遥感地面灾害应急服务多指标可拓综合评价
摘要
遥感技术已经被广泛应用于灾害应急服务中。通过对遥感技术进行分析，结合地面灾害应急服务的应用需求，构建了综合评价指标，并使用多指标可拓综合评价方法对指标进行评价计算，评价结果可为地面灾害应急服务提供参考。
对遥感技术及其在地面灾害应急服务中应用的现状进行了分析，从数据获取能力、数据对灾害应急服务所需信息的表达能力以及辅助决策分析能力三个方面构建指标，对定性指标采用专家打分法进行量化、定量指标采用分位数法分3级确定取值范围。
多指标可拓综合评价方法是依据可拓学理论中的物元模型、可拓集合以及关联函数这些基本概念，形成的一种新的综合评价方法。这种综合评价方法有着推理过程严密、方法简单明确、计算工作量小等优势。该方法可将定量定性评价相结合，从多角度、多因素出发，综合全面评价指标。
选取深圳市2015年12月大型滑坡区域为研究对象，编写了多指标可拓综合评价方法的Python程序，对指标进行评价计算。评价结果分为三个等级，分别代表遥感技术在地面灾害应急服务过程中应用能力的优劣程度，其中A级为最佳，从遥感技术响应、数据获取速度、数据处理质量等方面均有良好的应用效果，可较好的满足地面灾害应急服务的需求，为相关部门快速、及时、准确的进行救灾、灾情评估、灾后重建等措施提供决策参考。其他两级能力依次降低。
通过评价单一使用QuickBird卫星、SPOT-5卫星、高分二号卫星数据、资源三号02C卫星数据、结合使用卫星以及航空无人机等技术进行应急服务，可从评价数值结果中定量的看出在单一使用卫星数据无法满足应急需求时，结合其他遥感数据辅助可提高应用效果。结果表明了多指标可拓综合评价方法在遥感地面灾害应急服务评价中具有较好的应用效果。

MULTI-INDEX EXTENSION COMPREHENSIVE EVALUATION OF REMOTE SENSING TECHNOLOGY
APPLIED TO GROUND DISASTER EMERGENCY SERVICE
ABSTRACT
Remote sensing technology has been widely used in disaster emergency services.
Through the analysis of remote sensing technology and combined with the application requirements of ground disaster emergency services,a comprehensive evaluation index was constructed,and multiple index extension comprehensive evaluation methods were used to evaluate and calculate the indicators.The evaluation results can provide reference for ground disaster emergency services.
The status quo of remote sensing technology and its application in emergency services for ground disasters was analyzed.The indicators were constructed from the three aspects of data acquisition capabilities,data expressive capabilities for disaster emergency services,and auxiliary decision analysis capabilities.Experts were used for qualitative indicators.The scoring method is used for quantification,and quantitative indicators are divided into three levels to determine the range of values.
The multi-index extension comprehensive evaluation method is a new comprehensive evaluation method based on the basic concepts of matter-element model,extension set and correlation function in the theory of extenics.This comprehensive evaluation method has advantages such as strict reasoning process,simple and clear method,and low computational workload.This method can combine quantitative qualitative assessment and proceed from multiple perspectives and multiple factors to comprehensively evaluate indicators.
