英语听力万花筒21 A Nice Cup of TeaThat was Miss Binnie Hale, singing a song called ‘A Nice Cup of Tea’, which she recorded 70 years ago, in 1941.We British love tea. We drink more tea per head of population than any other country in the world, except for Ireland. If you go to the Tea Council website, you will see a counter at the top of the page which shows how many cups of tea we have drunk so far today. By the end of the day, the counter will reach 165 million – that is three cups of tea per person per day. Coffee has become more popular in Britain in recent years, but even today we drink more than twice as much tea as coffee.However, tea drinking is not an old tradition in Britain. We mad e our first cup of tea sometime in the mid dle of the 17th century. We found that we liked it, that it refreshed us and made us strong and happy, and we have continued drinking tea ever since. In the 19th century, tea became popular among working-class people, and it has remained the favourite drink of ordinary British people ever since. And it iswell-known that the Queen likes a nice cup of tea, as well.Tea drinking has a much longer history in China, where people have drunk tea for thousands of years. But British tea is not pale and d elicate like tea in China. It has a rich brown colour and a strong taste. Nearly everyone in Britain puts milk in their tea,and about a third of people add sugar to make the tea sweet. (Yukk! I cannot stand tea with sugar!) It is well known that no-one outside Britain knows how to make tea properly. When we British go on holiday in, for example, France or Spain, and we ask for a cup of tea in a hotel or cafe, the waiter brings us a cup of lukewarm water and a tea bag on the end of a piece of string. This is wrong, completely wrong, and in the interests of international harmony and und erstanding I shall now explain how to make a nice cup of tea, British styl e.First, you put some water in a kettle and put it on the stove to boil. When it is nearly boiling, you pour a small amount of the hot water into a tea-pot, and swill it round, and pour it out again. This warms the tea pot. Then you put tea or tea bags into the tea pot. How much tea? Well, my mother used to say that you should put in one teabag for each person, plus one for the pot. So, if you are making tea for two people, you should put three teabags into the pot. Then you pour boiling water onto the tea, and let the tea stand for about three minutes. If you have milk in your tea, put the milk in the cup first and pour the tea onto the milk, not the other way round. After you have poured the tea, and offered sugar to those strange peopl e who like sweet tea, you should pour some more boiling water into the tea pot. Why? Because the one thing which is nicer than a nice cup of tea is another nice cup of tea.We use the word “nice” all the time in spoken English. “It’s nice weather today. Did you have a nice time on holiday? It was so nice of you to come and visit us. Did youmeet Jane’s mother? She is such a nice person. Please sit down. I’ll make us a nice cup of tea.”In fact, “nice” is probably the most overused word in the English language. We use it so much that it has become almost meaningless. It is a good idea to find other words to use instead of “nice”, if you can.Did you notice something else about the song at the beginning of the podcast? I am talking about the names of different meals. “At half past eleven, my idea of heaven is a nice cup of tea,” sings Binnie. We have a special word in English for a snack in the middle of the morning, which you will hear sometimes, though it is now a bitold-fashioned –‘el evenses’, because of course we have our snack at about eleveno’clock.After elevenses, Binnie has her next cup of tea with her dinner. Until perhaps 30 years ago, most working people in Britain had their main meal in the middle of the day. They called it “dinner”, and many older people still do. Later in the day, people had a light meal at five or six o’clock and they called it “tea”. And, like Binnie, they had a cup of tea with their tea!Today, most people have a light meal in the middle of the day – perhaps a sandwich and an apple, which they eat at their desk in the office. We call this meal “lunch”. Peopl e eattheir main meal of the day in the evening, when they get home from work, and they call this meal “supper”. “Dinner” nowadays means a formal evening meal for a special occasion, where we dress up in smart clothes, and have nice food and wine and candles!So, a lot has changed since Binnie Hale recorded her song seventy years ago. I'm standing in front of the Northeastern Women's Correctional Facility. This isa high-security prison that houses 1500 women convicted of kidnapping,robbery, and murder. I must say that it is an extremely uninviting place. WhenI was given this assignment, I was somewhat apprehensive, and I can honestlysay that I am still quite frightened as I approach the main gate. My knees are a little wobbly, and my stomach is full of butterflies.Bell SoundI am now walking down Cell Block A. Each cell is approximately ten feet byeight and contains four small beds with thin blankets, no pillows or sheets, a metal sink, and an open toilet. Each tiny cell is the home for four women. The walls have numerous cracks and layers of paint chipping, and look as though they have not been painted in decades. There seems to be little fresh air or sunlight. The women all look sad and bored. Walking down the block, the strong smell of disinfectant is almost overpowering. It's really important to have time towork with the flowers and then critique your arrangement and get feedback from the instructor and from everybody else in the class.The practical experience is really wonderful.Reiko: And, what about the worst part? What would you say is the worst part of the program?Kitty: I guess I'd have to say it's the memorization. A lot of the work involved with plant and flower identification is just strict memorization. You have to constantly practice the botanicalnames, saying them and learning what they mean so that you'llknow them by the end of the course. There are really so manydifficult Latin names. It's not something you can just study rightbefore a test.Reiko: Yes, but Latin is so difficult! I have one more question: Do you think your major is one that a foreign student would be able tohandle?Kitty: Yes, I think so. I do know, however, that some of the foreignstudents in my classes have been having trouble following theinstructor because of the language difficulties. But, if they gotsome help from English-speaking classmates, or, perhaps if theinstructor had some assistants available to help them, I think theycould do it. I'm not saying they would breeze through the class,but, with hard work and help, I'm sure they'd be successful., Reporter: And now we'll switch to highlights of last night's debate between the city's two candidates for mayor, Bella Porterand Dan Shmankie. The debate lasted more than an hourand was at times rather loud and contentious. The crowdinterrupted the speakers several times showing their strong disagreement.Here's what the candidates had to say on some of the issues.The first point that was hotly debated was in response to aquestion regarding the current homelessness problem in ourcity. Bella Porter, who has been active in city politics forover a decade and is currently serving as president of thecity council, answered the question first.B. Porter: I feel that Mr. Shmankie's solution to the homeless problem is to sweep it under the rug. Mr. Shmankie believes thatputting the homeless in jail will solve the problem. If wedon't see homeless people sleeping on our streets, theproblem doesn't exist, right? Wrong!Mr. Shmankie appears to be more concerned with thecomfort of tourists and visitors to our city than withactually helping some of our poorest and neediest citizens.A night in jail will not help a homeless person get his or herlife back together. Some of my best friends are teachers. Icertainly know of many hard-working and dedicatedteachers who deserve our respect. But we need to thinkabout education more like a business. If you are thepresident of a company that builds cars and half of thesecars have serious problems, would you give your workershigher salaries and bettJ'benefits? Of course not. What weneed to do is to make sure that our teachers receive raises ifand only if their students get higher test scores. And forthose teachers who fail to get results, we need to replacethem with teachers who can get the job done.Porter:Here's a news flash for you Mr. Shmankie. Education is not a business. We are not cranking out cars on an assembly line;five per hour, one blue, one re& one green--each oneexactly the same as the last. Education is a completelydifferent process. We are preparing our young people tobecome productive citizens capable of making intelligentchoices in life. Each student we serve has different needs.Our teachers are doing the best they can with overcrowdedclassrooms, limited resources: and little community support.Do you realize that most teachers cannot afford to live inthis city because their salaries are so low? I hear storiesevery day about teachers who spend their own money onsupplies such as chalk and paper because the school districtdoes not have the funds to supply these basic needs. Ourbiggest problem is that we lose many of our finest teacherseach year because of the poor working conditions and lowsalaries. Shmankie: Last time I checked we were living in a free country. In a free country, buyers and sellers have choices. If a buyer doesnot agree with the price, he or she can go to a differentstore. Even if the price is ridiculously high, the governmentdoes not step in and demand that the seller lower his or herprice. Why, then, do people such as Ms. Porter insist that@city government try to control how much landlords chargefor rents? Rent control is downright un-American!If you don't want to pay what the landlord wants to charge,you are free to took somewhere else.Porter:Mr. Shmankie, with all due respect, have you lost yourmind? Are you saying that anyone who advocates rentcontrol or supports other laws that protect people is a badAmerican? Give me a break! Tonight I propose that we make low-income parents eligible for the insurance that covers their children. Together with our children's initiative, this action would enable us to cover nearly a quarter of all the uninsured people in America.Bell SoundThird, we cannot enjoy a just and fair society until men and women get equal pay for equal work. Today, the female unemployment rate is the lowest it has been in 46 years. Yet, women still only earn about 75 cents for every dollar men earn. We must do better, by providing the resources to enforce present equal pay laws; training more women for high-paying, high-tech jobs; and passing the Paych~k Fairness Act.Bell SoundIn a related issue, many working parents spend up to a quarter of their income on childcare. Last year, we helped parents provide childcare for about 2 million children. My childcare initiative, before you now, along with funds already secured in welfare reform, would make child care better, safer, and more affordable for another 400,000 children. I ask you to pass that. We should also expand the childcare tax credit. And I believe strongly we should take the next big step and make that tax credit refundable for low-income families. For people making under $30,000 a year, that could mean up to $2,400 for childcare costs. You know, we all say we're pro-work and pro-family. Passing this proposal would prove it!Bell Sound@Finally, I'd like to discuss an issue that is very important to all Americans. t you know, crime in America has dropped for the past seven years--that's t) longest decline on record--thanks to stronger community police, sensible gm safety laws, and effective prevention. I'm a little nervous today. It is a very important day for
the UK, as it is the Brexit referendum. Most informed people will know that UK citizens will vote today to either leave
the European Union or to remain in it. This isn't a small
issue(1). The country is divided on the subject. I have been reading about it and watching videos, some that are for
leaving and others that are against it. To be quite honest(2), my head is spinning with all the information. I find it
difficult to get on with other activities like cooking and cleaning, because I really want to know the result, and have
a clear idea about the consequences of leaving or staying. I had planned to make a pumpkin cake yesterday. I had the ingredients on the kitchen counter, and the recipe. It would be a simple treat to make for my family, but every time I approached the cans of pumpkins, I would immediately turn around and surf the internet for more information about Brexit. How can I think about pumpkin cake now, when the UK
is about to, perhaps, make a huge change? The economy and immigration are the two biggest issues that have been talked about for months. If Britain leaves the EU, trading with it
will be more complicated, and the free flow of immigrants
will be stopped. More power will be given back to the UK government to determine laws and regulations. However, does anyone really know if the changes will be beneficial? And
will the EU suffer if Britain pulls out(3)? Perhaps it won't leave, but regulations from the EU will change? It's all a
big unknown at the moment, like the quality of my future pumpkin cake. I know the ingredients, I know the process of
making it, but you can never really tell how good it will be until it is cooked. So what do I think? Well, I believe in independence, but I also support unity. I think that humans and communities are supposed to work together. The trouble is, that is exactly where problems occur if members are ignorant
or corrupt. I think that we are also supposed to think for ourselves, and determine what is best for us, but advice from many can often help generate creative and efficient ideas. I have decided to hope that however the vote goes, man's ingenuity will solve problems that arise, and find creative and fair ways to keep good relations between Britain and the rest of Europe. And for now, I will open the cans of pumpkins, mix the ingredients carefully, and hope for the best.
