一场不太大的雨雪就能让城市半瘫痪;居民的家也不再是安全的港湾,劣质建材散发着致癌的毒气,劣质缆线成为埋在家里的地雷,泄露的燃气就像身边的火药库,噪音公害仿佛幽灵般游荡的杀手;热岛效应闷得我们大汗淋漓,沙尘暴刮得我们泪眼迷离;逢雨必涝正成为中国大城市的通病;一向被视为"最安全交通工具"的电梯也频出事端,社会上甚至将其作为"凶器"的代名词……我们正处在一个高风险社会中,越来越多的城市灾变几如脱缰之马。
对大自然的愤怒我们应该心存敬畏,但对这些人为的城市灾难,我们不在沉默中爆发,就在沉默中灭亡。
如果不尽快改变这种状况,灾难不知什么时候就会降临到我们自己头上。
安全感是生活质量的刻度,是人们心里需要中的第一需要,是人格中最基础、最重要的成分。
一旦这最重要的东西缺失了,人们还能放心地去哪里?还能放心地乘坐什么出行?还能放心地吃什么?尤其是城市突发性危机事件,凸显了当今社会缺乏综合应急系统的软肋。
在诸多涉及公众生命的问题中,首要问题之一是公共应急资源需要整合。
一方面不少部门总在强调自己的救援力量如何的不足。
另一方面又分明有庞大而名目繁多的救援队伍,地震救援、城市消防、交通救援、工程抢险、城市危险品救援等等,这些队伍都具有相当高的专业水平,可问题在于这些救援力量往往仅是行业自己的,在条块分割的情况下,力量相当分散,很难形成合力。
一些有识之士一直呼唤构建一个城市综合减灾应急系统,公众则需要培养必要的危机意识,要"伤后知痛"。
现在很多事故灾害都直接波及城市中无辜的公众。
在不少情况下,传统观念已经无法适应现代城市的灾难与危机。
因此,对相关公共文化教育的呼唤已成为许多人的共识。
井喷、火灾、爆炸、踩踏事故、地铁追尾、游船翻沉、文物烧毁等,被媒体通天热炒,显示出一种防灾预警意识的觉醒。
但我们与一些发达国家相比,仍有差距,主要表现在文化自律性、生命文化、安全技能观等方面。
有学者认为:西方人对遵守安全规章制度往往表现出一种自觉性及自律性,强调保障安全是人的权利:中国人从古至今则更多地强调用典范的影响力来影响行为,此种方式很难完全适宜于现代城市化的生活状态。
西方人"生命第一"的文化原则是神圣不可侵犯的;中国人却过多的宣传"国家财产第一原则",这与"应急避险权"所主张的"生命高于一切"的原则似乎相悖,美国在1985年就组建了社区救灾反应队,美国国家防火协会经常组织北美统一的火灾"大逃亡"训练活动;中国人在相当一个时期内还只停留在对安全警钟的认知环节,暴露出在安全知识、安全技能、安全产品上存在的诸多不足。
这一切,都告诫我们必须系统地、更加完善地开展公共文化教育。
2.如果地铁站台或者行驶中的地铁列车失火了,大量乘客如何有效疏散?如果12级台风登陆上海,那些高层建筑上的玻璃幕墙顶得住吗?……这一个个"如果",都是上海某大学防灾救灾研究所的一个个科研课题。
….上海某记者报道:最近在全市开展的"我为城市安全献一计"活动,引起研究所专家们的密切关注。
一方面,他们为市民居安思危意识的增强和诸多防灾好点子欣喜;另一方面,专家们很想提醒:"防灾不能只考虑技术手段--给城市打造'金刚罩',更得在'人防'上多下工夫,而恰恰在这方面,我们大有改进和提升的空间。
"…."城市公共交通若都能配备全程监控,运行和安全系数就更高了";"上海越江隧道已经有10多条针对可能遭遇淹水事故的危险,不妨装上安全阀门,需要时可用来挡水";"预防高楼玻璃幕墙掉落,应该对建筑做整体风洞试验"……这些意在为城市套上一个水火不侵"金刚罩"的设想,很有道理,提出这些建议的专家中不乏院士。
"但我们不得不面对现实:一座城市不可能为了防范一些小概率的灾害事故,不计代价地增添防灾设施"该研究所专门研究城市地下建筑安全与灾害应对的H博士,对地铁渗水和隧道渗水实地考察过多次,他对于一些学者提出为越江隧道增设"挡水阀门"的建议,并不完全认同。
他说,"据我了解,国内有个别隧道安装过这样的阀门,但可以想象,常年用不上;后来有一次搞演习时决定用一下,却发现阀门由于年久失修,机械失灵,根本没法动。
"H博士想用这个安全说明两个道理:第一,为了小概率事故而砸重金设防,心理安慰作用远远大于实际作用,要不要这么做,应全面考量;第二,如果装备上了,则怎样保养维护,工作人员能不能熟练操作,都是必须重视的"人防"环节,否则,当有朝一日预想中的特大灾害真的发生,"金刚罩"极有可能派不上用场。
"防灾设施,从理论上说总是不足的,因为它们应对的往往是适当程度的、发生概率较高的灾害事故。
"研究火灾防范的C研究员力挺H博士的观点,这位研究员对轨道交通实地考察过多次,他关注的焦点是地铁点和车厢里的消防设施,他注意到,站台和车厢里的屏幕会经常播放视频,告诉市民一旦发生火灾险情如何紧急疏散,强调必须做到的一些要领。
当被问道"地铁里有没有专门的消防逃生通道的问题时"。
C研究员回答:上海地铁的逃生通道,其实就是我们平时上上下下的那些楼梯,并没有其他的特殊通道,他说:一旦有险情发生,要减少人员伤亡,最关键的是工作人员能否在最短时间内有序的疏散人群,工作人员需要定期演练;我们现在似乎更看重灭火器数量够不够、是不是放在容易找到的地方,但险情出现时现场肯定乱,工作人员能不能及时顺利地拿到灭火器?会不会熟练使用?这些都是必须予以重视的问题。
或许有乘客就在灭火器旁边,但又有几个人会用?"老实说,怎么用灭火器,我还真不知道。
"说这话的,是另一位年轻的研究员Y博士。
防灾专家也不会用灭火器?她坦率承认,并随即以此为例指出了城市公众教育的许多薄弱环节。
"无论社区里的大爷大妈,还是写字楼里的白领,防灾知识都是从小册子、展板、讲座或者网络上看来的。
且不说所知有限,即使认为不少人一无所知,也并不为过。
而且就算有人并非一无所知,也未必有用,因为没有转化为能力。
"Y博士说,济川大地震、上海"11·15"特别重大火灾事故发生后,很多单位都搞过安全演练,可很大程度上是"演戏"。
大楼里有消防箱,但如何打开?消防箱里有灭火器,但如何操作?应急避难场所在哪里,怎样利用?这些关键的内容,演练过吗?再说,演练一次肯定不行,就算学到点东西,很快便会淡忘,必须定期训练。
日本人应付地震有一套,那是在定期、再三的演练中练出来的。
在这些专家看来,"人防"的漏洞和缺陷,远比"技防"不足更可怕。
专门研究风灾防控的Y博士曾多次去浦东陆家嘴,这一地区有几十栋玻璃幕墙大楼,且不止一次发生过玻璃掉落事故。
这些玻璃幕墙建筑能不能抵抗12级以上大风,这正是她的科研课题。
她告诉记者,大风常被认为是玻璃幕墙掉落的"元凶",但实际上,在建筑工作安装玻璃时可能就已经埋下了隐患。
"在安装时,把螺丝拧得过松固然不行,但过紧也会使玻璃幕墙受力失衡,从而出现细小的裂缝。
"她说,如果把大楼玻璃幕墙的掉落视作对城市安全的一种威胁,那么减少威胁的关键同样在"人防"。
如果在定期清洗幕墙的同时,增加一道"体检"关,绝大多数玻璃掉落事故就可以避免。
3.2010年,S市一公寓大楼失火,造成一百多人死伤,这起特别重大的火灾事故,凸显于现代运行中的脆弱性。
"脆弱性"是吉尔伯特·怀特在20世纪70年代首次提出的概念,之后被广泛应用于灾害学、生态、金融学、社会学和经济学等许多方面,大大拓展了"脆弱性"的内涵。
现代城市不仅是政治、经济和文化中心,而是人口、财富和各项社会活动高度密集的地方,但同时也是各类风险和突发事件最密集的地区,一旦发生突发事件,后果往往是灾难性的,社会影响很恶劣。
从这个角度来看,城市运行中的脆弱性,可以理解为城市生活运行中受到外部致灾因素影响的可能性和敏感性,它涉及外部致灾因素影响的程度,涉及相关防范系统对致灾因素的抵抗力以及对这种系统抗逆力的某种衡量。
调查报告显示,S市特别重大火灾较典型地反映了现代城市运行中的脆弱性问题,此次火灾,是大楼维修时由无证的电焊工违章作业所产生的火花,引燃了不能阻燃的"安全网",然后蔓延到大楼易燃的装修材料,从而酿成大祸,该大楼维修工程存在层层分包和转包等违法违规问题,加上日常管理缺乏有效的规范化监督,致使维修施工过程中存在管理松懈、秩序混乱及安全措施不到位的情况,结果超出了建筑工程系统脆弱性的承受度,由量变转变成质变,脆弱性演变成严重的危机,最后导致此次惨剧。
这次火灾,尽管S市启用了现代化的警用直升飞机用于紧急救援,但在如此严重的高楼火灾面前,无法有效发高空消防灭火和救援的功能。
同时,部分常规的消防云梯及消防设施难以满足高层建筑灭火的需要,影响了救援的速度和效率。
"自救优于互救,互救优于公救",早已是降低灾害损失的经验之谈。
但部分市民依然习惯于等待以政府为主导的公共救援,而这类救援往往因为需要一定时间,不够及时,而影响救援效果。
S市火灾的确不同程度地反映出市民自救,应急疏散能力的明显不足,部分居民耽误了宝贵的逃生时间。
事后发现,连居住在二楼的有些居民都没有及时撤离,而窒息在家中浴室里,令人痛惜。
S市火灾发生前,政府主管部门对建筑工程监督不到位,民众的力量又没有被动员,致使工程的建设监督事实上处于真空状态,为火灾发生埋下隐患。
在火灾发生后,由于市民市场保险意识不强,火灾给市民带来的生命和财产损失,部分由政府买单,而社会主体、市场主体功能没有得到有效发挥,加重了政府的负担。
在现代城市工程建设规划设计中,由于片面追求建设速度或追求经济效益,对工程未来可能存在的意外事故考虑不足,或者相关投入不足,致使工程的安全设施,从规划到设计,都存在严重缺陷或不到位问题。
就S市火灾而言,高楼部分消防设施配备缺乏,管理措施不到位;楼与楼间距较小,道路狭窄。
