Reading Comprehension: (10 points)Joseph Glass, CFA, is a consultant who provides advisory services to large manufacturing companies. Glass has been retained by ABCO, a leading manufacturer of widgets for automobiles in the United States. ABCO has hired Glass to evaluate the possibility of e*panding their current base of operations by building an additional facility in South America. Management of ABCO has identified an increase in demand for widgets in South America over the past decade, and any new manufacturing facility would produce goods to satisfy that void and would be distributed and sold across South America.Glass is not familiar with the current economic climate in South America, but is aware that several governments have attempted to encourage economic development in their countries through the enactment of pro-business legislation. Two of these countries, Venezuela and Peru, both have the reputations of being “friendly” to foreign economic investment withintheir borders. The two countries share some similarities: both, until the past twenty years, were primarily agricultural economies with little industrial development. Also, both countries can offer a relatively low-cost labor force, although their workers in general, are not highly skilled. The government of Peru has declared that protecting the country’s environment is of utmost importance, and has established a regulatory body that oversees any environmental concerns that may arise as the country becomes more industrialized. Fairly stringent regulations have already been put into place in order to ensure that going forward, the operating practices of manufacturers within their country’s borders will be in balance with the government’s concern for their county’s natural resources. Regulations cover areas of concern such as air emissions, water conservation and the use of sustainable resources. Glass advised ABCO that a cost-benefit analysis must be performed to accurately determine both the direct and indirect costs of compliance with the regulations. The Venezuelan government has taken steps to ensurethat it can carefully manage the development of its country’s emerging economy, and to ensure that a competitive market is maintained. A regulatory agency was established five years ago to provide guidance for any new manufacturing concern seeking to operate in Venezuela. The head of the agency is Juan Santos, the former CEO of one of the first modernized manufacturing facilities in the country. During his tenure as head of the agency, he has demonstrated his ability to render decisions that attempt to simultaneously satisfy legislators, industry participants, and consumers. Glass is impressed by Santos’ work so far, but realizes that over the past five years, Venezuela has e*perienced a period of relatively slow economic development. Glass believes that Santos’ skills will truly be put to the test in the upcoming years of the anticipated economic e*pansion.Glass acknowledges the need for governmental regulation of industry, but recognizes that there always are offsetting costs, both short-term and long-term of such controls. Based upon his knowledge of events that have occurred in the United States over thepast thirty years, Glass recommends that ABCO continue to carefully monitor economic developments in both countries even after a site for a new manufacturing facility is selected.Part 1)Should ABCO build a new facility in either of the two countries, it is almost a certainty that they would be the low-cost producer of widgets, with the capacity to satisfy nearly all demand in the region. A natural monopolist operating in an unregulated industry will produce at the point where:A. Marginal costs equal marginal revenue.B. Average costs equal marginal revenue.C. Average costs equal average revenue.D. The marginal cost curve intersects the demand schedule.Part 2)The social regulation policies enacted by the government of Peru would least likely to cause which of the following outcomes? ()A. Higher costs of production.B. A disproportionately higher compliance e*pensefor larger firms rather than smaller firms.C. Higher prices for the end consumer.D. Attempts by industry participants to avoid compliance through creative response.Part 3)If ABCO were to build its new facility in Peru, compliance with the country’s regulatory policies will increase the price of their product by appro*imately ten percent. Some consumers may respond by not replacing the widgets in their automobiles as frequently as before, which will cause decreased fuel efficiency. This unintended effect of regulation is an e*ample of: ()A. The capture hypothesis.B. A creative response.C. A feedback effect.D. The share-the-gains, share-the-pains theory.Part 4)The appointment of Santos, an industry “insider”, to head the regulatory agency in Venezuela has the potential to cause a reaction predicted by which of the following theories of regulatory behavior? ()A. Rate-of-return regulation.B. Share-the-gains, share-the-pains theory.C. The capture hypothesis.D. Cost-of-service regulation.Part 5)Santos, as the head of the main regulatory body in Venezuela, must decide how to manage the effects of an unanticipated sharp increase in the cost of electricity. Santos proposed regulation that will allow manufacturers to pass on the increased costs at scheduled intervals over a five year period. This approach is an e*ample of: ()A. Rate of return regulation.B. Cost-of-service regulation.C. Share-the-gains, share-the-pains theory.D. Social regulation.E*planations of terms:(10 points)1. Liquidity2. Cost-push inflation3. Crude awakeningA battle between two energy exchangesOPEN-OUTCRY trading is supposed to be a quaint, outdated practice, rapidly being replaced by sleeker, cheaper electronic systems. Try telling that to theNew York Mercantile Exchange (NYMEX), the world's largest commodities exchange. On November 1st the NYMEX opened an open-outcry pit in Dublin to handle Brent crude futures, the benchmark contract for pricing two-thirds of the world's oil.The NYMEX is trying to snatch liquidity from London's International Petroleum Exchange (IPE), which trades the most Brent contracts; the New York exchange has hitherto concentrated on West Texas Intermediate, an American benchmark grade. The new pit is a response to the IPE's efforts to modernise. On the same day as NYMEX traders started shouting Brent prices in Dublin, the IPE did away with its morning open-outcry session: now such trades must be electronic, or done in the pit after lunch. The New York exchange claims that customers, such as hedge funds or energy companies, prefer open-outcry because it allows for more liquidity. Although most other exchanges are heading in the opposite direction, in commodity markets such as the NYMEX, pressure from "locals"--self-employed traders--is helping to prop up open-outcry, although some reckon that customers pay up to five times as much as with electronicsystems. Even the IPE has no plans to abolish its floor. Only last month it signed a lease, lasting until 2011, for its trading floor in London.Dublin's new pit is "showing promise", says Rob Laughlin, a trader with Man Financial, despite a few technical glitches. On its first day it handled 5,726 lots of Brent (each lot, or contract, is 1,000 barrels), over a third of the volume in the IPE's new morning electronic session. By the year's end, predicts Mr Laughlin, it should be clear whether the venture will be viable. It would stand a better chance if it moved to London. It may yet: it started in Ireland because regulatory approval could be obtained faster there than in Britain.Ultimately, having both exchanges offering similar contracts will be unsustainable. Stealing liquidity from an established market leader, as the NYMEX is trying to do, is a hard task. Eurex, Europe's largest futures exchange, set up shop in Chicago this year, intending to grab American Treasury-bond contracts from the Chicago Board of Trade. It has made little headway. And the NYMEX has dabbled in Brent contracts before, without success.Given the importance of liquidity in exchanges, why do the IPE and the NYMEX not band together? There have been merger talks before, and something might yet happen. Some say that the freewheeling NYMEX and the more staid IPE could never mix. For now, in any case, the two exchanges will slug it out--across the Irish Sea as well as across the Atlantic.--------------------------------------------------------------------------------Economist; 11/6/2004, Vol. 373 Issue 8400, p78-78, 1/2p, 1c (5);1.The NYMEX and IPE are___________.[A] both using open outcry trading as a major trading form[B] partners that are reciprocal in their business activities[C] rivals that are competing in the oil trading market[D] both taking efforts to modernize their trading practice2.According to the author, one of the reasons that the NYMEX takes open-outcry tradingis__________.[A] the preference of its customers[B] the standard practice of energy exchange[C] the long tradition of this trading practice[D] the nostalgic feeling it arouses3.The word “glitches” (Line 2, Paragraph 4) most probably means_________.[A] backwardness[B] disappointments[C] engineers[D] problems4.From Paragraph 4 we can infer that_________.[A] trading volume in the IPE's new morning electronic session is falling[B] London is a better business location for energy exchanges than Dublin[C] Britain’s regulators are less efficient than those of Ireland[D] the Dublin pit of the NYMEX will be more prosperous next year5.We can draw a conclusion from the text that___________.[A] it’s very unlikely that the NYMEX and the IPE could combine their businesses[B] the NYMEX will fail in Ireland as many precedents have shown[C] the two energy exchanges will figure out a way to cooperate with each other[D] the market environment for both energy exchanges is getting better答案:C A D B A篇章剖析本文介绍了两家能源交易所之间的商战。

You should choose the best answer and mark the corre-sponding letter on the ANSWER SHEET by drawing a single line through the center.Passage 1When a savings account is opened in a bank, The depositor must sign a deposit agree-ment . By signing agreement , the depositor agrees to abide by the rules and regulations of the bank. These rules and regulations vary with different banks and may be altered and amended from time to time. At this time, a passbook may be given to the depositor. This is a small book in which the bank teller enters the date and amount of each deposit or withdrawal and initials the entry . The passbook is to be presented at the bank or mailed to the bank along with a de-posit or withdrawal slip each time money is deposited or withdrawn from the account . An alter-native practice for depositing or withdrawing money from a savings account is to give the deposi-tor a small register for recording deposits and withdrawals and a pad of deposit - withdrawal forms. This procedure eliminates the use of the passbook. Each time a deposit or withdrawal from savings is made, the appropriate part of one of the forms is filled in, signed, recorded in the register and presented or mailed to the bank with deposit items or other documents. The bank gives a machine - printed receipt to the depositor or returns it by mail . There should be a separate savings account in the ledger to record these activities.Traditionally, the principal differences between a savings account and a checking account are that interest is paid regularly by the bank on a savings account and withdrawals from a sav-ings account may be made at the bank or by mail by the depositor or an authorized agent. De-positors use checking accounts primarily as a convenient means of making payments, while sav-ings accounts are used primarily as a means of accumulating funds with interest . An increasing-ly common practice is for the bank to combine savings and checking accounts and get deposi-tors' permission to make automatic transfers of funds from the savings portion to the checking portion whenever the latter falls below a specified minimum balance . This amounts to giving the depositor an interest - earning checking account.61 . What is the primary purpose of a savings account?A .For interestB .For transfer of fundsC .For accumulating funds with interestD .For making profits62 .What is the aim of a small register and a pad of deposit withdrawal forms?A.To attract depositsB.To improve bank servicesC .to eliminate the use of the passbookD .To promote banking business63 .What is the purpose of signing a deposit agreement?A.To follow the bank's rules and regulationsB.To have the right to make full use of the bank's facilitiesC.To open an account in the bankD.To protect the depositor's interest64 .What does a depositor do with a passbook?A.He makes deposits with a bankB.He withdraws money from a savings accountC .He withdraws money from a checking accountD.Both A and B65 .For what purpose does a bank try to combine a savings account and a checking account?A.For holding more fundsB.For covering the checking account falling below the specified minimum balanceC .For automatic transfer of fundsD .Both B and CPassage TwoDocument against acceptance ( D/A) is exactly like document against payment ( D/P) except that, instead of signing the sight draft and paying on presentation of documents to re-ceive the bill (s) of lading, the importer accepts the usance (time) draft that creates an obli-gation similar to a promissory note called a trade acceptance. This can be used for finance pur-poses under some conditions. This is a promise to pay in a certain number of days, after ac-cepting the documents, usually for a term of between 30 and 180 days. D/A terms are more secure than open account because the transaction and receipt of goods are evidenced by a nego-tiable instrument. It is much easier to enforce a financial instrument than an account receiv-able, which must be proven to the courts. However, a sharp increase in risk over D/A oc-curs because the importer now has the goods, and the exporter only has a promise to pay. The bank has no responsibility to collect the funds on or after the due date. Both your bank and the foreign bank are purely agents for transmittion and collection. They have custody of large volume of monetary items, which makes them vulnerable to misappropriation and fraud. They therefore need to establish formal operating procedures, well defined limits for individual discretion rigorous system of internal control. Banking organiza-tions engage in a large volume and variety of transactions. This necessarily requires complex accounting and internal control system and widespread use of electronic data processing. Bank-ing organizations often assume significant commitments without any transfer of funds. These items may not involve accounting entries and consequently the failure to record such items may be difficult to detect. And most importantly, the failure of a bank, unlike most commercial firms, affect more than the fortunes of its shareholders and creditors, and may destabilized the whole economy.Effective supervision of banking organizations is an essential component of a strong eco-nomic environment in that the banking system play a central role in making payments and mobi-lizing and distributing savings . Strong and effective banking supervision provides a public good that may not be readily available in the marketplace. Along with effective macroeconomic poli-cy , it is critical financial stability in any country . While the cost of banking supervision is in-deed high, the cost of poor supervision has proved to be even higher. For all these reasons, banks throughout the world are generally accorded a higher degree of official , supervision and regulation than other types of businesses . At the same time , banks are also provided with important elements of official protection . For example , the central bank usually acts as a lender of last resort to protect commercial banks against a temporary liquidity drain. This protection is an important component of the official safety net bankstopping the banking system. Another major aspect of that safety net takes the form of deposit insurance fund to guarantee bank depositors that they will get their money back in the event of a bank failure .71. Why should banks need to establish formal operating procedures?A. The supervisory authorities require them to do so.B. The shareholders expect a reasonable return on their investment.C . SALLIE KRAWCHECKCEO of Citigroups new Smith Barney unitAS A TRACK STAR in high school, Sallie Krawcheck ranked among her states best at the high jump. But she hasnt jumped for anyone since, and her unshakable independence has propelled her career on Wall Street to heights unimaginable to a girl coming of age in Charleston, S.C., in the 1970s. Then, Krawcheck--always an outstanding student--thought mostly of cheerleading and "dating the coolest boy," she acknowledges. "She was in danger of becoming terminally cute," recalls her high school guidance counselor, Nancy Wise, who recognized Krawchecks potential early and stoked her business ambitions. Today Krawcheck, 37, is one of the most powerful women in the corporate world and a rising star. How far she climbs depends on how well she meets her latest challenge: closing the credibility gap at financial-services giant Citigroup, after government inquiries put a cloud over the firms reputation--and its stock. Krawcheck was hired in October from the independent stock-research firm Sanford C. Bernstein (where she was CEO) to be Citis designated savior. Citigroups proud CEO, Sanford Weill, personally wooed her, reorganizing a large chunk of Citi around her. Krawcheck is now CEO of a reconstitutedSmith Barney, which encompasses Citis stock-research andretail-brokerage operations. This large stage leaves Krawcheck outwardly undaunted. Shes relaxed and confident, with a self-deprecating sense of humor. She says shes "incredibly insecure," and has had nightmares in which she fails to win the respect of her new colleagues. But this soft-spoken humility belies a toughness present from the start. Daughter of a lawyer and sister of three more, Krawcheck learned early on to substantiate her assertions--or keep quiet."It used to get quite interesting around the dinner table," says her father Lenny, who practices law in Charleston. "Politics, relationships--you name it. It was every man for himself and awful tough to make your point." Jokes Sallie: "None of us could get a friend to come over for dinner."Krawcheck earned a journalism degree from the University of North Carolina and an M.B.A. from Columbia University. She went to work at Salomon Brothers but soon moved to Donaldson, Lufkin Jenrette, where she met her husband Gary Appel. In 1994 Krawcheck moved to Bernstein and dived into stock research. She began covering financial-services firms in 1997 and immediately became the most influential analyst in that field. During those years, Krawcheck earned Weills ire--and respect when she was later proved correct--by dwelling on the pitfalls of Weills acquisition of Salomon~~~~~~~~By Daniel Kadlec Time; 12/2/2002, Vol. 160 Issue 23, p52, 1/2p, 1c注(1):*选自Time; 12/2/2002, p52, 1/2p, 1c;注(2):*习题命题模仿对象2003年真题Text 2;1.
