Many waste treatment technologies used in industrial countries cost millions of dollars and many developing countries can not pay the price. Another problem is the nature of the wastes themselves. Many industrial nations worry most about wastes like paper and manufactured goods. Paper products make up thirty percent or more of the wastes in cities in Europe. But in Latin America, paper products make up only ten to twenty percent of the wastes. Developing nations have a bigger problem with used agricultural products and human wastes.

44 A system of modifying the amplitude of the carrier waves at an audio rate is called "Amplitude Modulations", or "AM". Earlier practically all radio sets worked on this principle. Static is caused by lightning or by certain electrical machines that give off electromagnetic waves. Over a period of no practice what has been learned tends to be forgotten; and the adaptive consequences may not seem obvious. Yet, dramatic instances of sudden forgetting can be seen to be adaptive. Indeed, when one's memory of an emotionally painful experience leads to serious anxiety, forgetting may produce relief. 96 Both the sun and moon pull on the earth with a force called gravity. Although the sun is many times larger than the moon, the moon is much closer,so its pull on the oceans is twice as strong as the sun's. Irrespective of their aims, they tend to inspire a certain admiration because they are extremely clever and infinitely more knowledgeable than the average computer user. Breaking into computer systems, whether it is on the Internet, in a bank or a government office, is an illegal activity. However, "ordinary" hackers who penetrate and explore systems just for the intellectual challenge are regarded as less dangerous than "crackers".
