后来历史的发展果如其言。
如何来解释史官们的这一类“神奇的”预测呢?其关键,是先秦史官对《周易》变化观精髓的理解和运用。
《周易》是一部谈事物变化的书。
前人称“易”有三义,即变易、简易、不易。
不少先哲认为:“易”之精义实为“变易”。
《说文解字》引《秘书》:“易”原为象形字,上日下月,日为阳,月为阴,阴阳交合变化成宇宙间万事万物,阴阳者,变化也。
《周易》之基本要素“爻”的意蕴、“卦”的构成方式、八卦及六十四卦之间的关系以及“十翼”对《周易》义理的阐述等,无不突出地表现出一种变化观。
从表面上看,周史所得出的两个结论是占筮的结果,其实,周史在为陈国占筮之前,已对陈、齐等国的历史和现状做了一定的了解,即“先人事而后说卦”,在此基础上,再依据《周易》的变化观去分析、推测其前景,就得出了这些结论。
知道了这个例子所蕴含的道理,就明白了先秦史官的易筮有时能较为准确地预测历史发展变化结局的奥秘。
先秦史官以《易》占筮,又表现出明显的局限性。
首先,以《易》占筮,凭蓍草这类植物去推断活生生的、千变万化的人事,从根本来说是难以成功的。
尽管有时占筮者在推断中也会结合对历史和现实的了解,但这类占筮法总体上笼罩在唯心主义、神秘主义的气氛之中,并非科学的方法。
其次,先秦史官的以《易》占筮,在具体操作上具有很大的主观随意性。
根据《左传》《国语》的记载,春秋时期人们讲《周易》要讲八项。

雅典城邦制度中“民”分为公民、自由人和奴隶,只有公民才是城邦的主人,具有选举权和被选举权。
更为值得思考的是,“民”之理论的变化也是政治制度变迁的重要原因和动力,现代民主政治制度产生的重要原因之一就是天赋人权、人是具有天赋权利的人等现代“民”之理论的形成,中国近现代政治制度变迁的重要特点也体现出“民”之理论的不断衍变,产生了包括国民、公民、新民、人民等表述“民”之不同内涵的词语,中国近现代的思想家们都把“民”之理论的重新诠释和解读放在建构新的政治制度的突出位置。

“生民”政治的涵义包含“生民之道”,儒家的“生民之道”在关注弱势群体生活上类似西方的福利政策,都要求通过政府干预来保障弱势群体的生活。
但西方新自由主义的福利政策面临保守主义的激烈批评,弗里德曼认为“福利计划会减少自由,一个社会把平等放在自由之上,其结果是既得不到平等也得不到自由”。
诺齐克认为“国家在最初产生时所履行的保护功能是唯一能被证明其合理性的功能,任何扩大政府职能的企图都会侵犯个人权利”。
保守主义者对福利政策的批评主要是其对自由的侵犯,这种自由是拥有财产的权利和自由,因为保障穷人的福利必然要向富人征税,而这是启蒙时期的契约论所没有规定的,无论是霍布斯、洛克还是卢梭,其契约论都是平等的人签订契约,这些平等的人是政治上平等的,没有考虑经济上的不平等。
这就为今天福利政策的提出留下了理论上的难题。

1946年,郑哲敏所在的工学院回到北京清华园。
