Who taught you speak English? Your parents, while you were a young child? Your teachers at school?Perhaps even the BBC as a grown-up. Whoever it was, somehow you have developed an understanding of what is rapidly becoming a truly global language.

There are now about 376 million people who speak English as their first language and about the same number who have learnt it besides their mother tongue. It is said there are one billion people learning English now and about 80% of the information on the Internet is in English.

Is this a good thing, or a bad thing? Should we celebrate the fact that more and more of us can communicate, using a common language, across countries and cultures? Or should we worry about the dangers of "mono-culturalism", a world in which we all speak the same language, eat the same food and listen to the same music?

Does it matter if an increasing number of people speak the same language? On the contrary (相反), I would have thought-although I have never accepted the argument that if only we all understood each other better, there would be fewer wars. Ask the people of India (where many of them speak at least some English) and Pakistan (the same situation with India)…

If we all speak English, will we then all start eating McDonald's burgers? Surely not. If English becomes more dominant (占主导地位的), it will kill other languages? I doubt it. When I travel in Africa or Asia, I am always surprised by how many people can speak not only their own language but also one or more other related languages, as well as English and perhaps some French or German as well.

When we discussed this on Talking Point a couple of years ago, we received a wonderfully poetic email from a listener in Ireland. "The English language is a beautiful language. Maybe it's like a rose," he said. "But who would ever want their garden just full of roses?"

Well, I love roses, and I think they make a beautiful addition to any garden. But the way I see it, just by planting a few roses, you don't necessarily need to pull out everything else. If more and more people want to plant English roses, that's fine by me.

Which comes first, happiness or money? Are richer people happier? And if so, how do people get much richer? A recent study could tell you the answer.

The study looked into thousands of teenagers and found that those who felt better about life as young adults tended to have higher incomes by the time they turned 29. Those who were happiest earned an average of $8,000 more than those who were the most depressed.

The researchers, from University College London and the University of Warwick, say that very gloomy teens, no matter how tall or smart they were, earned 10% less than their peers(同龄人), while the happier ones earned up to 30% more.

Happier teenagers have an easier time getting through school, college and a job interview, chiefly because they always feel better about life. It may also be true that happier people find it easier to make friends, who are often the key to homework help or networking.

A report in June suggested that professional respect was more important than dollars in terms of workplace happiness. In August scientists announced that they had found the gene for happiness in women, Alas (the same gene doesn’t appear to have the same effect on men). And in October researchers in the UK and in the US announced that people who eat seven portions of fruit and vegetables a day report being the happiest.

The big question is: if it really is true that happier kids end up being wealthier kids, is it necessary for parents to get their kids to do the homework? The fact is that no homework will make kids happy but surely hurt their grades. Studies do show, after all, that more education leads to better-paid jobs, which may give us a deep thought.

“These findings show that the teenagers’ happiness is important to their future success,” one of the report’s authors writes. “But what is the most important is that we should find a way to help children gain more satisfaction from doing schoolwork.”

文章编号:1001-3571(2004)05-0001-02 开滦的煤质现状及变化趋势 常春祥,王亚涛,孙翠芝 (开滦(集团)有限责任公司,河北唐山 063018) 摘要:对开滦赋存和生产的煤炭质量进行了研究总结,分析了各生产矿井的煤种变化趋势,并结合市场需求探讨了开滦煤质升级以适应销售的可行性。关键词:煤质分析;现状;趋势;配煤;可行性中图分类号:TD 94 文献标识码:A 收稿日期:2004-06-10 作者简介:常春祥(1957-),男,河北省昌黎县人,高级工程师。1982年毕业于中国矿业大学选矿工程专业,现任开滦集团有限责任公司煤炭质量检测中心主任。电话:0315-*******。 1 概述 煤炭作为我国主要能源,在相当长的时期内仍将占据重要地位。开滦煤是我国冶炼、化工和动力用煤的优良煤种,具备独特的优势,在120多年的煤炭生产销售中,开滦一直在全国煤炭行业占有举足轻重的地位。为更加适应市场,应在搞清开滦煤质现状及今后的变化趋势的基础上,充分发挥开滦煤种、地理等优势,优化产品结构,科学地组织配煤入选和销售。 2 开滦矿区煤田煤质概况211 矿区地质概况 开滦矿区各矿井分布于开平煤田和蓟玉煤田, 为古生界石炭、二桑系成煤,含煤面积670km 2。该矿区石炭、二叠系地层总厚度为490~530m ,含煤15~20层,煤层总厚度为20~28m ,含煤系数为3191%~5157%。煤系地层有两个系三个统,自下而上为:石炭系中统唐山矿组(含18~21煤层)、石炭系上统开平组(含13~17煤层)和赵各庄矿组(含11、12煤层)、二叠系下统的大苗庄组(含5~10煤层)和唐家庄组(含3、4煤层)。煤层主要位于煤系地层中部,赋存稳定,其中可采煤层7~8层,可采厚度大致在15m 左右。212 煤的变质程度 矿区所属两个煤田均属原地形成的腐植煤,是中等变质程度的烟煤。各矿井煤种依照变质程度由低向高依次为气煤、1 3焦煤、肥煤、焦煤,煤田深部有部分瘦煤。分析研究表明,该煤田是以区域变质为主,接触变质影响不大。21211 垂直分带上的煤质变化 在区域变质过程中,煤的变质程度沿煤系垂直 剖面由浅向深逐渐增高,煤的物理、化学和工艺性质随煤的埋藏深度的增加而发生变化,尤其是挥发分呈现规律性变化。法国学者希尔特提出:在地层大体水平的条件下,煤的挥发分随埋藏深度每加深百米降低213%。开滦矿区只有在钱家营矿井煤质垂直分带上的变化较为明显,该矿在同一地点不同层位上深度每增加百米,V daf 降低2161?;同一层位上不同深度每增加百米,V daf 降低1161?。表明同一地点不同层位较同一层位不同深度挥发分变化较大,符合希尔特定律。 21212 水平分带上的煤质变化 矿区内同一矿井不同煤层之间的变质差异较小,挥发分基本上没有差别。各煤层在水平方向上的变质程度略有差异,表现在矿与矿之间变质程度不同。荆各庄矿、东欢坨矿、林南仓矿、赵各庄矿巍山井煤的变质程度较低,V daf 一般在37?~45?之间;唐山矿煤的变质程度高一些,V daf 为32?~35?;依次变质程度增加的为赵各庄矿大井、范各庄矿,其 V daf 一般在32?左右;变质程度最高的为吕家坨矿、 林西矿和马家沟矿,其V daf 在23?~28?之间。3 生产矿井煤层煤种分析 以下为对矿区各生产矿井煤层多年来测试数据汇总分析的结果。 赵各庄矿东七、东九、东十二煤层V daf 一般为28?~33?,为36号肥煤,个别工作面V daf 值25? ~28?,为26号肥煤;西七煤层V daf 值34?~39?, 为气煤、1 3焦煤;西九、西十二煤层V daf 值31?~3915?,胶质层Y 值18~36mm ,为1 3焦煤、气煤、36号肥煤和气肥煤。 林西矿七、十二煤层以焦煤为主,部分工作面为26号肥煤;八煤层为焦煤;九煤层V daf 值27?~32?,胶质层厚度Y 值23~33mm ,以36号肥煤为 第5期2004年10月 选 煤 技 术COAL PR EPA RA T I ON T ECHNOLO GY N o 15 O ct 12004

开滦集团公司工程价款结算管理办法 第一章总则 第一条为进一步加强和规范建设工程价款结算,保证资金合理、有效使用,有效防范企业财务风险,促进集团公司建设项目健康发展,根据财政部、建设部制定的《建设工程价款结算暂行办法》和集团公司印发的《开滦集团公司内部控制制度》、《开滦集团公司招标管理办法》、《开滦(集团)有限责任公司关于严格工程建设程序管理的若干规定》、《开滦(集团)有限责任公司建设工程造价管理规定》、《开滦集团公司建设工程项目竣工决算审计实施办法》、《关于加强重大工程建设监督检查的暂行规定》等相关规定,结合集团公司实际,制定本办法。 第二条本办法适应于集团公司所属分公司及全资子公司的建设工程价款结算活动,控股公司要比照本办法制定本公司的建设工程价款结算办法。 第三条本办法所称建设工程,是指《建筑法》所规范的通过施工形式形成固定资产实体的各类建设工程,包括新建、改建(改造)、扩建、迁建、恢复等内容,其他工程项目价款结算可比照本办法执行。 第四条本办法所称建设工程价款结算(以下简称“工程价款结算”),是指对建设工程的发承包合同价款进行约定和依据合同约定进行工程预付款、工程进度款、工程竣工价款结算的活动。 第五条各级财务部门按照统一管理、分级负责的原则负责职责范围内工程价款结算的审查、复核与监督管理。 第六条建设工程项目的工程价款计量与支付活动,应当遵循合法、平等、诚信的原则,并符合国家相关法律、法规和政策规定。 第七条各单位应根据工程项目的特点,配备合格的专业技术(管理)人员办理工程项目业务,配备专门的会计人员办理工程项目会计核算业务,办理工程项目业务的专业技术(管理)人员及会计人员应当具备良好的业务素质和职业道德,熟悉国家法律法规、集团公司有关规定及工程项目管理方面的专业知识。 第二章工程合同价款的约定与调整 第八条发、承包单位在签订建设工程合同时,实行招标的工程合同价款的约定应由发承包双方按照招标文件、中标人的投标文件和中标结果通知书,及时订立书面合同(含协议)。所订立合同不得对招标文件和中标人的投标文件作实质性修改,合同价格必须与中标通知书中的中标价格相符,各方均不得再行订立背离合同实质性内容的其他协议。 不实行招标的工程合同价款在发、承包双方认可的基础上,依据审定的工程预(概)算书在建设工程合同中约定。 合同价款在合同中约定后,任何一方不得擅自改变。 第九条发、承包人应当在建设工程合同条款中对涉及工程价款结算的下列事项进行约定: 一、预付工程款的数额、支付时限及抵扣方式。 二、工程计量与支付工程进度款的方式、数额及时限。 三、工程施工中发生变更时,工程价款的调整方法、索赔方式、时限要求及金额支付方式。 四、发生工程价款纠纷的解决方法。 五、约定承担风险的范围及幅度以及影响价款调整的因素、调整方法。 六、工程竣工价款结算与支付方式、数额及时限。 七、工程质量保证(保修)金的数额(质保金比例一般应不低于工程价款结算总额的5%)、预扣方式及时限。 八、工期及工期提前或延后的奖惩办法。 九、与履行合同、支付价款相关的担保事项。 第十条发、承包人在签订合同时对于工程价款的约定,可选用下列一种约定方式: 一、固定单价。即工程量允许调整,综合单价在约定的条件内不予调整。在约定的条件外, 呕心沥血整理word1
