20年经济社会事业发展 情况简介 香精产业情况: 1988年,岭秀瑶族乡在长洞村和大兴村交界地落富坳首次建成香精生产加工厂,年生产量高峰时期达到200多吨,也实现过产值上百万的辉煌业绩,其山苍籽精油加工曾一度享誉省内外,前来交易香精的客商云集。90年代是岭秀乡乃至全县鼎鼎有名的加工厂,同时,岭秀香精厂也大大提高了瑶乡人民的人均收入。 油茶产业基地情况: 岭秀乡油茶种植基地在省市县三级的支持和引导下,利用当地土地、气候等资源优势,抢抓黄金时节,积极引导农村技术能人、产业大户实施山地开发。广泛发动农户以家庭或联营等形式整理改造林地,大力发展油茶产业。同时鼓励农户以“山地入股、集体开发”的形式,推进规模经营,实现农民增收。全乡上下掀起种植油茶的热潮。 徐金凡承包了近500亩荒山种植油茶。承包协议签定后,每户村民不仅获得山地租金,而且参与整地、种植、管理,还可得到可观的劳务收入,村民们种植油茶积极性空前高涨。投资20万元开发高产优质油茶,三到四年挂果,预计年产值将达到100万元。

第五个五年计划(1976—1985)简介 1975年,中共中央制定了《1976-1985年发展国民经济十年规划纲要(草案)》,安排了“五五”计划。 “五五”计划提出后三年(1978-1980),建立独立的比较完整的工业体系和国民经济体系。1978年3月,又修订了十年发展纲要,要求到1985年钢产量达到6000万吨,石油达到2.5亿吨,国家计划新建和续建120个大型项目,其中10个大型钢铁基地,9个有色金属基地,8个煤炭基地,10个大油气田等等。从1978年到1985年,基本建设投资相当于过去28年的总和,每年要投资700亿元,超出了实际可能,违反了经济发展的规律。因此,十一届三中全会后不久,中央就对此作了修正。 从“五五”计划执行情况来看,1977年至1978年间社会总产值、工农业总产值、国民收入连续两年大幅度增长,主要工农业产品的产量恢复或者超过了历史最好水平。1977年,工农业生产总值达到5055亿元,超过计划的4.4%,比上年增长10.4%。1978年社会总产值为6846亿元,比1977年增长13.1%,1978年国民生产总值达到30l0亿元,比1977年增长12.3%,比1976年增长19.4%。财政收入和支出连续两年大幅度增加,但收入略有节余,扭转了1974年到l975年连续三年财政赤字、财政收支恶化的状况。但此时表现出明显的冒进倾向,对经济发展要求过急,规定的具体指标过高,使我国的经济建设出现新的失误。1978年12月的十一届三中全会,使全党工作重点转移到社会主义现代化建设上来。会议强调必须按照客观经济规律办事,初步提出了调整、改革的任务和措施,预示着国民经济发展即将摆脱困境,进入新的不断探索发展道路的时期。1979年4月,中共中央工作会议正式提出“调整、改革、整顿、提高”的方针(新八字方针),并从这一年开始对国民经济进行调整。 1975年,国务院讨论和规划“五五”和“六五”时期的经济发展。同年,召开了多次计划工作的务虚会,研究和确定经济工作的路线、方针、政策,

一、调整结构提振需求,区域经济在攻坚克难中稳步增长 有效落实目标责任,完善压力传导机制,加大企业帮扶力度,着力转变发展方式,积极扩大消费需求,区域经济保持逐月向好稳步增长态势。 1、主要指标稳步增长。完成地区生产总值亿元,同比增长10%,其中三产增加值亿元,同比增长11%,占地区生产总值的比重达%,比去年底提高个百分点;实现地方一般预算收入亿元,同比增长%;完成全社会固定资产投资亿元,同比增长%;完成社会消费品零售总额亿元,同比增长%;注册合同外资5504万美元,占年计划的%;实际利用外资8517万美元,提前完成全年目标;地方外贸出口6143万美元,占年计划的%。主要经济指标实现了“双过半”。 2、产业结构持续优化。大明路国际汽车街区集聚效应持续增强,实施了宝马等4家汽车专卖店扩建工程,建成开业汽车街商务中心、新奇特汽配商城,全街汽车销售额达亿元,同比增长%,小车销售占全市销售量的67%以上,实现税收8750万元,同比增长%。卡子门时尚家居购物中心区特色优势逐步显现,宜家、红星美凯龙2家企业实现销售收入突破2亿元。风光带特色品牌效应不断放大,积极推进夫子庙—风光带条例立法工作,组织开展“送旅游”活动,调整升级贵宾楼等7家企业营业面积万平方米,引进品牌规模企业6家,白鹭洲水街日益繁荣,消费需求持续走高,景区税收收入、景点收入分别达4560和3180万元,同比分别增长53%和52%。全区实现旅游总收入38亿元,同比增长28%。 3、自主创新步伐加快。制定出台《关于深化都市产业园区建设的意见》、《关于促进服务外包产业发展的实施意见》等政策措施,促成了“节能环保汽车空调压缩机工程技术中心”等5个产学研合作项目,集团、公司分别被评为全市工业50强和全市百强成长型企业,普天通信等6家企业被评为“高成长科技创新百优企业”,新增无线电厂等高新技术企业3家,实现专利申请124项,软件产业产值亿元,同比增长28%,完成服务外包执行额2468万美元。全区76家规上工业企业总产值同比增长16%,增加值综合能耗同比下降%。 二、拓展载体选资引强,项目园区在倾力推进中取得实效 坚持项目带动战略,更加注重资源配置和选资效益,积极推进重点项目、产业园区和商务楼宇等载体建设,发展空间得到拓展。 1、重点项目推进有序。突出分类推进,强化协同配合,严格督查管理,全区48项重点项目总体进展情况良好,从推进情况看,进展顺利的有明匙路拓宽二期、集庆路1号地块开发等28项,占项目总数的%,部分推进的有特易购生活购物中心建设、永乐路南侧果品公司地块开发等14项,占项目总数的%。从进展阶段看,处于实施拆迁阶段项目8个,开工准备阶段项目6个,施工阶段项目13个。 2、园区楼宇建设加速。全区15个产业园区建设有序推进,建成通济都市创意产业园南区,日华光电、大明路、双龙街科技产业园等建设稳步进行,完成无线谷产业园立项,水利公司、水建仓库产业园即将开工。商务楼宇加快建设,省电信通服大厦、大明路汽车街商务中心全面建成并投入使用,成教大厦、润泰市场扩建主体封顶,金榜大厦、木材市场商务综合楼开工建设。全区调整新增载体面积近12万平方米。 3、招商选资成效明显。针对区域资源禀赋特点,积极推介招商资源,招商选资取得较大进展,产业园区引进了股份、网络、文化等30家企业;商务楼宇通服大厦引进了克缇集团、投资网、海底捞等企业,安利分公司迁至鸿意商务楼。全区新引进企业700家,其中注册资本200万元以上企业64家,新增注册资本亿元。 三、改造老城打造景观,城市品质在人文传承中持续提升 加快老城改造和人文景观打造步伐,不断完善基础设施配套,有效巩固文明创建和“三
