什么是清洁发展机制及CDM项目清洁发展机制,简称CDM(Clean Development Mechanism),是《京都议定书》中引入的三个灵活履约机制之一。
根据“共同但有区别的责任”原则,已完成工业革命的发达国家应对全球变暖承担更多的历史责任,因此,《京都议定书》只给工业化国家制定了减排任务,但没有对发展中国家作这个要求。
按其规定,发达国家缔约方为实现温室气体减排义务,从2005年开始至2012年间必须将温室气体排放水平在1990年的基础上平均减少5.2%,由于发达国家减排温室气体的成本是发展中国家的几倍甚至几十倍。
发达国家通过在发展中国家实施具有温室气体减排效果的项目,把项目所产生的温室气体减少的排放量作为履行京都议定书所规定的一部分义务。
一方面,对发达国家而言,给予其一些履约的灵活性,使其得以较低成本履行义务;另一方面,对发展中国家而言,协助发达国家能够利用减排成本低的优势从发达国家获得资金和技术,促进其可持续发展;对世界而言,可以使全球在实现共同减排目标的前提下,减少总的减排成本。
因此,CDM是一种双赢(Win-Win)的选择。
一、CDM规定减排的温室气体CDM规则当中包含的温室气体有:CO2(二氧化碳)、CH4(甲烷)、N2O(氧化亚氮)、HFCs(氢氟碳化物)、PFCs(全氟化碳)、SF6(六氟化硫)。
其中排放一吨CH4相当于排放21吨CO2、排放1吨N2O(氧化亚氮)相当于310吨CO2,排放一吨HFCs(氢氟碳化物)相当于排放140-11,700吨CO2。

CER购买协议(企业和购买方)4. CER提交时间安排(企业)5. 项目批准书(政府主管部门)在准备基准线研究报告和对其进行核准时,基准线研究单位、核准单位以及CER购买方都会到项目现场考察项目的准备和实施情况。
项目单位应积极配合,做好准备工作,尽量将有关材料以书面的形式准备好,必要的要翻译成英文,以便节省时间,提高效率,减少费用。
项目中标或谈判成功后,双方便可签定CERs购买合同。
需要指出的是不同的购买方在不同的项目下可能会有不同的要求,并没有统一的标准可以遵循。

明
我办为了规范cdm项目申报材料的文本格式,提高项目评审与管理工作的效率,避免为申请单位造成不必要的重复工作,现对cdm项目申报材料要求的文本格式做出说明,凡在本说明公布之日后申报的cdm项目,其各项申报材料的文本格式都必须符合如下要求: (一)清洁发展机制项目申请函
按照中国清洁发展机制网上公布的文本格式,中文字体采用宋体小三号,数字与英文字体采用times new roman小三号.申请函最好使用申请单位的标准文案纸进行打印;
(二)清洁发展机制项目行政许可申请表
按照中国清洁发展机制网上公布的文本格式,中文字体采用宋体五号,数字与英文字体采用times new roman五号;
(三)清洁发展机制项目设计文件;
项目设计文件的中文版本必须符合中文的行文规范,字迹清晰.段落首行缩进两个字符,正文字体采用宋体四号,适当行距,数字与英文采用times new roman四号,文中出现的编号必须整齐一致;

CDM项目开发步骤和流程一个CDM项目,其开发运行过程大体可分为以下8个步骤,每一个步骤中又有诸多具体工作:一、CDM项目开发前期工作1、项目调研和识别(1)项目基本信息(项目类型、规模、投资、实施计划等);(2)项目进展情况?是否符合国家发展战略和产业政策?是否可以在没有CDM 先期投入下进行建设?(3)项目是否能够产生温室气体减排?(4)有无适用于项目方法学?(5)CDM开发是否经济可行?(6)有何开发障碍和风险?排除举措?(7)搜集项目文件(可行性研究报告、核准批复等)。
2、同项目业主形成共识,达成合作开发CDM项目合作协议(1)帮助业主了解CDM意义、要求、开发流程、开发成本和收益;(2)签定合作开发协议,明确双方责任、利益;(3)制订开发计划,组成工作机构,确定负责人、联络人员。
3、协助业主向国家发改委气候司进行CDM项目开发备案。
4、编制项目设计文件要点(PIN),发布项目信息,寻找发达国家CDM合作方。
5、协调业主同发达国家合作方(碳资产公司)签署合作开发CDM项目协议(核证减排量转让协议)。
二、研究项目,编制CDM项目设计文件(PDD)1、协助业主进行利益相关方意见征询。
2、审阅项目可行性研究报告、环境影响评价报告(表),提请业主在编修上述文件时重视阐述和细化以下方面内容:(1)CDM在项目决策过程中作用;(2)项目对减排温室气体、保护环境、可持续发展贡献;(3)能源价格、基准收益率等重要数据采用依据;(4)CDM收益对项目经济可行影响;(5)建设内容中监测设备安装。

The description should clearly explain how the same types and levels ofservices provided by the project activity would have been provided in the baseline scenario.The baseline scenario can be described with a lower level of detail in case it is not an existing facility, i.e. in case it is derived from a hypothetical facility that would have been built in the absence of the proposed project activity and for which no historical data is available.Finally, avoid adding information, which is not essential to understanding the purpose of the project activity and how it reduces greenhouse gases emissions. Information related to equipments, systems and activities that are auxiliary to the main scope of the project activity and do not interfere directly or indirectly with emissions of greenhouse gases and/or with mass and energy balances in the project activity should not be included.information on sources of public funding for the project activity from Parties included in Annex I, which shall provide an affirmation that such funding does not result in a diversion of official development assistance and is separate from and is not counted towards the financial obligations of those Parties. Illustrate in a transparent manner all data used to determine the baseline scenario (variables, parameters, data sources etc.), preferably in a table form.Provide a transparent and detailed description of the identified baseline scenario, including a description of the technology that would be employed and/or the activities that would take place in the absence of the proposed project activity.Please note that this section and Section B.5 are complementary. Some of the steps undertaken here may overlap with the steps undertaken in Section B.5 depending on the procedures used to select the baseline scenario and demonstrate additionality. If the “Combined tool to identify the baseline scenario and demonstrate additionality” is used, the same information need not be replicated in both sections.>>Explanation of how and why this project activity is additional and therefore not the baseline scenario in accordance with the selected baseline methodology. Where the procedure involves several steps, describe how each step is applied and transparently document the outcome of each step. Where the barriers are involved in demonstrating additionality, only select the (most) relevant barriers. Explain and justify key assumptions and rationales. Provide relevant documentation or references. Illustrate in a transparent manner all data used to assess the additionality of the project activity (variables, parameters, data sources etc.), preferably in a table form.If the starting date of the project activity is before the date of validation, provide evidence that the incentive from the CDM was seriously considered in the decision to proceed with the project activity. This evidence shall be based on (preferably official, legal and/or other corporate) documentation that was available at, or prior to, the start of the project activity.In such cases project proponents shall provide an implementation timeline of the proposed CDM project activity. The timeline should include, where applicable, the date when the investment decision was made, the date when construction works started, the date when commissioning started and the date of start-up (e.g. the date when commercial production started). In addition to this implementation timeline project participants shall provide a timeline of events and actions which have been taken to achieve CDM registration, with description of the evidence used to support these actions. These timelines will allow the DOE to assess the serious consideration of the CDM in the project decision making process and project implementation.Please note that this section and Section B.5 are complementary. Some of the steps undertaken here may overlap with the steps undertaken in Section B.5 depending on the procedures used to select the baseline scenario and demonstrate additionality. If the “Combined tool to identify the baseline scenario and demonstrate additionality” is used, the same information need not be replicated in both sections.Explain how the procedures, in the approved methodology to calculate project emissions, baseline emissions, leakage emissions and emission reductions are applied to the proposed project activity. Clearly state which equations will be used in calculating emission reductions.Explain and justify all relevant methodological choices, including:−where the methodology includes different scenarios or cases, explain and justify which scenario or case applies to the project activity (e.g. which scenario in ACM0006 is applicable);−where the methodology provides different options to choose from (e.g. which methodological approach is used to calculate the “operating margin” in ACM0002), explain and justify whichoption is chosen for the project activity;−where the methodology provides for different default values, explain and justify which of the default values have been chosen for the project activity.This section shall include a compilation of information on the data and parameters that are not monitored throughout the crediting period but that are determined only once and thus remains fixed throughout the crediting period AND that are available when validation is undertaken. Data that becomes available only after validation of the project activity (e.g. measurements after the implementation of the project activity) should not need to be included here but in the table in section B.7.1.This may includes data that is measured or sampled, and data that is collected from other sources (e.g. official statistics, expert judgment, proprietary data, IPCC, commercial and scientific literature, etc.). (1)项目的一般性说明

同时,简要说明建议的清洁发展机制项目将如何实现温室气体减排,估计年减排量以及说明减排的环境额外性和项目资金来源的额外性。
(2)基准线方法
参照UNFCCC(UnitedNationsFrameworkConventiononClimateChange)清洁发展机制网址提供的经核准的基准线方法名称和参考文献清单,说明本项目所选择的基准线方法和理由及其具体应用。
如果建议新的基准线方法,则要填写新基准线方法的申请表格。
进一步说明为什么本项目温室气体排放量减少到低于基准线的排放水平,说明该项目的边界是如何定义的,从而解释为何本项目减排量是额外的。
(3)项目活动期限和减排额计入期
清洁发展机制执行理事会为每个具体清洁发展机制项目提供两种可供选择的核算项目活动期限和减排额计入期的方法:a、可更新的计入期(可更新两次,每期最长7年,每次可以更新基准线):要求每次提供减排量计入期的开始和计入期长度,或视情选择;b、固定的计入期(只有一期,最长10年,不更新基准线):要求提供减排量计入期的开始日期和计入期长度。
(4)监测方法和计划
项目参与方需要提供合适的监测方法和计划以及详细的监测报告,以便估计或测量项目边界内产生的排放量,确定基准线和识别项目边界外的排放量净变化。
监测计划还应提供监测数据的质量控制(QC)和质量保障(QA)程序,独立的经营实体将核实所提供的信息以及数据质量的精确性、可比性、完整性和有效性。

1、项目应符合中国的法律法规和可持续发展战略、政策,以及国民经济和社会发展规划的总体要求。
2、符合《公约》、《议定书》和有关缔约方会议的决定。
3、实施清洁发展机制项目不能使中国承担《公约》和《议定书》规定之外的任何新的义务。
4、发达国家缔约方用于清洁发展机制项目的资金,应额外于现有的官方发展援助资金和其在《公约》下承担的资金义务。
5、清洁发展机制项目活动应促进有益于环境的技术转让。
6、清洁发展机制项目必须由中国境内的中资、中资控股企业开展。
