I use the word hegemon without the negative connotation usually attached to it. A hegemon, in its neutral sense, simply means a superpower exercising dominant influence over other states. With such dominance, the hegemon sets rules and makes other states follow these rules through the work of a system of international institutions and international regimes which deliver public goods as well as rule enforcement. As such, a kind of order forms with the hegemon at the center playing the role of the highest authority, or quasi-government.The hegemonic order, like any viable order, are usually sustained by two pillars, namely power and legitimacy. The unmatched power of the hegemon is indispensable for the hegemonic order, as it secures the prestige, authority and force necessary for maintaining order. Power alone, however, makes no order; overwhelming power without legitimacy only leads to a reign of terror. Legitimacy makes the rules acceptable to all so that nations follow them willingly, a condition only from which a true order can result and last. The amount of legitimacy endowed in the system distinguishes a benign hegemony from a malicious one; and it distinguishes a responsible leader from a bullying thug.The legitimacy of a hegemonic order is defined in the following three terms: 1) the public goods provided by the hegemon and/or the system for the community, such as peace, security, free trade, environment protection, etc.; 2) multilateralism rather than unilateralism in decision-making, in which persuasion and consensus-building rather than coercion or even the use of force remain the normal way to settle disputes; and 3) the fairness of the rules and their enforcement, as embodied in the principle of equality and due process, and so forth. But the United States wants to keep that exclusive right of defining terrorism to itself so that it enjoys the liberty to call some people terrorists while some others "freedom fighters," even though their actions are same in nature. At issue here is whether any end can justify means of terror. Like in Yugoslavia, in order to reduce its own casualties, the U.S. chose to wage the war by air strike from high above, which necessarily increases the casualties of innocent civilians on the ground. In other words, the American forces saved the lives of their soldier at the expense of the lives of Afghan women, children and patients in hospitals. While the American officials have repeatedly expressed their mournfulness and outrage over the loss of American lives in the 9.11 attack, no one has shown the slightest sympathy, let alone remorse, over the loss of Afghan lives.Even when the U.S. officials admitted that the U.S. bombing killed dozens of innocent people in one operation by mistake, they refused to apologize. For those who believe American blood is worth more than other peoples’, this is never a p roblem. But for others, this does raise a question, again, about the legitimacy of the American hegemony.Since the 9.11 attack, the American foreign policy has become more and more assertive and aggressive. The U.S. policy makers and the public as well do not seem to realize that the greatest threat to the post-Cold War world order it wants to consolidate comes not from those it labeled as "rogue" or "terrorists" states but from its own power, or more precisely, its abuse of power. The U.S. may have enough power to subdue Iraq and other states on its "axis of evil" blacklist one by one, but can it subdue the whole world with sheer force? It’s America’s choice whether it wants a benign hegemonic order with legitimacy that may be stable and enduring, or a tyrannical hegemonic order without legitimacy that is bound to be chaotic and passing, and whether it wants to be a responsible leader or merely an unreasonable bully. For the rest of the world, the American hegemonic order is a given and they don’t have muc h choice about it, but they do have a choice to be a constructive partner or an uncooperatvie party, depending on what kind of order they have to live with.。
