KLF公司现有的配送系统是分散化系统，新系统是集中配送系统。如图一和图二所示。

一：新系统的吸引力（问题a）
集中式配送系统通过风险分担机制，使KLF公司以更低的库存水平获得同样的服务水平。这其中涉及一个重要的概念——风险分担。
风险分担说明需求汇集会减少需求波动，前提是一个顾客的高需求很可能会被另一个顾客的低需求所补偿。需求变动的减少使得安全库存减少，从而降低了平均库存。但企业从风险分担中得到的利益依赖于一个市场对另一个市场的需求方式，两个市场需求的正相关度越高，风险分担所能获得的利益越少。
当出现题目中所描述的情景：“五个地区市场需求非常近似时；如果一个地区的周需求高于平均需求，其他地区的周需求也会偏高。”在这个情景中市场的需求是正相关的，这种正相关会使新系统由风险分担带给KLF公司的利益减少，而另一方面，集中式配送可能增加运输成本。所以，这一发现会使新系统的吸引力降低。
