The Cotton Research and Promotion Act of 1966 established the Cotton Board as a quasi-governmental, non-profit entity. The Act directed the Cotton Board to contract with an organization to conduct the actual research and promotion projects. The original contracting organization was called the Cotton Producer?s Institute. It had operated as a subsidiary of the National Cotton Council since 1961. In 1970, however, the Cotton Producer?s Institute was separated from the Council and became an individual, non-profit entity, renamed Cotton Incorporated.
