2023年普通高等学校招生全国统一考试标准样卷(一)文科综合能力测试注意事项:1.答卷前,考生务必将自己的姓名、考生号等填写在答题卡和试卷指定位置上。
2.选出每小题答案后,用铅笔把答题卡上相应题目的答案标号涂黑。

促进统一规范施行全国统考新中国成立初期,中国境内的高校复杂多样,既有在解放区干部学校基础上创办的革命大学,又有借鉴苏联经验建立起来的高等学府,还有南京国民政府遗留的部分公、私立大学,以及接管过来的教会办的院校。
很显然,当时我国的高等教育是很不发达的,也造成国家建设所需人才十分缺乏。
周恩来总理在一次会议上曾感慨地说:“人才缺乏已成为我们各项建设中的一个最困难的问题。
不论经济建设、国防建设,还是巩固政权方面,我们都需要人才。
”因此,下大力抓新中国的高等教育工作摆在了党和国家工作的重要位置。
为实现教育上平稳的衔接与过渡,1949年全国高等学校仍沿袭过去的单独招生方式,各大学自主命题,自主招生。
1950年5月26日,中央人民政府教育部发布了新中国第一份高校招生考试文件《关于高等学校一九五零年度暑期招考新生的规定》,要求各大行政区教育部门“根据该地区的情况,分别在适当地点定期实行全部或局部高等学校联合或统一招生”。
如统一招生有困难,各大行政区可“在符合本规定之基本精神范围内,允许各校自行招生”。
这项规定的主要意图是促进高等学校招生的统一性和规范化。
但由于单独招考操作上的惯性,该年度的招考方式仍五花八门,既有校际的联合,又有大区的统一,还有学校的单独招生。
但总的来看,1950年的招生考试基本达到了预期目的,大部分学校一次招生即招满足额。
1951年,实行以全国大行政区范围内的统一招生方式。
由于各高校招生结果极不平衡,条件好的高校生源充足,其他学校多次招考仍不足额。
成绩好的学生常被几所大学同时录取,新生报到率高低不一。
加之各校办学质量和社会声誉高低有别,单独招考造成许多高校招生不足额和新生报到率低的局面。
