美国的移民历史和影响

随着交通和经济的发展,很多的中国人意愿移居到国外。而我们往往考虑的会是世界上比较强大的国家,经济发展的资本主义国家。我们提起世界上哪个国家比较强比较厉害,往往就会很自然的想到“一超多强”这个词,而美国这个“一超”的超级强国则更是我们第一位想要移居的国家。

对于美国,其实它的历史很短,但是仅仅在那么短的时间内,美国却成功的一跃成为世界上最繁荣强大的国家,不禁让我们思考,到底是什么能带给美国如此大的成功?理所当然的军事和经济政治发展是重大的原因,但是,我们不能忽略给美国能带来如此多种的影响的移民运动。

美国人口调查局公布的2009年美国人口族裔构成是:白人65%,拉丁美洲后裔16.5%,黑人12.9%,亚洲人4.6%,美国土著(美国印第安人和因纽特人)1.2%。由此看来,美国真的不愧为是被称作“种族大熔炉”的典型移民国家。

一、移民历史

从美国历史来看,自美国开国以来,美国移民政策经历了三个历史时期:自由移民时期,限制移民时期和移民限制松动时期。其中,二战后移民限制松动过程中所制订的《1965年移民和国籍法》对于现代美国尤为重要。该法奠定了当代美国移民政策的基石,构筑了之后各项新移民法的基本框架,而这个1965年移民法在美国移民史上有着里程碑式的意义。

被美国历史学家称之为“伟大的人类迁徙运动”的第一次移民高潮发生在1820年至1860年,这期间移民总数高达500万。移民主要来自西欧和北欧,其中爱尔兰人大约200万,德国人大约170万,还有大量被贩卖到美国的非洲黑奴。同时,移民中也有少数来自亚洲,主要是来美国淘金的中国人。

廉价而充足的劳动力与丰富的资金,是一个国家经济腾飞,实现工业化的两个重要前提。美国建国后,随着领土的不断扩张,成了一个地大物博但人口稀少的国家。正是大量移民的涌人,基本上解决了美国劳动力的不足,并带来大量的发展资金。

而第二次移民高潮是从1861年到1880年,约有500万移民来到美国。南北战争结束后,美国迎来了工业化的高峰期,对劳动力需求旺盛。为了吸引欧洲移民来美国,1864年,林肯总统游说国会通过了《鼓励外来移民法》。国务卿西沃德甚至向美国驻欧洲的外交官发出通告,要求他们把吸引欧洲移民作为一项最重要的外交任务来对待。为了从欧洲招募熟练工人来美国工作,一些企业还组团赴欧洲招聘。它们在欧洲许多报纸上刊登广告,印发小册子,对有移民愿望的欧洲人描绘美国诱人的前景。一些企业还对愿意移民美国的欧洲人提供所需的路费。

美国在19世纪末以前的移民政策是开放性的,因为那时美国处在开拓、起步阶段,对移民的技术水平、受教育的程度没有过高的要求。而19世纪末以后美国由农业国转变为工

业国,科学技术的发展,工业化水平的提高,已由传统工业转向大力发展新兴工业,对移民就有了新要求。

第三次高潮从1881年到1920年,移民人数猛增到2350万。这一阶段,美国政府多次立法,限制欧洲移民,排斥亚洲移民。来自英国、德国、瑞典等西北欧国家的“老移民”增长有限,但来自意大利、俄国等的东南欧国家“新移民”却增长迅速。

二、移民带来的影响

美国历史上的这三次移民潮不但对美利坚民族性格的形成产生了深刻影响,而且使得美国在短短一百多年里能够迅速崛起,取代英国成为世界头号经济大国,并为以后成为世界超级大国打下基础。可以说移民潮铸就了美国的强大。

1、经济方面。

美国的工业革命是从棉纺织业开始的。美国制造了新型纺织机,并仿照英国管理体制建立了纺织厂,成功的吸引了许多英国纺织工匠也移民美国,由此带动了美国棉纺织业的发展。

纺织工业的技术革命推动了其他工业部门,尤其是作为工业基础产业的钢铁业的技术革新和发展。而美国钢铁工业的建立与发展同外国移民特别是英国移民也有密切的关系。

农业资本主义的发展也与外来移民有密切关系。移民为农业的发展提供了必不可少的劳动力,从美国建国以来到1860年,外来移民超过500万人,这其中大量的是来自西欧、北欧的农民。1861--1900年。进入美国的移民达1400万人,他们中大量的人成为发展资本主义农业的劳动人手。移民在到达美国的同时,大量欧洲先进的农业生产方式、技术和工具也随之传人。作为最早实现农业机械化的国家,美国的许多农业机械都是由移民或移民后裔所发明。都极大地改变了美国农业落后的面貌,刺激了资本主义农业的迅速发展。从而为美国整个经济的腾飞奠定了坚实的基础。

作为国民经济发展先行官的交通运输业,特别是铁路事业的发展也同样得益于外来移民。正是移民的辛勤劳动,到19世纪末20世纪初,美国工业化迅速完成国民经济获得了惊人的发展。

外来移民为美国所带来的不仅仅只有劳动力和资金,更重要的是一颗颗充满着智慧的大脑以及大量先进技术也同时为美国所拥有。这对美国来说,就形成一种自然的,毫无代价的引进,从而避免了老牌资本主义国家所走过的弯路,推动了美国生产技术的发明创造与革新。

2、政治方面。

外来移民在促进美国政治民主上发挥了重大作用。例如18-19世纪,美国的下层白人移民及其后裔获得了选举权;20世纪妇女、黑人又相继取得政治权利。由此看来,美国今后的政治方向是更多有色族裔移民及其后裔分享权利,参与国家大小事务,是一个必然趋势。

3、社会文化方面。

不断涌人的外来移民继续丰富着美国文化,每个外来民族都会带来自己独有的文化特点,

所以美国的文化多元化的特色也是当今世界其他国家无一能比的。

综上所述,美国正是因为移民政策的不断修改从而使移民运动得到更好的发展,从而使美国真正的得到各方面的发展。我们完全可以说,外来移民不断为美国的社会、文化、经济的发展注入勃勃生机,促进了美国的发展;美国有今日那么强大的实力可以得益于外来移民。

当然,随着外来移民的增多,民族种族问题关系也更明显。当前的种族民族关系主要有五点。1,黑人反对种族歧视和压迫的斗争;2,一度濒临灭绝的印第安人;3,谨慎发展的亚洲人;4,“二等白人”----拉丁裔人;5,种族平等任重道远。从这五点看出,美国虽然是个强国,但是因国家人口结构组成复杂,从而导致的民族问题的严重却不容我们忽视。

黑奴贩卖到美洲,给美国发展提供了充沛的劳动力,但同时,黑人低下的身份等级就由此而定下来。从美洲第一个解放黑奴制度开始,黑人解放运动就不断地发展的,直至今日,依旧存在的黑人等级低下的观念,种族歧视的观点还是很严重的,至今为止,黑人还是坚持着反对种族歧视和压迫的斗争。

如同黑人一般,第一批亚洲人作为廉价劳动力登上了美洲大陆的舞台,而这里的亚洲人主要也指的是中国人。随着时代的发展,亚洲人在美国大陆上渐渐发展,但是还是存在着相当的民族间距,亚洲人在不“侵犯”美国利益的情况下慢慢的发展着。

移民运动给美国带来了巨大的发展,间距的成就了美国跨越成为世界第一大国,但是移民运动所遗留下的弊端和不足,仍然需要美国不断努力的去克服。

Young Goodman Brown is one of the best short fictions written by Nathaniel Hawthorne in 1835.
