The Law of the People's Republic of China on the n of the nal
Common Language and Script

Chapter I General ns
Article 1 In order to promote the n。n。and healthy
development of the nal common language and script。make them
play a better role in social life。promote economic and cultural
exchanges among all ethnic groups and ns。XXX。this Law is
formulated.
Article 2 The nal common language and script referred to in
this Law are Putonghua (Mandarin) and standardized Chinese
characters.
Article 3 The XXX.
Article 4 Citizens have the right to learn and use the nal
common language and script。The state XXX to learn and use the
nal common language and script。Local people's governments at
all levels and their XXX. Article 5 The use of the nal common language and script
should be XXX nal dignity。promoting XXX。XXX.
Article 6 The state promulgates standards and ns for the nal
common language and script。manages the social n of the nal
common language and script。supports the teaching and scientific
research of the nal common language and script。and promotes
the n。enrichment。and development of the nal common language
and script.
Article 7 The state rewards ns and individuals who have XXX
to the cause of the nal common language and script.
Article 8 All ethnic groups have the freedom to use and
develop their own languages and scripts。The use of minority
languages and scripts shall be based on the XXX。the Law on
XXX。and other laws.
Chapter II Use of the nal Common Language and Script
Article 9 XXX agencies。XXX.
Article XXX as the basic language and script for n and
teaching。XXX through Chinese language courses。The Chinese
language textbooks used shall comply with the standards and ns of
the nal common language and script. Article 11 XXX of the nal common language and script。If
foreign language scripts are needed in Chinese-language ns。necessary ns shall be made using the nal common language and
script.
Article 12.XXX language。The use of XXX.
Article 13 Public XXX as the basic service script。If foreign
scripts are used on signs。advertisements。notices。or signboards
in public service industries。XXX shall also be used。The use of
Putonghua as the service language in public service industries is
encouraged.
Article 14 In the following ns。the nal common language and
script shall be used as the basic language and script:
1) Broadcasting。film。and n language and script;
2) Facility scripts in public places;
3) Signage and advertising scripts;
4) Names of enterprises and public XXX.
第十五条规定，信息处理和信息技术产品中使用的国家通用语言文字必须符合国家规范和标准。
第十六条规定了可以使用方言的情形，包括国家机关工作人员执行公务时确需使用的，经XXX部门或省级广播电视部门批准的播音用语，戏曲、影视等艺术形式中需要使用的，出版、教学、研究中确需使用的。
第十七条规定了可以保留或使用繁体字、异体字的情形，包括文物古迹、姓氏中的异体字、书法、篆刻等艺术作品、题词和招牌的手书字、出版、教学、研究中需要使用的、经国务院有关部门批准的特殊情况。
第十八条规定国家通用语言文字以《汉语拼音方案》作为拼写和注音工具，并用于汉字不便或不能使用的领域。初等教育应当进行汉语拼音教学。
第十九条规定了以普通话作为工作语言的岗位工作人员应当具备说普通话的能力，播音员、节目主持人和影视话剧演员、教师、国家机关工作人员的普通话水平应当分别达到国家规定的等级标准，并对尚未达到国家规定的普通话等级标准的情况进行培训。
第二十条规定对外汉语教学应当教授普通话和规范汉字。
第三章规定了管理和监督的内容，国家通用语言文字工作由国务院语言文字工作部门负责规划指导、管理监督，国务院有关部门管理本系统的国家通用语言文字的使用，地方语言文字工作部门和其他有关部门管理和监督本行政区域内的国家通用语言文字的使用，县级以上各级人民政府工商行政管理部门依法对企业名称、商品名称以及广告的用语用字进行管理和监督。
此外，第二十四条规定国务院语言文字工作部门颁布普通话水平测试等级标准，第二十五条规定外国人名、地名等专有名词和科学技术术语译成国家通用语言文字，由国务院语言文字工作部门或者其他有关部门组织审定。最后，第二十六条规定违反本法第二章有关规定，不按照国家通用语言文字的规范和标准使用语言文字的公民可以提出批评和建议，而本法第十九条第二款规定的人员用语违反本法第二章有关规定的，有关单位应当对直接责任人员进行批评教育；拒不改正的，由有关单位作出处理。 城市公共场所的设施和招牌、广告使用的文字必须符合本法第二章的规定。如果不符合规定，有关行政管理部门将责令改正。如果不改正，将受到警告并督促限期改正。
如果违反本法规定，干涉他人研究和使用国家通用语言文字，有关行政管理部门将责令限期改正，并予以警告。
附则第二十八条规定，本法自2001年1月1日起施行。
