《青海省人民政府取消下放和暂缓实施的行政审批等事项目录》已经2016年2月15日省人民政府第57次常务会议审议通过，现予公布，自公布之日起施行。

录
（共186项）。
进入二十一世纪后,全球已处于“科技进步超速化，经贸活动全球化，技术信息产权化，游戏规则国际化"的时代,市场的竞争已经从产品的竞争步入更高级的标准竞争，谁掌握了先进的 标准，谁就掌握了未来的市场。
坊间经常流传“一流企业做标准，二流企业做品牌，三流企业做 产品”,这是全球经济一体化时代中企业升华的阶段性模式。
这充分表明有能力制定标准在一个 企业的发展中的重要意义。

3、向社会征集的项目提案的处理行业部门、全国专业标准化技术委员会和省级质量技术监督局对报送的标准计划项目进行审核和协调后，通过网站提交方式报送国家标准化管理委员会。
行业部门、全国专业标准化技术委员会和省级质量技术监督局凭用户名和口令，登录“国家标准制修订管理信息统“填报：标准项目建议书+标准草案。
向社会征集的项目提案，由国家标准委委托有关部门对国家标准制修订计划项目提案进行可行性研究，并做出是否采纳的决定。
对被采纳的，由国家标准委给予项目提案单位或个人答复，并委托有关行业主管部门或技术委员会提出国家标准制修订计划项目立项建议。
标准制定（一）标准起草1、经标准化技术委员会及分标委确认的标准起草单位应当制定标准工作计划，成立标准起草小组，并确定专门人员负责标准的起草工作。
