职培训、引入竞争激励机制;。三是应努力优化民办高校师资队伍建设的政策环

境,切实履行《民办教育促进法》,保障教师的合法权益、完善师资配置的市

场机制、建立民办高校教师职称评审制度、强化政府对民办高校的扶持与资助、

落实民办高校教师社会保障制度;最后强调指出应完善民办高校内部各项管理

制度,优化选拔聘用机制、建立绩效评价体系、创新师资培训机制、健全权益

保障机制。

Abstract:Withthreedecadesofreformandopeningup,China’Sprivate

higheruniversitieshaveexperiencedthedifficulthistory,fromweaktostrong,

progressivedevelopmentandexpansion,anditsbringingupimpetusthe

revolutionaryehangementofChina'shighereducationsystemstrongly.Asa necessarycomplementofChina。Shighereducation,privatehigheruniversitiesplay anmoreandmoreimportantroleinthesefactorssuchasmeetingtheeducational

needsofthediversityofsociety,.moreefficientuseofeducationalresources,

increasedtheinvestmentofeducation,aswellasmorepersonnelrequirements,etc.

However,withtherapiddevelopmentofprivatehigheruniversities,itresultin

manyproblemsandcontradictions,especiallyithasbecomethehinderofits furtherdevelopmenthealthyandorderlythattheprot;lemsintheconstructionof

teachingstaff,thus,itattractedmuchattentionthathowtomaketheconstruction

ofteachingstaffacceleratlyinordertopromotebetterdevelopmentofprivate

universities.

Inthispaper,inthebasicofelaboratingthesignificanceandtheconceptof

teachingstaffconstructionofprivatehigheruniversitieswiththebasicof

managementtheorysuchashumancapitaltheory,therequiredleveltheoryandetc, itanalyzedthecurrentsituationforteachingstaffconstructionofChina’Sprivate

higher.universities,andpointedoutthatitexistedmanyproblemsinteachingstaff constructionofChina’Sprivatehigheruniversities,suchaslackingofnumberof

teachersandstableSOUrCeSforteachersirrationalstructure;mobilityistoolarge;a

seriouslackof‘‘DoubleType’’teachers;receivingcontinuingeducationdifficultly;
