The Speech by a World Bank Group Official at the 2002 Western China

International Economy and Trade Fair

Governor Zhang, distinguished guests, ladies and gentlemen,

I am delighted to be here this morning to open the Western China International Economy and Trade Fair. I would like to thank the People’s Government of Sichuan for inviting us to attend this important event where government leaders from Beijing and twelve other pro vinces meet to discuss strategies for developing China’s Western Region.

This event reflects the strong commitment of the government and the people of China to develop the Western Region. I am very impressed with the enthusiasm and determination demonstrated not only by the public sectors, but also by the private sectors in supporting the Western development goals set forth by the government.

The purpose of my current visit to China is to evaluate recent economic developments in China, and discuss with Ch inese leaders the World Bank Group’s assistance strategy for China after its entry into the WTO. I started my visit two days ago in the western province of Yunnan and have now come to Sichuan. I have seen good examples of how the World Bank Group can offer assistance to the government and the private sectors to develop China’s West. There are 11 provinces, autonomous regions and one municipality in west China, with a total area of about 6.8 million square kilometers and a population of 364 million. The gove rnment’s desire to accelerate the development of the western provinces is vital to the success of achieving a sustained growth for China in the long run. There are also challenges, however, that should not be overlooked. These include continued efforts to create and improve the business environment. But I am confident that these challenges will be met.

In closing, I would like to thank the Government of Sichuan for its support to the World Bank and IFC operations in Sichuan. We look forward to working with all of you to contribute to the development of China’s west and to improve people’s lives in this important part of the country.

Music China, the International Musical Instruments Exhibition, a great occasion for the international industry circle of musical instruments, will be held from 16-19 October, 2002 at Sunshine China International Exhibition Centre.

The purpose of this exhibition is to enhance the international exchange and cooperation in this field. We hope to learn from the advanced technology and experience from abroad. At the same time it will serve as a window and bridge for the producers and dealers home and abroad to exchange technology, display products and build cooperative relationship. It can also provide music enthusiasts an opportunity to consult and buy the products and service programs they need.

Spaceship Columbia: A Final Journey

On February 1, 2003, the spaceship Columbia was returning from space. The

crew of seven never made it back to Earth. Upon reentry to the Earth’s atmosphere, the shuttle was torn apart. The seven crew members did not die in vain; they died exploring the heavens, not for personal benefit, but to benefit mankind. Because of them, we are one step closer to discovering the mysteries of our Universe.

Nowadays, there emerged a hot topic as to whether we should send some shuttles to the space to explore the unknown universe. Supporters believe it is a good way to learn more about the space to benefit mankind. Opponents argue that it is meaningless and I am one of them holding that some shuttles should not be sent to the space. There are three reasons to support my point of view.

First and foremost, it is a huge waste. As we all know, launching spaceships to the outer space is costly and time-consuming and involves so much endeavor and investment, but nothing constructive is produced in the process. If the project fails, all the efforts are in vain.

Furthermore, it will threaten a country’s security. Some countries will make use of the spaceship to spy on other countries to get some important intelligence, which will impede the countries’ development. It can also cause wars just because the countries will compete with each other in order to grab new technology and some other information. What’s more, through getting power from the space, many countries will develop nuclear weapons, which is likely to lead to the arms race.

Last but not least, sending shuttles to the space does damage to the environment. With the development of high technology, many countries launch spaceships or satellites to the space. W hen these machines can’t work anymore, they will be smashed in the space. Many space junks come out as debris, fragment and dust, which destroys the ecological environment of the space. Besides, it also influences the health of human. When spacemen return to the earth, they will bring some virus or other unknown species by accident. Once these unknown things survive on the earth, they will a menace to mankind.

All in all, there are many disadvantages of sending shuttles to the space, which will actually threaten human beings. So I disagree with sending shuttles to the space. 样例2:

It is reported that seven astronauts would never make it back to earth when the spaceship Columbia was returning from the space on February 1st, 2003, which has brought about a heated discussion about whether it is necessary to explore the universe. Some people seem to think that this movement is totally squandering time and money. However, others believe that we are stepping closer to discovering the mysteries of the universe. As far as I am concerned, space exploration can benefit human beings a lot from all sides. Personally, I firmly believe the space exploration

project will make an excellent progress, the reasons are chiefly as follows : First and foremost, the implementation of the space exploration program can be beneficial to solve the problems of famine and increase the food productivity. For instance, scientists could genetically modify seeds in space, which makes a great contribution to the solution of food crisis on the earth.

Secondly, space exploration program works as a perfect catalyst to promote scientific and technological progress. A lot of spin-off products are the result of space exploration like vacuum cleaners and other products applied to daily use.

Last but not least, space exploration program can arouse people's awareness of protecting ecological environment. Pictures taken by astronauts reveal that our planet is suffering great damages caused by the overexploitation and overdevelopment. So the implementation of space exploration program is helpful to forge people's crisis consciousness.

There is no doubt that space exploration has its drawbacks as well as merits. Although it may cost a lot, it can offer a potential solution to deal with the food shortages, promote technological and scientific progress, arouse the enthusiasm of environmental conservation. Taking all these factors into consideration, we naturally come to the conclusion that space exploration can bring numerous benefits to us human beings, therefore, we should further our exploration in this field.

From the launch of Project Apollo, we never stop moving forward to explore space. Space exploration has become a never-fading topic. As the story is told, Columbia Spaceship was a huge tragedy because of the sacrifice of seven crew members and broken shuttle. However, it was a feat in space exploration. Space travel will become an attractive program in the future, and couples may enjoy a honeymoon on the real moon someday!

Last but not least, space research makes great contribution to human beings. Population is a serious problem in our modern society. Space exploration helps us to look for a suitable place to live if our earth can't accommodate us any more in the future. It provides an alternative habitat for human beings.

Just like what Armstrong said the first time he landed on the moon: “It's a small

step of me but a huge one of whole human beings.”The seven crew members lost their lives in this journey. They didn't sacrifice in vain but were the heroes of all human beings. Therefore, I firmly believe that space exploration is worthwhile because it has not only made great contributions to the improvement of the quality of human life, but also laid a good foundation for the future of human space life.

The failure of the spaceship Columbia just reflects my opinion that exploring space is not as easy as we thought, and its complexity may be far beyond our imagination. In my opinion , I disapprove of this space exploration.

In the first place, it costs too much. To help us know more about this mysterious universe, countless amounts of money and resources have been lavished on space exploration in the past few decades. However, if these resources can be fully used for the benefit of every single human being in a more realistic way, it would be more useful to promote our living standard.

In the second place, the idea that we may find another planet like the Earth to live on is also one of the main reasons for us to carry on space exploration. however, this has been unrealistic so far. Worse still, there may be another horrible truth that we may not overlook, even though we may find other lives, we may be attacked by aliens. It is undoubtedly a disaster for the existence of our human beings.

Last but not least, space travel can act negatively both for us and for the universe. On the one hand, space exploration is too dangerous. Once it fails, the crew members of the spaceship will lay down their lives in this so-called great cause for human beings to step into the universe, which is unfair and inhumane. On the other hand, the space will be polluted by large amount of space trash caused in the course of sending satellites into the space by us. The Earth will be very likely to collide with these space junk, which will lead to a serious consequence.

To sum up, I am against the space exploration.
