And we began to see signs of economic recovery here at home, even as too many Americans are still struggling to get ahead.过去的一年我们国家遇到了很大的挑战也取得了很大的成就。

2014奥巴马新年贺词
奥巴马28日在西点军校演讲时宣称“美国必须领导世界,如果美国不行,别国也不行”,是对奥巴马执政以来外交疲软的辩解,奥巴马很希望在卸任前能在外交方面有所作为,但他的外交政策是建立在既要否定“布什主义”,保守又要保持影响力的基础上的,这基本是不可能的。
结果导致政策出现很多矛盾:从关键地点伊拉克撤军却又增兵次要点阿富汗、干涉叙利亚怂恿反抗却又不积极支持反对派等等。
奥巴马的理论是建立在美国具有强势领导,盟国甘当马前卒的基础上的,寄望于毫无代价的获取利益,这个想法太幼稚了,欧洲国家已经习惯了旧的政治经济换军事的平衡度量,对于过于冒险的投入谁也不会出头的,这在叙利亚问题上可以看出,同时奥巴马也缺乏军事勇气,很难在任期内形成所谓的“奥巴马主义”。
从奥巴马的演讲上可以看出,美国未来将有可能采取一些军事行动来支撑外交,而以奥巴马的性格看,更会以挑起冲突来制衡有取代美国领导地位可能的国家,在对俄、对华政策上都可以看到这一点。
目前看来,后者还是有一定效果的。
从这篇演讲中,我们可以看出美国对于“第一”的看重,即使是奥巴马这样的现实主义者,而他也同时给下一任美国总统留下了课题。
美国不允许其他国家挑战其领导地位的话,以前很少能如此听到,是虚张声势还是欲有所为?这对各国来说,都是处理与美关系的一个重要信号。
