News report says HK consumer council urges to complete laws and regulations on protecting online buyers from scammers.

The net is very convenient for online shopping, but it also provides a good and convenient platform for scammers to find victims.

Many online shoppers have unpleasant of be cheated by online shoppers. The HK Consumer Council is receiving a growing number of complaints from people who paid online but did not get the goods they expected. There were 439 such complaints last year - a 230 per cent rise from 2009.

The council wants the government to pass laws regulating the fast-growing online shopping industry and to protect consumers from scammers. There is one case complained that an overseas online shopper paid a HK$20,000 deposit for a lawnmower from a Hong Kong firm.

The lawnmower never arrived and the company vanished later. Neither the shopper nor the Consumer Council could contact the firm. The portal that hosted it refused to follow up the issue as they said they have posted exceptions clauses on the website.

The council warned online shoppers to take extra precautions before making a deal on the internet, and to avoid transactions involving large sums. It is recommended to pay through a reputable third party gateway rather than paying the seller directly.

Online shoppers should also buy things on reputable shopping sites with transaction records and ratings schemes.

Online shops can often be hard to trace and the council says it can only handle disputes that occur in Hong Kong or with Hong Kong companies. If a company is registered outside the city, it is very difficult for the council to mediate.

The council suggested that the government look into setting up stricter rules to regulate the industry.

Cyber shopping alert as gripes soar

HK consumer council said online shopping complaints surged 230 percent to more than 400 last year.

But half of the 439 complaints involved private transactions or companies registered outside of Hong Kong and not under the control of the mediators.

In one case, a businessman canceled a Bangkok hotel booking made through an internet portal after learning the package did not include breakfast. He received confirmation of the cancellation but later found the room rate was charged to his credit card.

Such complaints are common but no follow-up action can be taken by the council since the company was registered outside Hong Kong.''

It is suggested consumers should carefully study the terms of compensation before making a transaction. The council also advised consumers to avoid online transactions involving large sums of money - even through well-known internet shopping portals - as another case revealed that vendors may fraudulently register a fake company address.

One complainant did not receive a lawnmower he ordered after depositing HK$20,000 to the designated bank account of the seller. The portal declined to mediate the dispute and consumer council can not involve in the issue as the company is not registered within HK.

There are suggests the government could make use of digital certificates for online stores and sellers that provide credit ratings for reference.

The certificate could help consumers to trace online frauds as the information provided by sellers would be verified by a trusted third party.
