In cases where more than onecode, regulation or standard apply to the same condition, the most stringent shall befollowed. In the event of a conflict between this specification and other specifications orcorrespondence, the OWNER/CPECC shall be consulted and a ruling, in writing, shall beobtained before any work is started.∙API Spec. 12F - Shop Welded Tanks for Storage of Production Liquids∙Guide for Inspection of Refinery Equipment, Chap. XIII - Atmospheric and Low-Pressure Storage Tanks∙Regulations, Codes and Statutes of Authority having jurisdiction in location of installation∙ASTM A194 Class 2H NUTs for Sweet Service∙API Std 2000 - Venting Atmospheric and Low-Pressure Storage Tanks∙API Std 650 - Welded Steel Tanks for Oil Storage∙API Std 2550 - Method For Measurement and Calibration of Upright Cylindrical TanksDEPARTMENT:ENGINEERING2.2 The following General Specifications shall be used in conjunction with this specificationwhere applicable:∙SD-AB-E-MA-SP-7002 Equipment Welding∙SD-AB-E-MA-SP-7014 Piping Material∙SD-AB-E-MA-SP-7007 Insulation∙SD-AB-E-MA-SP-7008 Above-ground pipeline and equipment coatingmaterial in stations∙SD-AB-M-CO-CI-0001 Civil construction procedure2.3 Any deviation from this specification shall be approved, in writing, by OWNER/CPECC.Such written approval shall be obtained prior to the commencement of any work whichwould constitute such a deviation.3.0 DEFINITIONS3.1 OWNEROWNER means the Consortium, comprising China National Petroleum Corporation,PETRONAS Carigali Overseas Sdn Bhd, State Petroleum Corporation and SUDAPETLimited (SUDAPET), and its agents or designated representatives including OGPTechnical Services Sdn Bhd or any of their assigns.3.2 CPECCCPECC means China Petroleum Engineering & Construction Corporation, the contractorof MUGLAD BASIN OIL DEVELOPMENT PROJECT, EPC II PIPELINE SYSTEM –SEGMENT A & B.3.3 SupplierSupplier means the company that provides the equipment or materials toDEPARTMENT:ENGINEERINGOWNER/CPECC for this project.3.4 WorkmanshipWork shall be carried out in accordance with code requirements and industry standardsfor good workmanship.4.0 DESIGN4.1 Design TemperatureDesign Temperature of diesel fuel tanks, diesel day tanks and treated water tanks shall bespecified as 100C~500C. Design Temperature of sump tanks shall be specified as250C~750C.4.2 Corrosion AllowanceCorrosion allowance shall be specified as 1.6 mm.4.3. Tell Tale Holes4.3.1 Reinforcing PadsTell tale hole, 1/8" NPT, shall be provided as follows:One hole in all single piece reinforcing pads. Where pads are split, each section shall have one hole.4.3.2 Closed-In AreasThe lower part of reinforcing pads or closed in areas shall be left open to provide a tellDEPARTMENT:ENGINEERINGtale hole.4.4 Nozzles and Manways4.4.1 Weld Seams and Plate JointsNozzles and manways shall not be made in weld seams, nor shall reinforcement padsoverlap plate joints.4.4.2 Manway SizeManways shall be a minimum size of 24".4.4.3 Nozzle TypeNozzles 2" and larger shall be seamless long welding neck flanges or seamless pipe withwelding neck flanges. Slip-on only on manways.4.4.4 Threaded ConnectionsConnections 1-1/2" nominal pipe size and smaller shall be threaded except where flangedinstrument connections are specified and shall be at least equivalent to 3,000 psi forgedsteel couplings on half couplings.4.4.5 Minimum SizeConnections shall be a minimum of 1" with the fittings at least equivalent to 3,000 psiforged steel and the pipe schedule 80 minimum to the first valve. For internally coatedtanks, the minimum connection size shall be 2” flanged.4.4.6 Connection Wall ThicknessNozzles, handholes, and manway connections shall have a minimum wall thicknessDEPARTMENT:ENGINEERINGequivalent to extra strong pipe.4. 4.7 Nozzle ProjectionThe projection of nozzles and manways from the tank shall be measured from the outsideof the tank of the flange face, not be less than dimension B as shown in Table 1. Wherethe vessel is externally insulated, dimension B shall be increased by the thickness of theinsulation.TABLE 14.4.8 Maintenance and handling RequirementsLifting lugs shall be provided.4.4.9 Holes in PlatesHoles shall not be cut in plates for erection purposes.4.5 Dipping, venting, relief and vacuum openingsThe size and location of dipping, venting, relief and vacuum openings, if required, shallbe addressed in relevant Data sheet.4.6 SupportsThe supports of diesel fuel tanks shall be saddles. The supports of diesel day tanksDEPARTMENT:ENGINEERINGshall be columns. The sump tanks and treated water tanks shall be flat bottom.4.7 Wind girdersWind girders shall not need.4.8 Heating requirementThe sump tanks shall be heated by Heating trace.5.0 MATERIALS5.1 PipePipe shall be in accordance with SD-AB-E-MA-SP-7014 Piping Material.5.2 Bolts and NutsBolts and nuts for atmospheric storage tanks shall conform to:∙ASTM A 193 Gr. B7 complete with ASTM A 194 Class 2H nuts for sweet service∙ASTM A 193 GR. The edge formed by circumferential butt-welding joints of cylinder, shall be measured by steel straightedge which has a length of minimum 300 mm, the E shall not exceed the value mentioned above (shown as Figure 6.1.3).DEPARTMENT:ENGINEERINGFigure 6.1.3.aFigure 6.1.3.b6.2 Rectangle tanksRectangle tanks include sump tanks, diesel day tanks.6.2.1 Shell plateThe dimensional tolerance of shell plate in edge length shall not exceed±2mm, diagonalline length shall not exceed±3mm;6.2.2 FabricationThe shell plate (including side wall and bottom plate) shall be reinforced byreinforcement in order to reduce concavity and convex of shell plate. The concavity andconvex shall not exceed 10mm.DEPARTMENT:ENGINEERING6.3 Vertical cylindrical fixed roof tankThis type tank includes treated water tanks.6.3.1 ShellThe butt welding shall be applied in shell, misalignment in completed shell shall notexceed 0.5mm for the longitudinal and circumference welding, and the continue lengthof misalignment area shall not exceed 100mm.The dimensional tolerance of shell plate in edge length shall not exceed±2mm, diagonalline length shall not exceed±3mm;The Concavity and convex of shell surface shall not exceed 10mm.The height tolerance shall not be exceed the 0.5 percent of the total height, the verticalityshall not be exceed 0.4 percent of the total height, and not exceed 50mm.6.3.2 BottomThe tank bottom shall be flat, lap joint shall not be acceptable.The Concavity and convex of bottom surface shall not exceed 2 percent of thedeformation length, and not exceed 50mm after welding.6.3.3 Fixed roofConic roof shall be applied, lap joint shall not be acceptable.The tolerance shall be accordance with 6.1.1 conic head.6.3.4 StairwayDEPARTMENT:ENGINEERINGStairway shall be necessary for vertical cylindrical fixed roof tank, and the dimensionshall be accordance with APPENDIX D of API Spec. 12F Shop Welded Tanks forStorage of Production Liquids.7.0 FABRICATION7.1 Welding7.1.1 Procedures and QualificationsWelding shall not be performed prior to CPECC's approval of procedures andqualifications. SD-AB-E-MA-SP-7002 Equipment Welding codes are a minimumrequirement.7.1.2 CleaningAll burns, projections of weld metal, weld scale and spatter shall be completely removed.7.1.3 For internally coated tanks, lap welding is not permitted for surfaces to be internallycoated. Internal surfaces and welding shall be free of sharp corners and porosity.7.2 Coating7.2.1 Surface preparation and coating shall conform to SD-AB-E-MA-SP-7008 Above-groundpipeline and equipment coating material in stations.7.2.2 Internal Coating as per SD-AB-E-MA-SP-7008 Above-ground pipeline and equipmentcoating material in stations.7.3 InsulationThe diesel fuel tanks and diesel day tanks shall be insulated in accordance withDEPARTMENT:ENGINEERINGSD-AB-E-MA-SP-7007 Insulation.8.0 STRUCTURAL/FOUNDATION8.1 Specifications and Codes∙All structures shall conform to SD-AB-M-CO-CI-0001 Civil construction procedure.8.2 Ladders, Platforms and RailingsThe Supplier shall meet the requirements of APPENDIX D of API SPEC. 12F.8.3 Foundation∙Foundation design shall be in accordance with SD-AB-M-CO-CI-0001 Civil construction procedure9.0 INSPECTION AND TESTING9.1 General(a) Supplier is responsible for inspection and testing but the OWNER/CPECC reservesthe right to inspect the tanks at any time during fabrication to ensure that materialand workmanship are in accordance with the governing codes and thisspecification.(b) All materials shall have tracebility.(c) Supplier shall have CPECC approved manufacturing sequences, inspection andDEPARTMENT:ENGINEERINGtesting procedures.9.2 Radiographs(a) Radiograph shall be applied for butt welded joints. The length covered by RTshall not be less 20% of total length for long welding and shall be 100% forjunctions.(b) All radiographs taken during fabrication shall be available to OWNER/CPECC andOWNER/CPECC reserves the right to approve final radiographs and requestadditional radiographs.9.3 Hydrotesting and Other NDE9.3.1 The attachment welding around all nozzles and their reinforcements shall be inspectedby magnetic-particle method.9.3.2 The fresh water required for hydrotesting and the temperature of water for testing shallnot be lower than 50C.9.3.3 The pressure of hydrotesting shall be accordance with DATA SHEET. If not specifiedin DATA SHEET, the pressure shall be in accordance with API 12F, but tank shall be fullof water.9.3.4 When water is introduced into tank, the air staying in tank shall be removed throughventing, vent shall be installed on the top of tank and the outside surface of tank shall bekept dry during hydrotesting.9.3.5 The test pressure shall raise slowly, and after reaching the value specified, the pressureshall be kept for 1 hour. All joints and connections shall be inspected. If leakage arefound, the defects shall be repaired and hydrotesting shall be repeated again.9.3.6 After hydrotesting, water in tank shall be drained immediately, and tank shall be wipedby cloth to get dry.10.0 CLEANINGDEPARTMENT:ENGINEERINGAfter fabrication, all loose foreign material such as sand, scale, weld spatter and cuttingchips shall be removed from the inside and the outside. The supplier shall make a visualinspection to make sure that proper cleaning has been accomplished.11.0 CALIBRATION REQUIREMENTSThe calibration of atmospheric storage tanks shall be in accordance with API Std 2550Method For Measurement and Calibration of Upright Cylindrical Tanks.12.0 QUALITY AND RECORDING DOCUMENT REQUIRED TO SUBMIT12.1 An Inspection and Test Plan (ITP) shall be prepared by Supplier for tests required byspecifications or data sheets.12.2 Supplier shall conduct its standard shop tests, in addition to other specific tests required byspecifications or data sheets.12.3 Supplier shall record test results listed below and other test documentation. Supplier shallmaintain a record of shop test data for at least 18 months after date of shipment.Certified copies of test data shall be submitted to OWNER/CPECC.∙Hydrostatic or pneumatic test procedure∙Nondestructive test procedures∙Welding procedure for shop, field (if any) and repair welds;welder qualification∙Surface preparation and painting procedure (shop and fields)∙Repair procedure∙Code compliance certificate∙Hydrostatic test certificateDEPARTMENT:ENGINEERING∙Code data reports∙Test records for nondestructive testing∙Material test certificates∙Inspection and test plan∙Material test certificates (including impact testing)∙Calibration table13.0 EQUIPMENT TAGGINGEach complete tanks shall be provided with a corrosion resistant nameplate securelyattached to a bracket which is fixed to the tanks shell and so located that it is readilyvisible and accessible after installation. Insulated tanks should have one piece nameplatebrackets with enough projection to insulation by at least 25 mm.This nameplate shall contain the following data:(a) Manufacturer's name;(b) Manufacturer's serial numbers;(c) Year built;(d) Nominal capacity;(e) Erection and Operating weight;(f) Thickness of heads, cylinder, shell, bottom and side wall;(g) Corrosion allowance;(h) Design temperature;DEPARTMENT:ENGINEERING(i) Equipment number(j) Liquid typeThe equipment number of atmospheric storage tanks is shown as Table 13.0.14.0 PREPARATION FOR SHIPMENTThe shop fabricated tanks shall be dried and prepared for shipment in accordance withgood fabrication practices and applicable specifications.The shop fabricated tanks shall be packed in accordance with the sizing, structure,weight, shipment distance and transport pattern (by railway, highway, water and air), etc.The package shall be strong enough to withstand load and unload many times, and toarrive at destination safely.The shop fabricated tanks shall be shipped integrally, and may be shipped segmentally bythe limitation of transport. The means of segmentation shall be in accordance withcharacteristic of tanks and local transport regulations.The shop tanks to be shipped integrally or segmentally shall be(a) commonly packed barely;DEPARTMENT:ENGINEERING(b) cleaned and dried before shipment;(c) all nozzles shall be sealed by steel, wood, plastic or rubber cover board.
