例如在美国钢铁保障措施案中，鉴于涉及众多当事方，当事方商定起诉方的第一次书面陈述在专家组组成后5周内提交，美国在此后5周内提交第一次书面陈述，而在第一次实质性会议后4周内，双方提交第二次书面陈述（即反驳意见）。
[3]DSU附录3是专家组的工作程序（workingprocedure），要求在审理案件时，除遵循DSU的规定外，还应适用这个程序规定。
具体案件的工作程序虽然与此大体相同，但结合了案件的情况，作出了具体的规定。
事实上，这是对案件审理方式和时间表的详细解释。
例如，专家组审理案件不公开，文件应保密，[4]实质性会议上的发言顺序，以及送达文件的方式等细节。
专家组常常还会要求当事方提交书面陈述的概要（e某ecutiveummary）。
由于书面陈述的内容可能会很长，因此概要的目的是为了便于专家组撰写专家组报告中的事实和论点部分。
工作程序中甚至说明，参加实质性会议时，各方有权确定自己的代表团组成人员，但所有人员都必须遵守DSU和本工作程序的规定，特别是有关保密的规定。
二、第一次实质性会议（firtubtantivemeeting）实质性会议常被俗称为“听证会”或“开庭”。
按照“工作程序”的安排，会议开始时先由原告发言。
原告一般是宣读事先拟好的“口头陈述”（oraltatement）。
由于会议时间的限制，口头陈述应尽量简明扼要。

上海市人民代表大会常务委员会2023年12月28日上海市推进国际贸易中心建设条例（2012年11月21日上海市第十三届人民代表大会常务委员会第三十七次会议通过 2023年12月28日上海市第十六届人民代表大会常务委员会第九次会议修订）第一章总则第一条为了推进上海国际贸易中心建设，推动贸易转型升级，服务构建新发展格局，实现高质量发展，根据有关法律、行政法规，结合本市实际，制定本条例。
第二条本市推进国际贸易中心建设，应当全面对接国际高标准经贸规则，升级货物贸易，创新服务贸易，发展数字贸易，推动贸易数字化绿色化，提升贸易自由化便利化水平，促进内外贸一体化，统筹发展和安全，营造公平、非歧视、可预期的贸易环境，将上海国际贸易中心建设成为全球产业链、供应链、价值链的重要枢纽。
第三条市人民政府应当加强对推进上海国际贸易中心建设工作的领导，组织编制上海国际贸易中心建设规划，深化与国家商务部门等合作，强化上海国际贸易中心与上海国际经济、金融、航运、科技创新中心的系统推进、相互促进，提升资源配置能级和引领辐射功能。
市人民政府应当健全上海国际贸易中心建设推进工作协调机制，加强对推进上海国际贸易中心建设工作的统筹规划，协调解决重大问题。
区人民政府应当按照全市总体要求和部署，做好本行政区域内推进上海国际贸易中心建设相关工作。
第四条市、区人民政府及其相关部门应当采取措施，支持浦东新区、中国（上海）自由贸易试验区及临港新片区、虹桥国际中央商务区等功能承载区建设贸易投资创新高地。
