肥西县城总体规划 YKK standardization office【 YKK5AB- YKK08- YKK2C- YKK18】肥西县城总体规划(2009-2030)一、区位肥西县地处江淮之间,位于省会合肥市的西南部,紧邻中心城区,巢湖西岸。
南接庐江县、舒城县,西接六安市,北临寿县。
县政府所在地位于上派镇,距合肥17公里,是合肥市的南大门;地理坐标为东经117°5′~117°9′,北纬31°42′~31°43′。
二、规划范围及期限(一)规划范围1、县域范围:肥西县域行政区划范围,面积1970平方公里规划内容:县域城镇体系规划2、县城规划范围:西南组团内肥西县域部分的范围,包括上派镇及桃花镇、紫蓬镇、花岗镇、严店乡等部分地区,总面积约280平方公里。
规划内容:肥西县城总体规划3、规划区范围:肥西县域行政区划范围,面积1970平方公里(二)规划期限近期:2009年——2015年远期:2016年——2030年三、县域人口预测和城市化水平2015年和2030年肥西县总人口规模分别为130万人和200万人。
2030年,肥西县城镇化水平最高将达到70%,而城镇人口将达到140万人。
四、县域城镇空间结构根据合肥市市域城镇体系布局,结合肥西县现状城镇特点及发展条件,依据肥西县的县域空间发展战略,确立肥西县县域城镇空间结构为“两带、两轴”。
两带:在合肥市城镇密集区内,沿城市外环高速的三河、严店、紫蓬、小庙和高刘,形成城市外圈的重点城镇带;在肥西县西部,以山南镇为中心,形成沿高店、官亭、铭传、山南和柿树岗一线的生态城镇带。
二轴:以合六叶公路为西向发展轴,联动六安发展;向南以合安公路为南向发展轴,打造合铜安产业走廊。
五、城镇规模等级结构本次规划是对市域城镇体系规划的深化和细化,规划期末根据各乡镇的基础条件和发展条件将肥西县县域城镇体系划分为四级结构。
(1)一级城镇:肥西县城,人口规模50万人以上;(2)二级城镇:桃花、严店、高刘,人口规模10-35万;(3)三级城镇:三河、紫蓬、小庙、山南,人口规模为3-10万人。
肥西县城市绿线控制规划说明书1 规划背景1.1 城市概况1.1.1 地理区位肥西县位于安徽省中部,东连合肥市蜀山区;东南临巢湖、隔丰乐河与庐江、舒城两县相望;西同六安市金安区接壤;北与寿县、长丰毗连。
处于东经116°4.1´至117°22´,北纬31°30´至32°00´之间,全县总面积1961平方公里(含巢湖水面11266公顷),其中林业用地面积17864.1公顷。
肥西县处于合肥经济圈和皖江城市带承接产业转移示范区的核心地带,与合肥滨湖新城、高新区、经开区、科学城和政务文化新区无缝对接,是合肥现代化新兴中心城市建设的重要组成部分。
县域交通便捷,合九、宁西、合武铁路,合宁、合芜、合界、合叶高速和206、312国道穿境而过,4E级合肥新桥国际机场坐落肥西北部,建设中的1000吨级派河航道经巢湖可通江达海。
1.1.2 城市建设沿革肥西历史悠久,商、周为“淮夷”之地,战国时为楚国地;汉属九江郡的合肥、成德二县地,东晋全属合肥县;隋唐以后属庐州府合肥县。
2013年,肥西县小庙镇整建制划归合肥市蜀山区管辖,高刘镇委托合肥经开区管理,全县辖8个镇、4个乡:上派镇、三河镇、桃花镇、花岗镇、官亭镇、山南镇、丰乐镇、紫蓬镇、高店乡、铭传乡、柿树岗乡、严店乡。
县域总人口86.7万人,平均人口密度每平方公里542人,人口密度由西至东逐渐增加,主要以县城及临近的乡镇人口分布较为集中。
1.1.3 自然环境1、地形地貌肥西县西北高、东南低,中北部属江淮丘陵,江淮分水岭自西向东北横穿而过,中西部有一系列低山,低山绵延25公里,大潜山海拔289米,为全县最高点。
全县地形起伏多变,岗冲相间,落差较大。
东南为巢湖盆地,湖河沿岸有狭长的冲积平原。
山区位于县中部,面积1120.17平方公里,占全县面积6.1%。
自西向东,有一系列低山呈条带状分布,绵延25公里。

规划区范围控制为84平方公里。
4、规划发展目标与战略(一)建设国内外重要的制造加工基地(二)建设国内重要的高新技术研究和产业化基地(三)建设国家住宅产业化示范基地(四)建设省内重要的旅游、文化、教育和会展产业化基地5、产业发展战略根据合肥市经济和产业发展战略构想,结合开发区的基础和优势,选择主要产业如下:(1)在制造业领域,应重点支持汽车、装备制造、家用电器、日化与橡胶轮胎、食品加工五个支柱产业。
(2)发展高科技产业,培育新的经济增长点:电子信息、生物技术与新医药、光机电一体化等高新技术产业。

路线优化也是关键的一部分,将优化公共交通路线,提高途中的效率和满意度。

按照规划方案,肥西县到2030年将成为合肥主城西南国际化新城区,合肥市战略性新兴产业基地,以及长三角地区知名山水人文生态旅游目的地。
对于合肥城西南的居民而言,交通出行、生态环境、旅游休闲等都会有很大改观。
“一心、三轴、五区”新型城镇空间结构根据规划,肥西县将形成“一心、三轴、五区”的新型城镇空间结构。
一心“一心”即主城区西南副中心,主要包括上派镇行政边界、绕城货运专线以东、派河以南范围;三轴“三轴”即合安发展轴、合六发展轴、紫蓬山—巢湖生态绿轴;五区“五区”即合肥主城西南片区、产城融合示范片区、紫蓬山生态文化旅游片区、环巢湖生态示范片区和西部外围控制片区。
到2030年,肥西县域户籍人口规模88.5万人,地区生产总值突破2500亿元。
森林覆盖率为25%,城镇(乡镇)污水集中处理率95%,城镇生活垃圾无害化处理率100%,城镇人均公共绿地面积15平方米。
交通:拟建5个火车站打造六纵六横公路网高铁建设在交通出行方面,肥西铁路网共包括1条高铁客运专线沪汉蓉高铁、4条普通铁路(宁西铁路、合九铁路、绕城货运专线和经开区铁路货运专线)、2条城际铁路(合六城际与合安九城际铁路),以及5个火车站点。
5个站点分别是肥西高铁站、官亭站、丰乐站、长安集站、上派站(经开区)。
公路建设除了4条高速公路(沪蓉高速、合安高速、济祁高速、西绕城高速)贯穿而过,肥西还将形成“六纵六横”的干线公路网,“六纵”包括X042、S243、S242、G206、G330以及规划徽州大道南延线;“六横”包括机场便道、G312(合六公路)、S366(X044)、合六南通道、S315(杨桃路)、舒三公路。
水路建设水运体系港口规划派河港区、丰乐河港区,派河(合安路-巢湖段)与丰乐河均为Ⅵ级航道。
