1 概述
1.1 编制选址论证报告的目的
因为《xx污水处理厂的可行性研究报告》选定的污水处理厂位置位于城市规划区范围内,但该地区的控制性详细规划正在编制中,为确保该项目的选址过程具有科学性、前瞻性、可行性,特编制此《选址论证报告书》,为决策领导提供科学的依据。

1.3 选址原则
(1)污水厂应设在地势较低处,便于城市污水自流入厂内,减少工程土石方量,沿途尽量不设或少设泵站提升。
(2)污水厂宜设在水体附近,便于处理后的污水就近排入水体,并无需提升。排入的水体应有足够的环境容量,减少处理水对水体的影响。
(3)厂址应位于集中给水水源的下游,或者达到饮用水水源保护区范围外的上游,并应在城镇、工厂厂区及居住区的下游和夏季主导风向的下方。
(4)厂址应尽可能少占或不占农田,且应设在地质条件较好的地段,便于施工、降低造价。
(5)厂址不宜设在雨季容易受淹没的低洼处。
(6)污水处理厂选址应考虑污泥的运输和处置,宜靠近公路和河流。厂址处要有良好的水电供应。
(7)选址应结合城市的总体规划,注意城市的近远期发展问题。
