"Our two countries continue to disagree on certain issues,such as Georgia,and we addressed those differences candidly,"he said. "But by moving forward in areas where we do agree,we have succeeded in resetting our relationship,which benefits regional and global security."

The president said he and his counterpart have moved beyond only discussing the issues covered in most previous U.S.-Russian meetings.

"Because20years after the end of the Cold War,the U.S.-Russian relationship has to be about more than just security and arms control,"he said."It has to be about our shared prosperity,and what we can build together."

President Obama said he will speed discussions on Russia's entry into the World Trade Organization.奥巴马总统和梅德韦杰夫总统表示,美国和俄罗斯将会拓宽在情报和反恐方面的合作,并已改善了经济关系。

Mr.Obama said a major hurdle was cleared when Moscow agreed to lift a six-month ban on the sale of U.S.poultry in Russia.

Mr.Medvedev said he believes the obstacles

to his country joining the WTO can be removed in the next few months.

"There are some remaining technical minor problems,and our teams have been instruct ed to work as fast as possible,"he said."We hope, and we have stated this,that their work will be finalize d by the end of September this year."

President Obama said his replacement of his top commander in Afghanistan,General Stanley McChrystal,with General David Petraeus will not slow U.S.efforts to win the Afghan war.He said Petraeus helped to shape the U.S.strategy there.

Mr.Medvedev was asked whether he had given Mr.Obama advice on Afghanistan, which the former Soviet Union had invaded in 1979with disastrous results.He said he supports the U.S.-led invasion if it can lead to a better life in Afghanistan.过去,美国对莫斯科加入世贸组织的支持一直因情况而定。但是奥巴马表示,现在,双方存在的大部分分歧已经解决,他相信剩余的问题也将很快解决。

After their meetings at the White House,Mr. Obama took his Russian visitor to lunch at a hamburger restaurant near Washington.Mr. Medvedev said the beef-and-cheese sandwiches were probably not very healthy,but quite tasty,and part of the spirit of America.

whether与if作“是否”讲,在用法上有相同之处,也有不同之处。

一、相同之处。

1)whether和if都能引导宾语从句,常置于see,ask,learn,tell,wonder,doubt,find out等动词之后。如:He asked me whether/is I could help him.I want to know whether/if he lives there.

2)whether和if都可用it作形式主语从句中。如:it's uncertain whether/if he'll come this evening.

3)在be uncertain/doubtful之后,常用whether引导宾语从句,有时也可以用if,如:We are uncertain whether/if Mary will come.

二、不同之处。

1)whether可置于句首引导主语从句,而if不能。如:___the2000Olympic Games will be in Beijing is not known yet.A.whether B.If

2)whether可用在介词之后,引导宾语从句,而If则不能。如:Success depends on whether we make evough effort.

3)whether可引导表语从句,if则不能。如:The puestion is whether it is not worthdoing.

4)在名词之后引导同位语从句时,用whether而不用if。如:The puestion whether the students answered correctly should be decided by the teacher.

5)whether后可接不定式,而if不能。如:Please tell us whether to go or stay here.

6)在有些动词(如discuss)之后,只能用whether,而不用if引导宾语从句。如:We discussed whether we should close the shop.

7)在引导否定概念in宾语从句时,只能用if,而不用whether.如:he asked me if I hadn't finished my work.

Search and rescue operations in dangerous environments are often seen as the first areas that will employ high technology robots. The goal is to teach them to avoid bad choices and bad influences that could put them behind bars for life. Students can take a tour of the prison, in school groups or by themselves. At the end, the young people sit down for a discussion with some of the inmates. The program is called Prisoners Against Teen Tragedy, or PATT. It takes place at the Maryland Correctional Institution-Hagerstown, a medium-security prison for men. Sal Mauriello is a case specialist there. SAL MAURIELLO: "We have a group of eleven inmates who are in the PATT program. They tell the youth what they went through as a child, what their crimes consist of. They try to teach them about peer pressure. They try to teach them about bad choices." The Prisoners Against Teen Tragedy program also includes an essay-writing contest. Tomi Dare is a seventeen-year-old student at Hagerstown Community College. She saw an announcement for the contest on her college website. To enter, students had to write about peer pressure and why they do not do drugs. The prize: five hundred dollars for school. In her essay, Ms. Dare wrote about her own experience growing up as an African-American girl interested in sports. T OMI DARE: "Drugs and alcohol not only slow a person down, it doesn't make you feel like you are a winner. It doesn't make you feel like you are the best. As an athlete, I'm 6-2 [188 centimeters], so I feel that I should be above peer pressure because I'm bigger than everybody that I’m around. "So I was talking about that and I was talking about how I consider myself a queen. And if I’m royalty, I need to not put substances in my body. Drugs and alcohol are not what a queen should be taking." The scholarship is presented by the Prisoners Against Teen Tragedy program.
