跟踪审计：
跟踪审计是一种全新的审计方法，是指单位审计部门组织对建设项目实施过程的合法性、真实性、规范性进行跟踪审计监督，是有效地利用有限的资金和资源，用尽可能小的费用、用尽可能快的速度和优良的质量，建成预期的项目，使其实现预期的功能。

2018年9月25日晚，中国审计署发布2018年第二季度国家重大政策措施落实情况跟踪审计结果公告。

设立背景：
近年来，随着经济社会的快速发展，各级政府不断加大对基建、农业、社保、环保等领域的投入力度。

为了提高资金使用效益，有效防止重大的投资项目、重大的民生工程、重大的生态环境建设项目搞劳民伤财、形象工程、政绩工程和“豆腐渣”工程，审计机关及时调整思路，一改过去的事后审计为事前介入、事中跟踪，对政府投资项目、财政专项资金等尝试进行全过程跟踪审计，跟踪审计应运而生。

基本含义：
关于跟踪审计的定义，理论界还没有形成一致的看法。

国内对跟踪审计的研究大部分集中在工程项目上。

在工程项目跟踪审计的理论研究中，研究的对象也有差异，有的研究工程项目全过程跟踪审计，
有的则仅限于施工阶段跟踪审计。

结合已有的研究成果和审计工作实践，我们认为，跟踪审计是指审计人员旨在提高被审计对象的绩效。

这里的绩效既指经济效益，也指被审计对象的合规性、合法性等，对被审计对象进行适时评价、持续监督和及时反馈的一种审计模式。
