If the cylinder is to be dismantled for any length of time, coat the metal parts, which are to be reused with a good rust inhibitor and store them in aprotected area.Disassembling the Cylinder1. Un-thread the top screw on the rear cap (#23).2. Remove the rear cap.3. Drain the oil inside.4. Knock the trunnion (#31) to force the inner piston rod (#32) out.5. Take out the piston rod (includes a larger and smaller one).6. Knock the inside edge of the piston rod to find the correct position of the inner support ring.7. Remove the support ring.8. Punch holes into the back of the inner groove.9. You may also drill holes with a power drill.10. Rotate the inner back-up ring hole at an angle (using the process above) to remove the innerback-up ring (#9).11. Take out the two piston rods inside.12. Repeat steps 8, 9, and 10. Remove the back-up ring (#9) from the larger piston rod.13. Take out the smaller piston rod.14. Remove the #8, the #16, and the #19 BS seals from the larger and smaller piston rod.15. The #18 back-up ring is at the other end of the piston rod. See the image below.Reassembly Procedures1. Place the 3rd stage tube (#2) back inside the outer tube assembly (#1) and install the collar (#6).2. Place the 2nd stage tube (#3) inside the 3rd stage tube (#2) and install the collar (#7).3. Re-thread the rod end (#13) onto the 1st stage tube (#4) and put the 1st stage tube (#4) into thecylinder. Be careful not to damage the seals while installing each tube.4. Thread the rear cap (#23) onto the cylinder and tighten the hex set screw (#26).Operating Conditions•The maximum operating pressure must not exceed 2500 PSI.•The contamination level of the oil must not exceed 16/13/10 from the ISO standard 4406. •The acceptable temperature range is -40° F to 200° F.Formula for Calculating the Initial Required Cylinder Force to Lift a Load:A = the distance from the center of the load to the center of the dump body hinge pin (inches)B = the length from the center of the cylinder base pin to the center of the dump body hinge pin (inches)Load (lb.) x A /B = Initial required cylinder force (lb.)Example:50,000 (lb.) x 85"/166” =25,602 lb. = Initial required force (lb.)B = The length of cylinder base pin to body hinge pin D = Dump Angle CoefficientB X D = Approximate Required StrokeExample:166(B) X 845(D)= 140 Approximate Required Stroke•When the cylinder is not in use it should be fully retracted to prevent the chromed cylinder shaft from becoming damaged.•Always store the cylinder inside to protect it against harsh weather conditions.•Fill the cylinder with oil to prevent internal corrosion caused by air condensation. Tilt the cylinder to make sure that all seals are completely in contact with the oil to avoid any prematuredeterioration of the seals.•Cover any unpainted part with a rust inhibitor to avoid corrosion.•Regularly grease the trunnion pins. The time between greasing will be dependent on the amount the cylinder is used. Improper lubrication will result in the pins wearing prematurely.•For replacement parts and technical questions, please call Customer Service at 1-800-222-5381. •Not all product components are available for replacement. Tightennut securely, but not tight enough to prevent the log hook from rotating.2. Attach the lifting tube (1) to the body (2) with two sets of bolts (3), and lock nuts (4).MAINTENANCE1. After each use, clean the timber jack with a dry, soft cloth.2. 第一部分 前言 第一章 总则 一、规划编制背景 (一)唐山市推进沿海地区加速发展计划的实施给范各庄镇带来新的发展契机 为顺应环渤海地区加速崛起的趋势,充分发挥环京津、环渤海的区位优势,省政府提出了秦唐沧地区发展的重大战略部署,拟纳入国家战略,要求秦唐沧地区加快发展、迅速崛起,打造环渤海地区新的增长极。作为沿海经济区重要组成部分和发展核心区,唐山市城市经济转型、区域开放开发、城乡统筹发展面临着重大战略机遇。唐山市将在打造世界级现代重化工基地,推动冀东经济区走新型工业化道路上发挥龙头带动、先行先试作用。作为唐山市重要工业区古冶区的重点镇,范各庄资源型镇接续产业发展临着加快发展的难得机遇。 (二)十一五计划提出生态村的建设工程,给范各庄镇的发展做出正确引导 十一五计划提出“广大的乡村,是亿万农民的家园。与城市相比,广大农村经济、社会、文化等发展状况相对落后,环境基础设施极不完善,要实现唐山市生态市的宏伟目标,农村生态环境建设任重道远。生态村镇建设是构建生态市的细胞工程,是农村实现全面小康社会的基础”。因此在城乡统筹方面 必须以科学发展观为指导,以推进社会主义新农村建设为出发点,以实现城乡一体化为总的发展目标,改善生态环境,提高基础设施跟公共设施的服务水平,,农村向城镇集中,加强农村的居民点的整合,优化村庄布局,引导村庄适度合并、适时迁移,减少村庄整体数量,扩大村庄规模,整合村镇建设用地,消除隐患,提高城乡居民生活水平。 (三)范各庄镇在巨大的发展机遇下面临诸多挑战 1、村庄的分散设置、工业企业粗放经营,给城镇经济、社会、环境建设发展带来压力 由于城镇的建设缺乏统筹规划,导致其发展方式粗放、空间布局分散,大小企业遍地开花,强弱村庄各自为政,给城镇的经济,社会建设带来了巨大的压力,推进产业跟村镇集中发展布 2
局,提高范各庄土地使用效率,对范各庄进行统一规划、合理布局迫在眉睫。 2、煤炭资源的逐渐枯竭,整个范各庄结构转型成为必然 范各庄是唐山开滦煤矿的主产区之一,历来是我国重要的煤炭生产基地,为我国国民经济发展做出了重要贡献。近年来随着煤炭资源趋向枯竭,矿井不断关闭,煤炭采掘量不断下降,面临着社会就业、经济转型和生态恢复的巨大压力,为实现范各庄的可持续发展,必须尽快实现资源型城镇到技术生产型的转型,以保证未来经济的稳定快速发展。 3、工业的污染,已经达到环境的最大限度,改善环境已经成为人民的强烈要求 工业企业还没有改变传统粗放型经济增长方式,企业工艺技术和装备落后,管理水平低,资源消耗高,污染物排放量大。现行的环境管理制度在某些方面往往漏洞百出,单纯“末端治理”的工业污染防治技术还不太成熟,紧紧依靠企业限制排污是不够的,工业企业为了实现利益最大化已经付出了巨大的环境资源代价。严重影响了自身的生活环境,使得范各庄由“黑”变“绿”成为人民心中的强烈要求。 二、指导思想和原则 (一)强调规划的科学性,重视规划的可行性,通过充分的区域论证,合理地确定城镇在区域中的职能、地位和作用,准确把握城镇未来的发展走向及前景,合理确定跨世纪的城镇发展目标,构筑城镇长远发展的新框架。 (二)相对集中建设,强化城镇凝聚效应,实行城乡一体发展。 (三)保护环境、保护资源、保护良田、节约用地、坚持可持续发展的原则。 (四)协调好城镇发展与古冶区、唐山市的关系。 三、规划编制的主要依据 (一)法律法规 1、《中华人民共和国城乡规划法》(2008年) 2、《镇规划标准》(2007年) 3、《河北省建制镇总体规划编制导则》(试行) 4、《城市规划编制办法》(2006年4月1号) 6、《城市道路交通规划设计规范》(2000—2020年) 7、《村镇规划编制办法(试行)》(建村(2000)36号) 8、城市规划法规文件汇编 9、国家其它相关法规和技术规范 (二)资料依据 1、《唐山市城市总体规划》(2008—2020年) 2、唐山市古冶区国名经济统计资料 3、范各庄镇土地利用总体规划(1997—2010) 4、范各庄镇CAD地形图(2004年) 5、《唐山市古冶分区规划》(2006-2020) 四、规划范围和规划年限 (一)规划范围 本次规划的范围为范各庄镇的行政辖区,总面积为53.1km3,范各庄管辖32个行政村,其中镇区位于范各庄的东北部,总面积为9.36km3,包括范各庄、后仁里、吕家坨、大安各庄、南安各庄、北安各庄。 (二)规划期限 规划期限为2009——2020年,分近期、远期两个发展阶段。 3
近期:2009年-2013年, 远期:2013年-2020年。 五、规划目标 (一)完善城镇功能,造就多元化城镇。 (二)提升城镇品位,融入京津唐都市圈。 (三)改善人居环境,实现由“黑”到“绿”的转变。 (四)塑造城镇特色,打造第二古冶。 总体目标是通过多元化的规划,构建与区域经济布局和城市安全目标相契合的优良城市空间形态。 六、规划技术路线 (一)广泛参与、协同工作 ——增强规划的科学性,创造实施总体规划的良好社会环境 城镇环境的复杂多变性,城镇总体规划编制技术内容的综合性,城镇规划的社会性,城镇各阶层目标价值取向的多元化特性,城镇规划导向与各级团体和人民利益的密切相关性等等,决定了一个科学合理的总体规划不可能是依靠个别技术精英或部门闭门造车所能及,必然是多学科、多部门和社会公众广泛参与,协同工作的产物。所以我们不断的结合群众的意见,不断创新,争取创造良好的社会环境。 (二)以问题和目标为导向 ——提出针对性解决方案,构筑规划目标 突出以问题为导向,以解决城镇问题为总体规划的根本出发点;突出以目标为导向,城镇发展目标既应反映出从区域角度对城镇发展的要求与定位,又应体现政府和人民对自己居住环境的期望。在对城镇核心问题的正确识别和确立务实可行的城市发展目标的基础上,强化规划对策研究,提出有针对性的解决方案。 (三)近实远虚 ——强化远期、夯实近期,滚动发展 一方面应强化远期规划(即“务虚”),使城市决策者看清自己现在的决策对未来发展的影响,从更长远的角度更广阔的视野把握城市的发展;另一方面应夯实近期规划(即“务实”),解决总体规划实施时序的问题,通过对近期建设项目及土地供应的控制,有力地引导城市建设的发展方向,变被动管理为主动管理,确保总体规划实施的严肃性和灵活性。 七、本次规划重点解决的问题 随着经济社会的快速发展和人民生活水平的不断提高,群众对城镇建设提出了新的更高要求,以往的城镇机理已经不在适应现代人的心理需求,因此各种城市性问题就暴漏出来,对此,本次规划我们重点解决一下问题 (一)城镇体系的发展体系问题 作为以前老村庄结合的城镇,其行政范围划定为32部分,各个村庄独立自主发展,虽然现代经济提出了“飞地”发展模式,但是在由于在一般镇很难实现利益平衡,所以在一定程度上滞了产业规模化进程。 本次规划通过合理的整理村庄内部结构规划,利用经济强村,对畸形发展的村庄进行引导,通过迁移或者合并的做法,对整个范各庄镇的行政区划进行调整。 (二)产业的可持续发展问题 作为利益勃发的资源型城镇,范各庄人民商贸意识浓厚,民间也积累了大量的资本,但是从范各庄整个工业的可持续发展来看,充足的投资并没有带来产业的升级,整个城镇的产业仍
