WANO知识一、WANO组织简要介绍1.WANO的建立WANO是世界核营运者协会的简称。
1986年，苏联切尔诺贝利核电站事故发生后，世界各营运者意识到任何一个核事故都会对其他核电站造成影响，加强各核运营单位之间的交流与合作，推动有效的经验反馈，建立核安全文化，防止核事故的发生成为大家的共识。
1989年5月份，世界144个核运营单位在莫斯科签署了WANO宪章，WANO组织宣告成立。
各营运者以开放的心态相互交流经验和教训，共同致力于达到核安全的最高、可行标准。
2.WANO 组织特点因为世界上所有的核电营运者都是WANO成员，因此WANO组织是一个不折不扣的国际组织。
它跨越各种政治壁垒和利益冲突，为成员单位提供经验交流的机会，从而帮助成员单位达到核安全的最高、可行标准。
WANO组织不与任何的政府部门发生联系，它又是一非官方的民间组织。
这是它和国际原子能机构（IAEA）的一个重要区别。
正是由于其非官方的特点，相互之间的信息交流仅限于成员之间而不对外扩散。
又因WANO组织只关注核安全，不与任何利益集团之间有联系，它还是一个非盈利的民间组织。

1)同行评估（Peer Review Program）应WANO成员单位的要求，由WANO各地区中心组织国际专家，采用统一的标准、使用统一的方法，对核电厂的关键领域进行评估，帮助核电站提高安全性和可靠性。
2)运行经验（Operating Experience）通过收集和分析核电站安全相关的事件，总结其中的经验和教训并分发给各成员单位，避免类似事件的重复发生。
这项活动为WANO成员之间相互学习经验和教训提供了平台。
wan是什么的缩写

2.WANO运行经验大纲指南（WPG-02）为本手册提供了总的政策和实施指南。
1. 事件报告准则制定下列准则，有助于确定在运行经验大纲范围内交流哪些信息：1.1严重或异常的电厂瞬态电厂或机组运行工况发生以下任何情况改变的：a)反应堆紧急停堆，需要启动一个或多个安全系统（如，应急堆芯冷却系统、一回路超压保护、应急电源系统启动）b)导致设备损坏的事件（如重要阀门或者主要管线的损坏）c)由异常的外部状况引起的事件（如地震、火灾、洪水、暴风雨雪、飞机坠毁、气体爆炸或其它外部因素）d)需要采取异常行动来管理的事件（如异常或应急规程里没有说明的行动）或由操纵员误判断引起的事件e)以不期望的方式继续进行（如与安全分析相违背，或者与运行规程不一致）f)和操纵人员行为不当（或无动作）相关的事件，或者影响堆芯反应性或余热排出的设备设计的事件（变更）g)包含多个设备故障或者影响瞬态严重性的人员错误（如除直接导致停堆的首要因素之外的故障或错误）h)严重阻止操纵员进行控制、或者减轻事件及其后果的电厂工况。
