Unit11 Top Talk(An Interview with Kofi Annan)I. BackgroundKofi Annan, born in 1938 in Ghana, was the seventh Secretary-General of the United Nations (from 1997 to 2006). A Ford Foundation grant made it possible for him to graduate from Macalester College in St. Paul, Minnesota in the United States in 1961. Amman later attended the MIT Sloan School of Management, Sloan Fellows programme, and received a Master's degree in Management (MBA). He began his first term as Secretary-General on January 1, 1997. On June 29, 2001, he was appointed by the General Assembly to a second term of office (from January 1, 2002 to December 31, 2006). On December 10, 2001, Annan together with the United Nations received the Nobel Peace Prize "for their work for a better organized and more peaceful world."Ⅱ.Reason of getting Nobel Peace Prize1. Nobel Peace Prize committee thought that “the United Nations reformed as well as the world peace” has made the great contribution is a reason.2. the Nobel Committee said Mr. Annan “had been pre-eminent in bringing new life to the Organization”.Ⅲ.His Contributions1.As Secretary-General, Mr. Annan has given priority to revitalizing the UN througha comprehensive programme of reform;2.He viewed the HIV/AIDS pandemic as one of his personal priorities, calling on a Global AIDS and Health Fund to increase support to developing countries that are trying to overcome the disease.3. He encouraged the positive momentum in Nepal and supported a peaceful resolution there to end 10 years of civil war.4. He has called for a "Global Compact" to encourage businesses to respect standards relating to the environment, employment laws and human rights.5. Since the terrorist attacks hit the United States on 11 September 2001, the Secretary-General has played a leading role in galvanizing global action through the General Assembly and the Security Council to combat terrorism.About the program:Top talk is an interview with an important person . United Nations ReformUnited Nations Secretary General Kofi Annan had presented a major plan to reform the UN. Kofi Annan presented his plan in a speech to the UN General Assembly. His report was called "enlarge freedom towards development, security and human rights for all." It proposed expanding the Security Council and changing the commission on human rights. It also included ideas for defining and fighting terrorismand establishing new rules on when to use military force. Mr. Annan said his plan gave equal importance to the three great purposes of the UN: development, security and human rights.The secretary general's report was based on 2 earlier studies. One was done by a committee he appointed to propose UN reforms. The second study was about how to meet goals set five years ago for reducing world poverty in half by 2015.Kofi Annan's plan has 4 main parts. The first 3 parts listed the most important goals in development, security and human rights. The fourth part proposed changing the UN into what Annan calls "a more effective instrument for carrying out these goals."The secretary general said expanding and strengthening the security council was at the top of his list of reforms. He urged the UN to make the Security Council more representative of the international community. Two proposals under consideration would increase the Security Council from 15 to 24 members. He also proposed replacing the commission on human rights with a smaller council whose members would be chosen by the general assembly. Annan said that the present commission has members whose purpose is not to strengthen human rights.Kofi Annan urged rich countries to increase financial aid and debt forgiveness to poor countries that govern responsibly. The secretary general also urged the UN to approve the agreements against terrorism and to halt the spread of materials needed to make nuclear weapons. He said terrorism is not an acceptable or effective way to support chaos.Kofi Annan also urged the security council to guarantee that there would be no more disputes like the one that divided members over whether to go to war in Iraq. He said the council should establish rules for deciding whether to use force.Kofi Annan urged world leaders to accept all of his plan and not just some parts of it. However, reports said the United States and other countries have criticized parts of the proposal. UN officials say the proposal is a starting point for an international debate on how to make the organization more important in the 21st century.Ⅴ.
