The Development History of Chinese Communist
Youth League
The Chinese Communist Youth League (CCYL), the
all-China youth organization led by the Chinese Communist Party, originated from the proposal of
Liu Shaoqi, a member of the Chinese Communist
Party, to establish a "national youth group"
when the Chinese Communist Party was founded in
Shanghai on July 1, 1921. He believed that
forming an "endless and powerful youth group"
led by the Communist Party would help the
party's work and add strength to the struggle
for the realization of communism.
Subsequently, the Chinese Communist Party set up
the "Regulations of the Chinese Communist Party
Youth Group" on July 23, 1921, officially
establishing the Chinese Communist Youth League.
Since then, the Chinese Communist Youth League
has experienced the vicissitudes of the Chinese
Communist Party and the New Democratic
Revolution in China.
In 1931, the Chinese Communist Youth League
officially declared its transformation into a
revolutionary youth organization and adopted
one-party rule at the Seventh National Congress
of the Chinese Communist Party. In 1935, at the
Eighth National Congress of the Chinese
Communist Party, the Chinese Communist Youth
League was positioned as the "youth organization of the party".
In 1945, at the Third Plenary Session of the
Ninth National Congress of the Chinese Communist
Party, the Chinese Communist Youth League
officially declared its position as a socialist
youth organization and was positioned as the
"Chinese Communist Youth League". After the
victory of the Anti-Japanese War, the Chinese
Communist Youth League became the first youth
organization officially recognized by the
Chinese government. In 1949, the Chinese
Communist Youth League was positioned as a
"national organization".
In 1950, the Chinese Communist Youth League
underwent a major restructuring after the
establishment of the Republic by the party. The
Central Communist Youth League Cadre School and
the Communist Youth League headquarters were
deployed to Beijing. In 1953, according to the
"Regulations of the Chinese Communist Youth
League", the Chinese Communist Youth League was
officially positioned as the "grassroots
organization of the party" and announced the
establishment of the All-China Student
Federation.
In 1958, the function positioning of the Chinese
Communist Youth League was clearly defined as
the "grassroots organization of the party;
