用于饰面建筑材料露天矿山。

本标准引用了多项标准，包括作业场所空气中粉尘测定方法、生活饮用水卫生标准、爆破安全规程、货运架空索道安全规范、大爆破安全规程、矿山安全标志、金属非金属地下矿山安全规程、矿山电力装置设计规范、爆破作业人员安全技术考核标准和工业企业设计卫生标准。

术语方面，金属非金属露天矿山指的是开采金属矿石、放射性矿石以及作为化工原料、建筑材料、辅助原料、耐火材料及其他非金属矿物（煤炭除外）的露天矿山。

在管理方面，矿山企业及其主管部门必须贯彻“安全第一、预防为主”的安全生产方针，逐步实现安全管理科学化、标准化。在计划、布置、检查、总结、评比生产建设工作的同时，必须计划、布置、检查、总结、评比安全工作。矿山企业必须建立、健全安全生产责任制。矿长对本矿的安全生产工作负责，各级主要负责人对本单位的安全生产工作负责，其技术负责人对本单位的安全技术工作负责，各级职能机构对其职能范围的安全生产工作负责。矿山企业应建立、健全安全卫生机构和通风防尘专业队伍或专职安全人员。矿长必须经过安全培训和考核，具备安全专业知识，具有领导安全生产和处理矿山事故的能力。矿山企业安全工作人员和通风、防尘专业人员必须具备专业知识作矿山实际工作经验。

矿山企业应对职工认真做好安全生产和劳动保护教育，普及安全知识和安全法规知识，进行技术和业务培训。职工经考试合格方准上岗。对所有干部和工人，每年至少接受不少于20小时的安全教育，每三年至少考核一次。新工人必须进行不少于40小时的矿、坑口（车间）、班组三级安全教育，经考试及格后，由老工人带领工作至少4个月，熟悉本工种操作技术并经考核合格，方可独立工作。调换工种的人员必须进行新岗位安全操作教育和培训。参加劳动、参观、实人员，下矿前必须进行安全教育，并有专人带领。

5.15 在使用采掘、运输、排土或其他设备时，必须呼唤应答并确认无误后才能进行主开关送电、停电或启动设备。

5.16 在使用采掘、运输和其他机械设备时，必须遵守以下规定：

a.设备运转时，禁止人员对其转动部分进行检修、注油和清扫;

b.设备移动时，禁止人员上下，并在可能危及人员的地点，任何人不得停留或通行;

c.终止作业时，必须切断动力电源，并关闭水、气阀门。

5.17 在检修设备时，必须在关闭启动装置、切断动力电源和设备完全停止运转后进行，并应对紧靠设备的运行部件和带电器件设置护栏。在切断电源处，电源开关必须加锁或设专人监护，并应悬挂“有人作业，不准送电”的警示牌。

5.18 露天采掘设备的供电电缆必须保持绝缘良好，不得与金属管(线)和导电材料接触。在横过道路、铁路时，必须采取防护措施。 5.19 电力驱动的钻机、挖掘机和机车内，必须备有完好的绝缘手套、绝缘靴、绝缘工具和器材等。在停电、送电和移动电缆时，必须按规定使用绝缘防护用品和工具。

5.20 在采掘、运输等设备从架空电力线路下方通过时，其顶端与架空电力线路的距离应符合以下规定：

a.3kV以下，不得小于1.5m;

b.3kV~10kV，不得小于2.0m;

c.高于10kV，不得小于3.0m。

5.21 在露天开采中，应优先采用湿式作业。产尘点和产尘设备应采取综合防尘技术措施。

5.22 在深凹露天矿的采掘设备与矿用自卸汽车的司机驾驶室中，应配备空气调节装置，并禁止开窗作业。

5.23 在露天爆破作业中，必须遵守GB6722和GB.爆破作业现场必须设置坚固的人员避炮设施，其设置地点、结构及拆移时间应在采掘计划中规定，并经矿长或总工程师批准。

5.24 在爆破前，必须将钻机、挖掘机等移动设备开到安全地点，并切断电源。

5.25 在露天采场的固定式空气压缩机站，应设置在爆破危险界线外。通往露天采场的压气管道可以沿地面敷设。

6 露天开采 6.1 阶段构成的安全要求

6.1.1 阶段高度应符合表1的规定。如果阶段高度超过表1的规定，必须在保证安全的前提下，经过技术论证，并报主管部门批准。

6.1.2 在挖掘机或前装机铲装时，爆堆高度应不大于机械最大挖掘高度的1.5倍。

6.1.3 在人工开采时，工作阶段坡面角应符合表2的规定。

6.1.4 在非工作阶段的最终坡面角和最小工作平台的宽度中，应在设计中规定。

6.2 n n

6.2.1 When the drilling rig is stable。the minimum distance

from the jack to the edge line of the stage: the trolley is 1m。the

gear drill。the borehole drill。and the steel wire impact drill are

When drilling the first row of holes。the angle een the axis of

the drilling rig and the edge line of the stage must not be less than

45°.

6.2.2 When the drilling rig is close to the edge of the stage。the safety of the walking route should be checked。The minimum

distance from the outer side of the trolley to the edge line of the

stage is 2m。and the minimum distance from the outer protruding

part of the gear drill。borehole drill。and steel wire impact drill to

the edge line of the stage is 3m.

The drilling rig should not walk on a slope with a slope

greater than 15°。If the slope is greater than 15°。the drilling rig

must be put down。and a dedicated person should command and

take anti-overturning measures.

Non-operators are not allowed to stay in the danger zone

when the drilling rig raises and lowers the drilling frame.

6.2.4 When excavating the last mining strip of the blasting

pile。there should be no drilling rig n or stay in the area equivalent

to the first row of XXX the working range of the excavator.

6.3 XXX

6.3.1 When two or more excavators are working on the same

platform。the distance een them: when transported by a car。it

should not be less than 3 times its maximum digging radius and not

less than 50m。when transported by a otive。it should not be less

than the length of two trains.

When adjacent two stages are working at the same time。the

excavators must be staggered along the stage surface。and the

XXX auxiliary work on the safety belt at the upper edge of the stage must be at least 3 times the maximum digging radius of XXX

in the lower stage and not less than 50m ahead.

When the excavator is working。the horizontal distance een

the vertical n of its balance device and the slope bottom of the

stage should not be less than 1m。The n of the operating room

should minimize the risk to the operator.
