1）多功能电能表 multi-function electrical energy meter由测量单元和数据处理单元等组成，除计量有功、无功电能量外，还具有分时、测量需量等两种以上功能，并能显示、存储和输出数据的电能表。

2）失压 loss of voltage在三相(或单相)供电系统中，某相负荷电流大于启动电流，但电压线路的电压低于电能表正常工作电压的78%时，且持续时间大于1min，此种工况称为失压。

失压事件电压触发上限， 78％Un；失压事件电压恢复下限， 85％Un；失压事件电流触发下限，对应此处“启动电流”：0.5%Ib；失压事件判定延时时间，60秒。

3）临界电压 critical voltage电能表能够启动工作的最低电压，此值为参比电压下限的60%。

1、此条规定了电能表启动工作的最低电压（这是规定的最高限值，电能表设计的启动工作最低电压可低于此值），这里的启动工作表示电能表能够正常的计量、显示、记录事件等。

2、参比电压下限指参比电压的最小值，如三相四线电能表（3×220/380V）的下限值指220V。

3、对三相电能表，当各相电压均达到参比电压（电压宽量程电能表此值为其参比电压下限）的60％时，电能表能够启动工作；对单相电能表，当电压均达到参比电压的60％时，电能表能够启动工作。

4）全失压 no-voltage若三相电压（单相表为单相电压）均低于电能表的临界电压，且负荷电流大于5%额定（基本）电流的工况，称为全失压。

1、此条给出了全失压的判定范围及与失压的区别。

其中“负荷电流大于5％额定（基本）电流”指至少有一相电流大于5％额定（基本）电流，就可以判为全失压；事件中记录全失压发生时刻三相电流的平均值。

2、负荷电流大于5％额定（基本）电流时，电表三相电压均低于电能表的临界电压，不管电表能否工作，都记录全失压；如果这时电表还能工作，电压继续降低直到电表不能工作时，则不记录全失压结束，等电压恢复至电表能正常工作时再记全失压结束。
