东日本大地震对我国的防震启示 杜军 赵雁 西安三建建设有限公司 摘 要：2011年3月11日14时46分23秒在日本东北部海域发生9级特大地震，造成了严重的人员伤亡和财产损失，同时造成大量建筑的损毁，本文主要结合日本此次地震的经验教训，对我国的的工程抗震提出几点建议，供大家参考。 关键词：东日本大地震；隔振；消能减震；建筑法规；鲁棒性 东日本大地震不仅造成了建筑物的损害和财产损失，更引起了巨大海啸以及最高级别的核事故，其引起的次生灾害无论对人类生活还是自然生态都是损失巨大的，但是日本的建筑质量的优良表现展示了人类在灾害面前的智慧，借鉴邻国日本的此次地震经验来审视下我国的防灾和建筑质量是非常有必要的。 1震害原因分析 １．１ 地震客观原因 此次地震属于板块边缘地震，属于逆断层地震，此次地震矩释放能量3.6× Nm，Mw=9.0，能量相当于汶川地震30倍，破裂范围：南北长450km，东西宽150km；破裂速度: 2.0km/s，破裂持续时间：300S，比汶川地震多3分钟，最大断层滑移量：18m[1]。在震源附近K-NET筑馆观测点（宫城县），观测到2933 cm/ s2的强烈加速度。从茨城县到岩手县南部的广阔的范围内，超过200 cm/s2的强烈加速度传播。从东北关东地区，结果发现有最大超过50cm的地震动位移发生。特别是仙台平原，也有超过100cm的地震动位移发生[2]。由图3地震烈度分布图可以看出日本大部分地区均达到了6度（相当于我国烈度十度）。另外此次地震不但是震级高，而且还引发了十米高的海啸，建筑物不仅遭受了地震动，还遭受了海啸的冲击，所以经不起冲击的木结构房屋基本上被夷为平地，而抗冲击能力好的如钢筋混凝土房屋发生整体坍塌的比例小。（见图11） ２．２ 隔振与消能减震技术的应用 结构消能减震技术的方法是指在结构的某些部位（如支撑、剪力墙、节点、连接缝或连接件等）设置消能阻尼装置或元件，通过消能装置产生摩擦非线性滞回变形耗能来耗散或吸收地震能量以减小主体结构的水平和竖向地震反应，从而避免结构产生破坏或倒塌，以达到减震抗震的目的[3]。 图１：隔振示意图 图２：采用隔振的弹性建筑 如图1所示，普通居民住宅在基础设置隔震层，在建筑物底部安装橡胶弹性垫或摩擦滑动承重座等抗震缓冲装置，可通过隔震层先耗散能量，大大降低了建筑物直接承受地面传来的地震波的风险，减少了建筑发生灾害的可能性。又如图2：日本东京建了12座弹性建筑，这种弹性建筑物建在隔离体上，隔离体由分层橡硬钢板组和阻尼器组成，建筑结构不直接与地面接触，此次地震中甚至连玻璃都没有损坏。 我国新的抗震规范也提出了隔振与消能减震方面的指导性意见，明确隔振与消能减震设计可用于对抗震安全性和使用功能有较高要求或专门要求的建筑，当遭遇到本地区的多遇地震影响、设防地震 影响和罕遇地震影响时，可按高于本规范的基本设 ?82?
