现代社会对公民的要求越来越高，需要具备人文涵养和科学涵养、创新精神、合作意识和开放视野等多方面的基本能力，语文教育可以为此发挥重要作用。为了适应社会进步和学生自身发展的需要，语文教育必须进行系统的改革。九年义务教育语文课程的改革应以马克思主义和教育科学理论为指导，总结我国语文教育的成败得失，借鉴外国母语教育改革的经验，努力建设与现代社会发展相适应的语文课程，为提高学生道德质量和科学文化涵养，弘扬和培育民族精神，加强民族创立力和凝聚力发挥积极的作用。

语文是最重要的交际工具，也是人类文化的重要组成部分。语文课程应致力于学生语文涵养的形成与发展，这是学生学好其他课程的基础，也是学生全面发展和平生发展的基础。因此，在九年义务教育阶段，语文课程的多重功能和确立作用决定了它的重要地位。

九年义务教育阶段的语文课程应面向全体学生，使学生获得基本的语文涵养。语文课程应激发和培育学生热爱祖国语文的思想感情，引导学生丰富语言的积累，培育语感，发展思想，初步掌握研究语文的基本方法，养成优秀的研究惯，使他们拥有适应实际需要的识字写字能力、阅读能力、写作能力、口语交际能力，正确地理解和运用祖国语文。同时，语文课程还应通过优秀文化的熏陶感染，提高学生的思想道德涵养和审美情趣，使他们逐渐形成优秀的个性和健全的人格，促进德、智、体、美诸方面的友善发展。

语文课程的丰富人文内涵对学生精神领域的影响是深广的，学生对语文资料的感觉和理解又经常是多元的。因此，应该重视语文的熏陶感染作用，注意授课内容的价值取向，同时也应敬爱学生在研究过程中的独到体验。

语文是一门实践性很强的课程，应该注重培养学生的语文实践能力。这种能力的主要培养途径应该是语文实践。由于语文是母语教育课程，研究资源和实践机会无处不在，因此应该让学生更多地直接接触语文资料，在大量的语文实践中领悟、掌握运用语文的规律，而不宜成心追求语文知识的系统和完满。
