“白色恶魔”毒品的危害已经远不止体现于它对人类健康的摧残。纵观当今国际社会，毒品犯罪者已经在国际间、地区间形成严密肮脏的“合作机制”，从毒品种植、加工、贩运到消费形成了相当成熟的国际体系，从而导致了走私和洗钱犯罪率的飚升、毒品贸易和恐怖主义军火贩运的相互勾结等问题，它们严重危害着国际社会的稳定和发展。以色列认为，正如联合国大会在《国际合作对付毒品问题的报告》中指出的那样，毒品问题的国际性给各国反毒工作带来了巨大的困难。以色列认为，全力以赴地支持并积极参与国际合作打击毒品是每一个国家和政府义不容辞的责任。
以色列作为在经济和社会稳定两个方面深受都毒品危害的国家之一，深刻认识到跨国、跨地区和全球范围内的合作在有效地打击毒品贸易中的重要性。毫无疑问，以色列支持在全世界组成一个共同针对毒品交易的打击阵营，并已经为之付诸努力。首先，以色列是联合国《1961年麻醉品单一公约》和《1971年精神药物公约》缔约国之一，是“国际合作对付世界毒品问题”的决议草案提案国之一，积极地履行着减少毒品泛滥的义务。虽然国内的毒品形势依然严峻，但以色列反毒当局已采取大强度的收缴行动且颇具成效。第二，以色列已经成功地与联合国药物管制署联合组织了独立联邦国家代表团的考察研究之行，并提供了禁毒执法和训练上的专门技术。以色列还和联合国药物管制署开罗地区办公室保持着密切联系，并在促进联合国财政支持下的药物管制设备在巴勒斯坦地区的运输方面坚持合作态度。第三，以色列在毒瘾治疗和恢复研究项目中投入了大量资金，还参与了联合国禁毒署组织的技术咨询，力求推进这方面的资源共享。
以色列深信，建立地区扫毒联盟来提供建立国际间麻醉药品控制体系的帮助是有巨大好处的。成员国之间共享麻醉品信息数据库，使跨国的毒品交易不再隐秘性十足，更好地阻止和减少毒品外流，目前在加勒比地区、中亚、南非等地区这类联盟所发挥的作用令人鼓舞。以色列当然也认识到，巴勒斯坦地区的和平进程艰辛而缓慢使联合国一些药物管制条例无法实施，成为中东地区性扫毒联盟成立或发展的阻力。事实上，目
前中东仅有一个以色列和阿拉伯国家同时加入的禁毒组织，而以色列正全力保持着和它的合作与信任。以色列认为，巴勒斯坦权利机构当局对反毒合作的固执和保守态度给反毒进程带来了很不利的影响，而这种结果恐怕正是保全了一些靠违法毒品交易为生的巴勒斯坦人的利益。
以色列想提醒与会各国注意的是，发达国家可以在提供资源方面承担更多义务，但某些发展中国家更应积极主动地在控制规划和法律制裁上加大力度，而不是以经济或社会困难为借口，给反毒工作设置障碍。以色列尊重《联合国宪章》和国际法所揭示的原则，强调对付世界毒品问题是共同分担的责任，必须在多边环境下采取统筹平衡的办法加以解决。以色列吁请各国采取进一步行动，在国家、区域和国际层面形成强有力的政治承诺，使多部门的综合措施和应对行动协调一致。
以色列深感遗憾的是，目前国际社会缺乏有效的反毒与反恐的战略与合作措施，难以有效地阻止恐怖分子从走私贩毒中赚取巨额资金，并通过各种方式将黑钱漂白。以色列呼吁各国加强立法上的交流与合作，共同遏制小型武器的非法贸易，并加强和世界金融机构的联系。
以色列认为因特网的使用为开展国际合作打击药物滥用以及非法生产和贩运带来了新的机遇和挑战,还认识到各国间需要加强合作,并就如何遏止违法者利用这一工具为毒品犯罪提供方便，以及就如何利用因特网传递有关减少毒品需求的信息和国家经验达成共识。
最后，以色列重申它愿意竭尽全力促进一个刻不容缓的工作，即积极参与国际合作，与世界毒品问题进行坚定不移的斗争，为全人类的福祉尽犹太民族的一份力量。

The Democratic People?s Republic of Korea, generally called North Korea, is widely considered to be a focus area in Asia and has drawn the attention of international community. The problems remaining in this country such as nuclear threat and international crime have influenced the stability and security in Asia and other parts of the world. So it is an obligation for every country in the world to cooperate and help solve these problems.
There is no doubt that nuclear threat is one of the most inevitable problems in North Korea and international community has been concentrating on this issue since the beginning of 1990s when North Korea was accused of trying to possess nuclear weapons. Italy is delighted to see that many international organizations such as the IAEA and countries have made great efforts to help solve this problem. Since the year of 2003, the Six Party Talks has been held for six times and achieved a lot of constructive agreements such as 9.19 agreement and 2.13 agreement. After the sixth round of the Six Party Talks, North Korea began to fulfill those agreements. Italy believes that by the joined efforts made by international community, this problem would be solved perfectly.
Italy highly agrees to the principle that there should be no nuclear weapons in Korean Peninsula and Italy has noticed that UN and other international organizations have been playing important roles in the process of solving the problems in North Korea. Italy is willing to cooperate with international community to bring lasting stability and peace to this region. Italy also noticed that the most important method to solve the problems in North Korea is to help it get rid of poverty and feelings of insecurity. Italy is happy to see that international community has already started aid in North Korea?s development and has received good responses. In order to make the work towards North Korea run more efficiently, Italy puts forward the following ideas.
First of all, Italy holds that the UN, especially the Security Council, should undertake larger responsibility in solving problems in North Korea. The Security Council should censor the executive state of the agreements and resolutions achieved and decide the actions towards North Korea which should be taken unanimously by international community. Italy is against the actions towards North Korea without the permission of the Security Council.
Secondly, Italy wishes to set up a worldwide organization under the leadership of the Security Council which is based on the principle …Trusting, Talking, Helping?and aims to promote stability in North Korea and help North Korean people develop their country. According to the resolutions passed by the Security Council, countries in this organization will take unanimous actions towards North Korea. The actions include:
Providing humanitarian aid such as oil, food to help North Korea get rid of poverty
●Providing economic aid in North Korea?s construction of infrastructure of city
●Cooperating with the IAEA to give North Korea proper technical supports to help North Korea use atomic
energy in a peaceful way
●Cooperating with North Korea in international trade to promote its economic development and reinforce
cultural communication to cultivate understanding between North Korea and international community
There is still a long way for every country in the world to go to bring lasting stability to North Korea. Italy wishes to cooperate with other countries in the world to find a satisfactory solution to the problems in North Korea and hopes that international community will join together to make North Korea Peninsula a peaceful region.
